CONTRACTS

 

MISSILE DEFENSE AGENCY

 

Boeing Co., Huntsville, Alabama, was awarded a competitive cost-plus-fixed-fee contract for $58,582,957 with an estimated completion date of May 12, 2020, with no options for the Multi-Object Kill Vehicle (MOKV) technology risk reduction effort. This contract represents part of the Missile Defense Agency's technology risk reduction strategy to improve performance and reduce risk for MOKV advanced communications, engagement management, and the discriminating seeker. The work will be performed in Huntsville, Alabama. This contract was competitively procured via publication on the Federal Business Opportunities website through an advanced technology innovation broad agency announcement.  Fiscal 2016 research, development, test and engineering funds in the amount of $3,502,852; and fiscal 2017 research, development, test and engineering funds in the amount of $5,232,000 for a total of $8,734,852 are being obligated at the time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-17-C-0001).

 

AIR FORCE

 

General Dynamics Mission Systems Inc., Dedham, Massachusetts, has been awarded a $53,000,000 indefinite-delivery/indefinite-quantity contract for Defense Injection/Reception Emergency Action Message Command and Control Terminal (DIRECT). Contractor will provide on-site management coverage, software updates, production, contractor logistics support, information awareness, field support, engineering services, travel, and over and above services in support of the DIRECT terminals. Work will be performed at Dedham, Massachusetts, and is expected to be complete by June 30, 2022. This award is the result of a sole-source acquisition. Fiscal 2017 operations and maintenance; and 2015 other procurement funds in the amount of $5,507,296 are being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8540-17-D-0005).

 

Harris Co., Colorado Springs, Colorado, has been awarded an $18,981,105 modification (P00739) to previously awarded contract F19628-02-C-0010 for system sustainment of the Distributed Space Command and Control, Dahlgren system. Contractor will provide sustainment services which include core sustainment for the field service teams, requirements development modeling and analysis, engineering support, technical orders support and software development. Work will be performed at Dahlgren, Virginia, and is expected to be complete by April 30, 2018. Fiscal 2017 operations and maintenance funds in the amount of $7,999,773 are being obligated at the time of award. The Space and Missile Systems Center, Peterson Air Force Base, Colorado, is the contracting activity.

 

ARMY

 

Martin-Baker America Inc.,* Johnstown, Pennsylvania, was awarded a $26,668,679 firm-fixed-price contract for procurement of 1,016 multi-functional operator seats in support of the UH-60 Blackhawk helicopter. Bids were solicited via the Internet with one received. Work location and funding will be determined with each order, with an estimated completion date of Dec. 20, 2020.  U.S. Aviation Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-D-0046).

 

DEFENSE LOGISTICS AGENCY

 

Belleville Shoe Co., Belleville, Illinois, has been awarded a maximum $11,105,705 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for safety boots. This was a competitive acquisition with three responses received. This is a one-year base with four one-year option periods. Location of performance is Illinois, with a May 13, 2018, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2017 through 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-15-D-1051).

 

Air Wilmington Inc.,* Wilmington, North Carolina, has been awarded a minimum $7,261,605 fixed-price with economic-price-adjustment contract for various types of fuel. This was a competitive acquisition with 99 responses received. This is a 44-month base contract with a six-month option period. Location of performance is North Carolina, with a March 30, 2021, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-17-D-0095).

 

U.S. SPECIAL OPERATIONS COMMAND

 

Thales Defense Security Inc., Clarksburg, Maryland, is being awarded a $9,900,000 (estimated contract value) single award, indefinite–delivery/indefinite-quantity contract for the Multiband Inter/Intra Team Radio (MBITR) family of radios sustainment in support of U.S. Special Operations Command (USSOCOM), Procurement Division. Fiscal 2017 operations and maintenance funds in the amount of $3,005 are being obligated at time of award via delivery order 0001. This contract is funded with operations and maintenance appropriation at the delivery order level, using current fiscal year funding and is not multiyear. The work will be performed primarily at Thales’ facility, in addition to USSOCOM mission units and is expected to be completed September 2021. This contract was awarded through other than full and open competition under 10 U.S. Code 2304(c)(1) (H92222-17-D-0016).
