ARMY

 

General Dynamics Land Systems Inc., Sterling Heights, Michigan, has been awarded a $310,582,092 cost-plus-incentive-fee contract for the design, development and integration of multiple engineering changes into the Abrams M1A2 System Enhancement Package Version 3. One bid was solicited and one bid was received. Work will be performed in Sterling Heights, Michigan; Lima, Ohio; Scranton, Pennsylvania; and Tallahassee, Florida, with an estimated completion date of Feb., 28, 2024. Fiscal 2017 research, development, test and evaluation funds in the amount of $12,500,000 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-17-C-0188).

 

National Grid USA Service Co. Inc., Waltham, Massachusetts, has been awarded a $14,235,750 firm-fixed-price contract for energy conservation measures under the terms and conditions of General Services Administration area-wide contract. Bids were solicited via the Internet with one received. Work will be performed in Watervliet, New York, with an estimated completion date of Dec. 1, 2033. Fiscal 2017 Army working capital fund funds in the amount of $1 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W911PT-17-F-0008).

 

NAVY

 

APTIM Federal Services LLC, San Diego, California, is being awarded a maximum amount $49,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for environmental laboratory services in the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR).  The work to be performed provides for all labor, materials, equipment, supervision, and transportation necessary to perform environmental laboratory.  Work will be performed at various Navy and Marine Corps facilities and other government facilities within the NAVFAC Southwest AOR including, but not limited to, California (80 percent), Arizona (5 percent), Utah (5 percent), Nevada (5 percent), Colorado (3 percent), and New Mexico (2 percent) .  The term of the contract is not to exceed 60 months with an expected completion date of August 2022.  Fiscal 2017 working capital funds (Navy) in the amount of $5,000 are obligated on this award and will not expire at the end of the current fiscal year.  Future task orders will be primarily funded by operations and maintenance (Navy).  No task orders are being issued at this time.  This contract was competitively procured via the Navy Electronic Commerce Online website, with one proposal received.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity (N62473-17-D-0013).

 

SRC Inc., North Syracuse, New York, is being awarded a $7,957,573 cost-plus-fixed-fee completion contract for multi-intelligence swarm sensing research and development.  Work will be performed in North Syracuse, New York, and is expected to be completed Aug. 27, 2022.  Fiscal 2017 working capital funds (Navy) in the amount of $20,000 will be obligated at the time of award.  No funds will expire at the end of the current fiscal year.  This contract was competitively procured under Naval Research Laboratory Broad Agency Announcement N00173-17-R-BA01, Topic 56-17-01 Optical Sciences Research and Development, for which numerous offers were received.  The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity (N00173-17-C-6017).

 

Vigor Marine LLC, Portland, Oregon, is being awarded an $18,067,920 firm-fixed-price contract for a 76-calendar day shipyard availability for the regular overhaul and dry docking of USNS Richard E. Byrd (T-AKE 4).  Work will include furnish general services for the ship, physical security at private contractor's facility, deck house cleaning and painting, cargo crane 10-year retest survey hydraulic hoses replacement and recertification, main machinery room aqueous film-forming foam system piping replacement, lifeboat certification and falls renewal (5-year), docking and un-docking vessel, propeller shaft and stern tube inspection, underwater hull cleaning and painting, freeboard cleaning and painting, freshwater stern tube lubrication system installation, sliding block and transfer head refurbishment-chain replacement, and flight deck nonskid renewal.  The contract includes options which, if exercised, would bring the total contract value to $18,221,597.  Work will be performed in Portland, Oregon, and is expected to be completed by Dec. 15, 2017.  Fiscal 2018 operations and maintenance (Navy) funds in the amount of $18,221,597 are obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with two offers received.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-17-C-4207).

 

The Whiting-Turner Contracting Co., Greenbelt, Maryland, is being awarded a $16,401,574 firm-fixed-price contract for construction of range facilities safety improvements at Marine Corps Base, Camp Lejeune.  The work to be performed provides for the construction of three low rise range pit houses for target storage, head facilities and sound sheds.  Construction includes reinforced exterior masonry walls, brick veneer, reinforced concrete floors, reinforced concrete roof with ballistic protection and cover boards, cast in place concrete wall, wood, vinyl panels, steel columns, and reinforced concrete foundations, demolition of existing concrete pit walls, berms and reconstruction with reinforced concrete, new earthen berms, benches, and a target trench system.  This project will also install rubber matting at firing positions and built in equipment includes public address system, benches and rubber matting for firing positions and safety berm, trench, target numbers and benches for the target system.  Information systems, mechanical utilities, and electrical utilities are included.  This project also includes the demolition of buildings in order to clear the project site for new construction.  Work will be performed in Jacksonville, North Carolina, and is expected to be completed by May 2019.  Fiscal 2017 military construction (Navy) contract funds in the amount of $16,401,574 are obligated on this award; of which $9,460,738 will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with two proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-17-C-8317).

 

Lockheed Martin Corp., Liverpool, New York, is being awarded a not-to-exceed $7,030,168 undefinitized contract action for delivery order 7000 under a previously awarded basic ordering agreement (N00383-17-G-BR01) for the repair of 45 items used on the E2-D aircraft.  Work will be performed in Liverpool, New York, and will be completed by February 2019.  Fiscal 2017 working capital funds (Navy) in the amount of $3,444,782 will be obligated at the time of award and funds will not expire at the end of the current fiscal year.  This contract was a sole-source pursuant to the authority set forth in 10 U.S. Code 2304(C)(1).  The requirement was posted to the Federal Business Opportunities website and the Navy Electronic Commerce Online website, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

North American Manufacturing Co.,* Scranton, Pennsylvania, has been awarded a maximum $47,653,125 modification (P00006) to a five-year contract (SPE8ED-13-D-0001) with three one-year option periods for military folding cots. This is a fixed-price with economic-price-adjustment contract. Location of performance is Pennsylvania, with a Sept. 26, 2018, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 through 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

MISSILE DEFENSE AGENCY

 

Lockheed Martin Corp., Rotary and Mission Systems Division, Moorestown, New Jersey, is being awarded a $9,451,695 modification (P00040) to previously awarded fixed-price incentive contract HQ0147-16-C-0011.  The modification brings the total cumulative value of the contract to $681,880,588 from $672,428,893.  This modification provides for development efforts associated with quantifying discrimination performance and evolving threats.  Work will be performed at Moorestown, New Jersey, with an expected completion date of February 2019.  Missile Defense Agency fiscal 2016 research, development, test, and evaluation funds in the amount of $5,269,400 will be obligated at time of award.  The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-16-C-0011).

 

DEFENSE INFORMATION SYSTEMS AGENCY
