Airdyne Aerospace Inc.,* Spring Hill, Florida, has been awarded a $79,000,000 hybrid (cost-plus-fixed-fee and firm-fixed-price) contract for Special Airborne Mission Installation and Response System. Raytheon Co., Dulles, Virginia, has been awarded a $24,416,360 modification (P00007) to contract W52P1J-16-C-0046 for a wide range of Combined Enterprise Regional Information Exchange System services to support the operational and strategic use of Department of Defense and subsidiary networks and capabilities within the U.S. Central Command area of responsibility. Work will be performed in Kuwait; Qatar; Jordan; Iraq and Shaw Air Force Base, South Carolina, with an estimated completion date of Nov. 15, 2018. Fiscal 2018 operations and maintenance (Army) funds in the amount of $5,900,000 were obligated at the time of the award. Vectrus Systems Corp., Colorado Springs, Colorado, has been awarded a $15,000,000 modification (P00036) to contract W91WMC-14-C-0001 to provide enterprise information management and information technology to the U.S. Army Corps of Engineers. Work will be performed in Colorado Springs, Colorado, with an estimated completion date of Jan. 25, 2018. Iron Mountain Solutions,* Madison, Alabama, has been awarded a $7,018,280 modification (000011) to foreign military sales (Saudi Arabia, Singapore, Taiwan, Afghanistan, Mexico, Thailand, United Arab Emirates, Jordan, Sweden, Egypt, Slovakia, Tunisia, and Brazil) contract W31P4Q-17-A-0001 for technical support for the Utility Helicopter Project Office. Work will be performed in Madison, Alabama, with an estimated completion date of May 31, 2018. Fiscal 2018 foreign military sales funds in the amount of $7,018,280 were obligated at the time of the award. DEFENSE HEALTH AGENCY

 

Deloitte Consulting LLP, Arlington, Virginia, has been awarded a $62,430,981 firm-fixed-price contract (HT0011-18-C-0002)to provide program management support services to the Defense Health Agency's Requirements Managers’ for Governance, Requirements, and Architecture Management Support. This support includes, but is not limited to requirements development and management processes; Military Health System (MHS) information management and information technology (IM/IT) investment and sustainment portfolio capabilities activities; functional requirements submissions and management; development and management of MHS IM/IT functional requirements; Joint Capabilities Integration and Development System process and documentation; post implementation reviews; requirements reviews during IT life-cycle acquisition phases; business process strategies and guidelines; business process and data management products; business process and standards analysis; business process improvement; federal and external partners architectural analyses and alignment; Health Information Technology standards; health data management; modeling and simulation; and requirements tools.  Work will be performed in Virginia, with an estimated completion date, if the government exercises all contract options, of Nov. 27, 2022. This contract was competitively solicited, with six offers received. Fiscal 2018 operations and maintenance funds in the amount of $8,431,300 will be obligated at time of award. The Defense Health Agency Contracting Office, Falls Church, Virginia, is the contracting activity.

 

NAVY

 

DZSP 21 LLC, Marlton, New Jersey, is being awarded a $42,479,982 modification under a previously awarded cost-plus-fixed-fee contract (N62742-17-C-1170) to exercise the first option to extend services for base operations support services at Joint Region Marianas.  The work to be performed provides for facility support and base operating support for the following services:  management and administration, port operations, ordnance, material management, facility management, facility investment, electrical, wastewater, water, base support vehicles and equipment, and environmental services.  After award of this option, the total cumulative contract value will be $94,191,202.  Work will be performed at various installations in the U.S. Territory of Guam, and this option period is expected to be completed in April 2018.  Fiscal 2018 working capital funds (Navy and defense); fiscal 2018 transportation working capital funds (Air Force); fiscal 2018 operations and maintenance (Navy, Air Force, Army, Marine Corps, Army National Guard, Air National Guard, and defense); fiscal 2018 family housing operations and maintenance (Navy); fiscal 2018 health program funds (defense); and fiscal 2018 commissary agency (defense) contract funds in the amount of $42,479,982 are obligated on this award; of which $13,524,907 will expire at the end of the current fiscal year and $28,955,075 are subject to the availability of funds.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.

 

Centerra Group LLC, Palm Beach Gardens, Florida, is being awarded a $24,547,396 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N69450-14-D-7999) to exercise option three for base operations support services at Naval Station Guantanamo Bay.  The work to be performed provides for base operating support services including, but not limited to, the following functions: family housing, facility management, facility investment, other (swimming pools), custodial, pest control, integrated solid waste management, grounds maintenance and landscaping, base support vehicles and equipment, electrical, wastewater, water, and limited facilities support functions.  After award of this option, the total cumulative contract value will be $99,322,000.  Work will be performed in Guantanamo Bay, Cuba, and work is expected to be completed November 2018.  No funds will be obligated at time of award.  Fiscal 2018 operations and maintenance (Navy); fiscal 2018 Navy working capital funds; fiscal 2018 defense health program funds; and fiscal 2018 family housing operations and maintenance (Navy) in the amount of $16,556,095 for recurring work will be obligated on individual task orders issued during the option period.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

 

Booz Allen Hamilton, Lexington Park, Maryland, is being awarded $20,955,983 for modification P00038 to a previously awarded cost-plus-fixed-fee contract (N00421-16-C-0034) to exercise an option for an estimated 250,592 hours of technical services in support of the Naval Air Warfare Center Aviation Division’s Special Communications Mission Solutions Division, St. Inigoes, Maryland.  Work will be performed at St. Inigoes, Maryland (49 percent); Lexington Park, Maryland (48 percent); San Diego, California (2 percent); and Fayetteville, North Carolina (1 percent), and is expected to be completed in June 2018.  Fiscal 2017 working capital funds (Navy) funds in the amount of $1,600,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

 

Motorola Solutions Inc., Linthicum Heights, Maryland, is being awarded a $17,238,365 modification under a previously awarded firm-fixed-price contract (N39430-16-C-1812) to exercise second option period for lifecycle sustainment of the Naval Facilities Engineering Command’s enterprise land mobile radio system at various Navy installations worldwide.  The work to be performed provides for preventive maintenance of hardware and software; response and resolution of service calls for corrective maintenance to include equipment repair, overhaul, or replacement; asset and configuration management; password management; and software upgrade installation.  After award of this option, the total cumulative contract value will be $59,241,418.  Work will be performed at various Navy installations worldwide, and this option period is expected to be completed December 2018.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $17,238,365 are obligated on this award and will expire at the end of the current fiscal year.  The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.

 

NAS Ventures,* Columbus, Ohio, is being awarded a $10,955,248 firm-fixed-price contract for taxiway pavement and lighting repairs at Naval Air Station Pensacola.  The work to be performed provides for taxiway pavement mill and overlay, concrete joint seals replacement at runway ends, concrete repair in front of jet blast deflector, and restriping.  Electrical repair includes, taxiway rehabilitate to include below ground raceways, cabling, and junction structures, airfield lighting, signage and marking, and replacement of airfield signal and control system circuits with fiber optic circuits.  Work will be performed in Pensacola, Florida, and is expected to be completed by April 2019.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $10,955,248 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with two proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-18-C-0501).

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $7,762,687 firm-fixed-price modification to a previously awarded contract (N00024-16-C-5408) to exercise options to procure spares in support of the fiscal 2016-2017 Evolved Sea Sparrow Missile (ESSM) Block I multi-year production requirements.  The ESSM program is an international cooperative effort to design, develop, test and procure ESSM missiles. The ESSM provides enhanced ship defense. Raytheon Missile Systems will provide all-up rounds, inert operation missiles, spare components and shipping containers and will provide other production-related support.  Work will be performed in Tucson, Arizona (32 percent); Germany (11 percent); Australia (9 percent); Andover, Massachusetts (7 percent); Canada (6 percent); Norway (5 percent); Spain (4 percent); Keyser, West Virginia (4 percent); Netherlands (4 percent); San Jose, California (3 percent); McKinney, Texas (3 percent); Turkey (2 percent); Cincinnati, Ohio (2 percent); Greece (1 percent); Mountain View, California (1 percent); and various places below one percent (6 percent), and is expected to be completed by May 2020. Fiscal 2018 weapons procurement (Navy) funding in the amount of $7,762,687 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Vigor Marine LLC, Portland, Oregon, is being awarded an $8,523,020 firm-fixed-price contract for a 42-calendar day shipyard availability for the mid-term availability of USNS Kaiser (T-AO 187).  Work will include general services, clean and gas free tanks, tank deck overhead preservation, flight deck non-skid, number 6 port and starboard ballast tank preservation, aft superstructure repairs, refrigerated container modifications, and number 3 ship service diesel generator 24K overhaul.  The contract includes options which, if exercised, would bring the total contract value to $8,635,397.  Work will be performed in Portland, Oregon, and is expected to be completed by Feb. 18, 2018.  Fiscal 2018 operations and maintenance (Navy) funds in the amount of $8,523,020 are obligated at the time of award.  The funds will expire at the end of the current fiscal year.  This contract was competitively procured, with proposals solicited via the Federal Business Opportunities website, with two offers received.  The U. S. Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-18-C-4008).

 

 

DEFENSE LOGISTICS AGENCY

 

HDT Expeditionary Systems Inc., Solon, Ohio, has been awarded a maximum $35,201,907 firm-fixed-price contract for collective protection filter units. This was an urgent sole-source acquisition using justification 10 U.S. Code 2304(c)(2). This is a one-year contract with no option periods. Location of performance is Ohio, with a Nov. 15, 2018, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2019 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-C-0055).

 

AIR FORCE

 

Ball Aerospace & Technologies Corp., Boulder, Colorado, has been awarded a $47,900,000 modification (P00003) to a previously awarded contract (FA8650-16-D-1878) for research and development to provide investigation and development of methodologies, tools, techniques, and innovative solutions to identify susceptibilities and mitigate vulnerabilities in Air Force weapon systems, and protect those systems against cyber-attack. Work will be performed at Wright-Patterson Air Force Base, Ohio, with an expected completion date of March 29, 2023.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

DEFENSE INFORMATION SYSTEMS AGENCY

 

SPEC LLC, Stonington, Connecticut, has been awarded a firm-fixed-price contract modification to exercise option year two of the Defense Information Systems Agency (DISA) Building Automation System (BAS) enterprise wide contract supporting all DISA data centers worldwide (HC1028-16-C-0003). The face value of this action is $9,389,032 funded by fiscal 2018 building operation support and facility appropriations. The total cumulative face value of the contract to date is $17,221,246. The contract covers performance at all DISA data centers worldwide. Proposals were solicited through the Federal Business Opportunities website and one proposal was received. The contract is a multiple year contract with a base period of Nov. 16, 2015 – Nov. 15, 2016, with four one year option periods; the period of performance for this action (option year 2) is Nov. 16, 2017 – Nov. 15, 2018.  The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC102816C0003, Modification 21).
