NAVY

 

General Electric Aviation, Lynn, Massachusetts, is being awarded a $143,481,258 firm-fixed-price, cost-plus-fixed-fee contract for the procurement of 22 low-rate initial production Lot 1 and 2 T408-GE-400 turboshaft engines for the CH-53K helicopter, including associated engine and programmatic support, logistics support, peculiar support equipment, and spares.  Work will be performed in Lynn, Massachusetts, and is expected to be completed in July 2021.  Fiscal 2017 and 2018 aircraft procurement (Navy) funds in the amount of $143,481,258 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air System Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1007).

 

Lockheed Martin Space Systems Co., Sunnyvale, California, is being awarded a $92,900,000 modification to the previously awarded Mobile User Objective System (MUOS) cost-plus-award fee contract (N00039-04-C-2009) for engineering services, interim logistics services, spares and associated material.  MUOS is a narrowband military satellite communications system that supports a worldwide, multiservice population of users, providing modern netcentric communications capabilities while supporting legacy terminals.  Work will be performed in Scottsdale, Arizona (90 percent); and Sunnyvale, California (10 percent), and is expected to be completed by November 2020.  No funds will be obligated at the time of award.  Fiscal 2018 weapons procurement (Navy); fiscal 2018 research, development, test and evaluation (Navy); and fiscal 2018 operations and maintenance (Navy) funding will be applied incrementally to the contract after award. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured because it is a sole source acquisition pursuant to the authority of 10 U.S. Code 2304(c)(1) - only one responsible source (Federal Acquisition Regulation Subpart 6.302-1).  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity (N00039).  

 

Teletronics, a Curtiss Wright Co., Newtown, Pennsylvania, is being awarded a $45,000,000 indefinite-delivery/indefinite-quantity contract for the procurement of airborne instrumentation data acquisition hardware and associated repair services to support the Naval Air Systems Command’s Air Vehicle Modification and Instrumentation Department (AIR 5.2).  Hardware includes data acquisition units, solid state recorders, high speed sampling devices, signal conditioners, power supplies, and other items which come together to form complete airborne instrumentation data acquisition systems for use on F/A-18, P-8, V-22, F-35, C130, Triton, and fire scout aircraft, various helicopter platforms and a variety of other Navy aircraft and Central Test and Evaluation Investment Programs for the Navy.  Work will be performed in Patuxent River, Maryland, and is expected to be completed in November 2022.  Funds are not being obligated at time of award, funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-18-D-0007).

 

Science Application International Corp., McLean, Virginia, is being awarded a $33,125,547 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, multiple award contract for technical and engineering support to include technology insertion, software/hardware and systems engineering, modeling and simulation, installation and testing, and integrated logistics in support of communications, information technology and other command, control, communications, computers and intelligence (C4I) efforts. This is one of four multiple award contracts.  All awardees will have the opportunity to compete for task orders during the ordering period.  This two-year contract includes one, three-year option which, if exercised, would bring the cumulative value of this contract to an estimated $84,693,543.  Work will be performed in San Diego, California, and work is expected to be completed Nov. 15, 2019.  If the option is exercised, work will continue through November 2022.  No funds will be obligated at the time of award.  Funds will be obligated as task orders are issued using research, development, test and evaluation (Navy); operations and maintenance (Navy); and other procurement (Navy) funds.  This contract was competitively procured via publication on the Commerce Business Daily’s Federal Business Opportunities website, and the Space and Naval Warfare Systems Command e-Commerce Central website.  Four offers were received and four were selected for award.  The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-18-F-0173).

 

General Dynamics Information Technology Inc., Chesapeake, Virginia, is being awarded a $31,814,166 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, multiple award contract for technical and engineering support to include technology insertion, software/ hardware and systems engineering, modeling and simulation, installation and testing, and integrated logistics in support of communications, information technology and other command, control, communications, computers and intelligence (C4I) efforts.  This is one of four multiple award contracts.  All awardees will have the opportunity to compete for task orders during the ordering period.  This two-year contract includes one, three-year option which, if exercised, would bring the cumulative value of this contract to an estimated $81,997,960.  Work will be performed in San Diego, California, and work is expected to be completed Nov. 15, 2019.  If the option is exercised, work will continue through November 2022.  No funds will be obligated at the time of award.  Funds will be obligated as task orders are issued using research, development, test and evaluation (Navy); operations and maintenance (Navy); and other procurement (Navy) funds. KAB Laboratories Inc., a wholly-owned subsidiary of Epsilon Systems Solutions Inc., San Diego, California, is being awarded a $31,354,800 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, multiple award contract for technical and engineering support to include technology insertion, software/ hardware and systems engineering, modeling and simulation, installation and testing, and integrated logistics in support of communications, information technology and other command, control, communications, computers and intelligence (C4I) efforts.  This is one of four multiple award contracts.  All awardees will have the opportunity to compete for task orders during the ordering period.  This two-year contract includes one, three-year option which, if exercised, would bring the cumulative value of this contract to an estimated $80,213,021.  Work will be performed in San Diego, California, and work is expected to be completed Nov. 15, 2019.  If the option is exercised, work will continue through November 2022.  No funds will be obligated at the time of award.  Funds will be obligated as task orders are issued using research, development, test and evaluation (Navy); operations and maintenance (Navy); and other procurement (Navy) funds.  This contract was competitively procured via publication on the Commerce Business Daily’s Federal Business Opportunities website, and the Space and Naval Warfare Systems Command e-Commerce Central website.  Four offers were received and four were selected for award.  The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-18-F-0174).

 

Booz Allen Hamilton Inc., Linthicum, Maryland, is being awarded a $30,733,995 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, multiple award contract for technical and engineering support to include technology insertion, software/ hardware and systems engineering, modeling and simulation, installation and testing, and integrated logistics in support of communications, information technology and other command, control, communications, computers and intelligence (C4I) efforts. This is one of four multiple award contracts. All awardees will have the opportunity to compete for task orders during the ordering period.  This two-year contract includes one, three-year option which, if exercised, would bring the cumulative value of this contract to an estimated $78,953,086.  Work will be performed in San Diego, California, and work is expected to be completed Nov. 15, 2019.  If the option is exercised, work will continue through November 2022.  No funds will be obligated at the time of award.  Funds will be obligated as task orders are issued using research, development, test and evaluation (Navy); operations and maintenance (Navy); and other procurement (Navy) funds.  This contract was competitively procured via publication on the Commerce Business Daily’s Federal Business Opportunities website, and the Space and Naval Warfare Systems Command e-Commerce Central website.  Four offers were received and four were selected for award.  The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-18-F-0171).

 

General Dynamics Mission Systems, Pittsfield, Massachusetts, is being awarded $14,739,246 for cost-plus-incentive-fee and cost-plus-fixed-fee contract modification P00016 to a previously awarded contract (N00030-16-C-0005) for sustainment of the U.S. and United Kingdom (UK) SSBN fire control system, the U.S. SSGN attack weapon control system, including training and support equipment.  Also included is the missile fire control for the Columbia-class and UK Vanguard-class Common Missile Compartment Program development, through first unit UK production, and strategic weapon interface simulator.  The work will be performed in Pittsfield Massachusetts (90.5 percent); Bremerton, Washington, (3.6 percent); Kings Bay, Georgia (2.7 percent); Dahlgren, Virginia (1.0 percent); Cape Canaveral, Florida (0.9 percent); Portsmouth, Virginia (0.9 percent); and the United Kingdom (0.4 percent), with an expected completion date of September 2023.  Fiscal 2018 research, development, test and evaluation funding in the amount of $6,824,000; operations and maintenance (Navy) funds in the amount of $2,863,000; other procurement (Navy) funding in the amount of $492,280; and United Kingdom funding in the amount of $4,559,966 are being obligated on this award.  Funds in the amount of $2,863,000 will expire at the end of the current fiscal year.  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.

 

Rockwell Collins Inc., Cedar Rapids, Iowa, is being awarded $12,733,727 for modification P00068 to a previously awarded firm-fixed-price contract (N00019-13-C-0004) to exercise an option for the installation of Block I/Internet Protocol Bandwidth Expansion Phase 3/Block IA Very Low Transmit Terminal/Nuclear Planning and Execution System kit on one E-6B aircraft.  This modification also provides for field support engineering, training, software licenses, technology refresh activities and travel funding in support of E-6B Block I full-rate production.  Work will be performed in Oklahoma City, Oklahoma (85 percent); and Richardson, Texas (15 percent), and is expected to be completed in June 2019.  Fiscal 2018 aircraft procurement (Navy) funds in the amount of $12,733,727 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Raytheon Co., Keyport, Washington, is being awarded $9,600,000 for cost-plus-fixed-fee undefinitzed contract action under delivery order N0002418F6303 under a previously awarded indefinite-delivery/indefinite-quantity contract (N61331-17-D-0001) for design efforts and long lead material procurement for deploy and retrieve systems in support of the AN/AQS-20 Minehunting program.  The highly specialized equipment will deploy, tow, and retrieve the AN/AQS-20 sonar in support of minehunting operations.  This system is in support of the Littoral Combat Ship Mine Countermeasures Mission Package test schedule.  Work will be performed in Portsmouth, Rhode Island (81 percent); and Keyport, Washington (19 percent), and is expected to be completed by November 2018.  Fiscal 2017 research, development, test, and evaluation funds in the amount of $2,800,000 will be obligated at time of award and will expire at the end of the current fiscal year. This delivery order was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Raytheon Co., El Segundo, California, is being awarded a $7,564,015 firm-fixed-price delivery order (N0001918F0590) against a previously issued basic ordering agreement (N00019-15-G-0003).  This delivery order provides for the life-of-type-buy of 6,416 general purpose controllers (GPC) to mitigate GPC obsolescence issues associated with configuration D radar upgrades impacting F/A-18E-F and G radar retrofits.  Work will be performed in El Segundo, California, and is expected to be completed in February 2018.  Fiscal 2017 aircraft procurement (Navy) funds in the amount of $7,564,015 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Northrop Grumman Systems Corp., Aerospace Systems, Melbourne, Florida, has been awarded a $66,382,992 delivery order (KY01) against a long-term contract (SPM4AX-12-D-9401) for aircraft power amplifier modules. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Florida, with a July 30, 2021, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2018 through 2021 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

ARMY

 

Raytheon Integrated Defense Systems, Fullerton, California, has been awarded a $44,488,073 firm-fixed-price foreign military sales (Egypt) contract for eight F1 Sentinel radar systems, eight Ethernet extender kits, 2-year concurrent spare parts package, diagnostic spare parts package, operator training course, and maintainer training course. Bids were solicited via the Internet with one bid received. Work will be performed in Fullerton, California, with an estimated completion date of Oct. 31, 2021. Fiscal 2018 foreign military sales funds in the amount of $44,488,073 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-18-C-0028).

 

Integrated Microwave Technology LLC,* Hackettstown, New Jersey, has been awarded a $12,583,035 firm-fixed-price, foreign military sales (Afghanistan) contract for the purchase of hand-held intelligence, surveillance and reconnaissance receiver devices. Bids were solicited via the Internet with eight bids received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 24, 2020. The 408th Contracting Support Brigade, Regional Contracting Center, Qatar, is the contracting activity (W912D2-18-D-5000).

 

Raytheon Co., Andover, Massachusetts, has been awarded a $10,158,872 modification (P00006) to domestic and foreign military sales (United Arab Emirates, Israel, Japan, Kuwait, Netherlands, Saudi Arabia, Taiwan, Spain, Germany and Qatar) contract W31P4Q-17-C-0073 for engineering services for the phased array tracking radar to intercept on target weapon system supporting U.S. and foreign military sales customers. Work will be performed in Andover, Massachusetts; Burlington, Massachusetts; Huntsville, Alabama; and Tewksbury, Massachusetts; with an estimated completion date of Dec. 31, 2018. Fiscal 2018 other; research, development, test and evaluation; and operations and maintenance (Army) funds in the combined amount of $10,158,872 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

Threat Tec LLC,* Hampton, Virginia, has been awarded an $8,220,362 firm-fixed-price contract for training support services. Bids were solicited via the Internet with seven received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 24, 2020. Mission and Installation Contracting Command, Fort Bragg, North Carolina, is the contracting activity (W9124E-18-D-0002).

 

CORRECTION:  The contract announced on Nov. 14, 2017, for Straub Construction Inc.,* Fallbrook, California, for $9,745,000 was announced with an incorrect contract number. The correct contract number is W912QR-18-C-0005. All other contract information was correct.

 

AIR FORCE

 

The Boeing Co., Oklahoma City, Oklahoma, has been awarded a $23,832,538 fixed-price-incentive-firm, cost-plus-fixed-fee modification (P00061) to a previously awarded contract (FA8628-15-C-2251) for 10 full-rate production combat network communication technology upgrade kits for the B-52 bombers. Work will be performed in Oklahoma City, Oklahoma, with an expected completion date of Oct. 16, 2019.  This contract was a sole-source acquisition.  Fiscal 2018 procurement funds in the amount of $23,832,538 are being obligated at time of award.  Air Force Lifecycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

Spectrum Comm Inc., Newport News, Virginia, has been awarded a $22,431,365 firm-fixed-price, cost-reimbursable, and indefinite-delivery/indefinite-quantity contract for the enterprise contracted logistics support and provides for an enterprise approach to total lifecycle logistics support and specialized global supply chain management for supported command and control intelligence, surveillance, and reconnaissance aircraft weapon systems.  Work will be performed at Robins Air Force Base, Georgia, with an expected completion date of Nov. 30, 2023.  This contract was a competitive acquisition and 15 offers were received.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8555-18-D-0001).

 

Bismark Construction Corp., Newark, New Jersey, has been awarded a $17,108,605 modification (P00006) to a previously awarded contract (FA4484-16-D-0003) for maintenance and repair services requirement contract and provides for the exercise of option two.  Work will be performed at Joint Base McGuire-Dix-Lakehurst, New Jersey, with an expected completion date of Nov. 15, 2020.  The 87th Contracting Squadron, Joint Base McGuire-Dix-Lakehurst, New Jersey, is the contracting activity.

 

PC Krause and Associates, West Lafayette, Indiana, has been awarded a $14,999,953 cost-plus-fixed-fee contract for aircraft power and thermal modeling and analysis program to reduce air platform development time and cost by driving rapid development of power and thermal technologies through modeling, simulation and analysis.  Work will be performed at Wright-Patterson Air Force Base, Ohio, with an expected completion date of Feb. 22, 2021.  Fiscal 2017 and 2018 research and development funds in the amount of $820,236 are being obligated at time of award.  Air Force Research Laboratory, Power and Control Branch, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-18-C-2800).
