Contracts For June 25, 2018

NAVY 

Lockheed Martin Corp., Rotary and Mission Systems, Moorestown, New Jersey, was awarded a $78,356,122 not-to-exceed, cost-plus-incentive-fee, cost-plus-fixed-fee letter contract for Aegis development and test sites operation and maintenance at the Combat Systems Engineering Development Site, SPY-1A Test Facility and Naval Systems Computing Center, Moorestown, New Jersey. This letter contract will provide for continued technical engineering, configuration management, associated equipment and supplies, quality assurance, information assurance and other operation and maintenance efforts required for the Aegis development and test sites. The Aegis development and test sites incorporate highly-integrated, classified, real-time networks that connect numerous contractor and U.S. government facilities required to build, integrate, test and deliver computer code baselines. This contract also provides for the continuing site maintenance and planned improvements of the sites for Aegis Combat System and Aegis Weapon System upgrades to CG 47- and DDG 51-class ships through the completion of Advanced Capability Build 20 and Technology Insertion 16, in addition to Aegis Ballistic Missile Defense and foreign military sales (FMS) requirements. This contract includes options which, if exercised, would bring the cumulative value of this contract to $84,074,109. This contract combines purchases for the Navy (39 percent); the governments of Japan (36 percent); Australia (11 percent); and the Republic of Korea (3 percent); and the Missile Defense Agency (11 percent), under the FMS program. Work will be performed in Moorestown, New Jersey, and is expected to be completed by June 2019. Foreign military sales; fiscal 2018 research, development, test and evaluation (Navy); fiscal 2018 research, development, test and evaluation (Department of Defense); fiscal 2018 operations and maintenance (Navy); and fiscal 2016 shipbuilding and conversion funding (Navy), in the amount of $13,044,716 will be obligated at time of award, and $1,497,000 will expire at the end of the current fiscal year. This contract was not competitively procured, in accordance with 10 U.S. Code 2304(c)(1) (only one responsible source and no other supplies or services will satisfy the agency requirements). The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-5103). (Awarded June 20, 2018)

Lockheed Martin Corp., Fort Worth, Texas, is awarded $73,564,206 for modification P00037 to a previously awarded cost-plus-incentive-fee, cost-plus-fixed-fee, fixed-price-incentive-firm contract (N00019-16-C-0004) to stand-up depots outside the continental U.S. (OCONUS) for the maintenance, repair, overhaul, and upgrade (MRO&U) of the F-35 aircraft.  This contract also provides for the procurement of support equipment, labor, and Autonomic Logistics Information System hardware required to stand up the F-35 OCONUS MRO&U capability.  Work will be performed in New South Wales, Australia (35 percent); Cameri, Italy (35 percent); Orlando, Florida (15 percent); Fort Worth, Texas (10 percent); and El Segundo, California (5 percent), and is expected to be completed in February 2022.  Fiscal 2018 aircraft procurement (Air Force, Marine Corps and Navy); and non-DoD participant funds in the amount of $73,564,206 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This effort combines purchases for the Air Force ($5,985,650; 8.1 percent), the Marine Corps ($3,046,396; 4.1 percent), Navy ($2,985,505, 4.1 percent) and non-DoD participants ($61,546,655; 83.7 percent).   The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Rotary Mission Systems, Owego, New York, is awarded a $64,696,365 cost-plus-incentive-fee, cost-plus-fixed-fee contract for the design, development, and integration of the Advanced Digital Receiver/Processor (ADRP) and Active Front End (AFE) upgrades to the existing E-2D AN/ALQ-217 Electronic Support Measures (ESM) Receiver/Processor and AFE Weapons Replaceable Assemblies in support of the E-2D aircraft.  This contract includes the delivery of 16 ESM ADRP upgrade hardware kits.  Work will be performed Owego, New York (98.7 percent); and Clearwater, Florida (1.3 percent), and is expected to be completed in June 2022.  Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $20,422,911 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1066).

Northrop Grumman Systems Corp., Aerospace Systems, Melbourne, Florida, is awarded $10,614,971 for modification P00058 to a previously awarded fixed-price-incentive-firm contract (N00019-13-C-9999).  This modification provides for production non-recurring engineering and support for the E-2D Identification, Friend or Foe Interrogator, including obsolescence management, diminishing manufacture sources, and material shortages.  Work will be performed in Greenlawn, New York (77 percent); and Melbourne, Florida (23 percent), and is expected to be completed in October 2021.  Fiscal 2016 aircraft procurement (Navy) funds in the amount of $10,614,971 are being obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

General Dynamics-OTS Inc., Williston, Vermont, is being awarded a $9,638,485 firm-fixed-price contract for the procurement of 19 M61A2 20MM gun systems as government furnished equipment in support of the F/A-18E/F aircraft production lots 39 and 40, including program support, non-recurring production costs and operational security.  Work will be performed in Saco, Maine (51 percent); Lyndonville, Vermont (6 percent); Miami, Florida (5 percent); Charlotte, North Carolina (5 percent); Westfield, Massachusetts (5 percent); Jacksonville, Florida (4 percent); St. Croix Falls, Wisconsin (2 percent); Saint Laurent, Canada (2 percent); Carson City, Nevada (2 percent); Los Angeles, California (2 percent); and various locations within the U.S. (16 percent), and is expected to be completed in May 2021.  Fiscal 2016 and 2017 aircraft procurement (Navy) funds in the amount of $9,638,485 are being obligated at time of award, $2,712,292 of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1023).

ARMY

RAPTOR Training Systems LLC,* Oviedo, Florida, was awarded a $70,000,000 modification (P00005) to contract W900KK-14-D-0001 for conducting training requirements analysis and advanced concept exploration, rapid prototype development, curriculum development, Special Operations Forces (SOF)-specific training and rehearsal exercises, as well as providing support for operation and maintenance functions in support of SOF requirements. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 12, 2019. U.S. Army Contracting Command, Orlando, Florida, is the contracting activity.

AIR FORCE

Northrop Grumman Corp. Aerospace Systems, Redondo Beach, California, has been awarded a not-to-exceed $47,000,000 undefinitized contract for Next Generation Overhead Persistent Infrared Polar Space Vehicles 1 and 2.  This contract provides for system and payload requirements analysis and risk reduction efforts leading to a system requirements review.  Work will be performed in Redondo Beach, California, and is expected to be completed by June 25, 2020.  Fiscal 2018 research, development, test and evaluation funds in the amount of $9,000,000 are being obligated at the time of award. This award is the result of a sole-source acquisition.  Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity (FA8810-18-C-0006). 

The Entwistle Co., Danville, Virginia, has been awarded a $14,531,313 delivery order (FA8534-18-F-0060) against a previously awarded contract (FA8533-12-D-0005) for fuels operational readiness capability equipment. This delivery order brings the total cumulative face value of the contract to $65,763,099.  Work will be performed in Danville, Virginia, and is expected to be complete by July 31, 2024. Fiscal 2017 procurement funds in the full amount are being obligated at time of award.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

Innovative Scientific Solutions Inc., Dayton, Ohio, has been awarded a ceiling increase of $8,442,387 via modification (P00006) to a previously awarded contract (FA8650-14-D-2317) for technology for sustained supersonic combustion.  The contract modification is for an increase in the combined indefinite-delivery/indefinite-quantity contract ceiling.  Work will be performed in Dayton, Ohio, and is expected to be completed by Oct. 22, 2020.  The total cumulative face value of the contract is $26,342,387.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Raytheon Co., Dulles, Virginia, has been awarded a $7,940,661 modification (P00002) to a previously awarded firm-fixed-price contract (FA4890-17-C-0014) for Persistent Surveillance and Dissemination System of Systems Mission Video Distribution System services.  Work will be performed at Shaw Air Force Base, South Carolina; and Al Udeid Air Base, Qatar, and is expected to be completed by July 31, 2022.  Fiscal 2018 operations and maintenance funds are being obligated at the time of award.  Total cumulative face value of this contract is $40,878,176. Headquarters Air Combat Command, Acquisition Management and Integration Center, Joint Base Langley-Eustis, Virginia, is the contracting activity.

Taitech Inc., Dayton, Ohio, has been awarded a ceiling increase of $5,266,897 via modification (P00007) to a previously awarded contract (FA8650-14-D-2316) for technology for sustained supersonic combustion.  The contract modification is for an increase in the combined indefinite-delivery/indefinite-quantity contract ceiling.  Work will be performed in Dayton, Ohio, and is expected to be completed by Oct. 22, 2020.  The total cumulative face value of the contract is $19,186,897.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

DEFENSE INTELLIGENCE AGENCY

Nisga’a Tek LLC of Herndon, Virginia, was awarded a nine-month cost-plus-fixed-fee contract (HHM402-18-C-0040) with three possible one-year options to provide support services for the National Center for Medical Intelligence (NCMI). The contract has a start date of July 9, 2018, with a potential end date of March 24, 2022, and has a ceiling of $19,292,381. Work will be performed primarily in Fort Detrick, Maryland; and also Arlington, Virginia; Bethesda, Maryland; and McLean, Virginia. This award will support functions such as preparation of intelligence assessments on scientific and technological advances, and performing data searches related to medical systems. Work will be performed primarily in Frederick, Maryland. The contract was awarded non-competitively under the 8(a) program. The Virginia Contracting Activity, Washington, District of Columbia, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Ultradent Products Inc., South Jordan, Utah, has been awarded a maximum $9,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for consumable dental items. This is a one-year base contract with four one-year option periods. Maximum dollar amount is for the life of the contract, including options. This was a competitive acquisition with 20 responses received. Location of performance is Utah, with a June 25, 2023, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-18-D-0011). 

The Boeing Co., St. Louis, Missouri, has been awarded a $7,304,236 modification (P00077) to an existing corporate contract (SPRPA1-14-D-002U) adding consumable parts. This is a firm-fixed-price contract. This is a two-year contract with no option periods. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. Location of performance is Missouri, with a June 24, 2020, performance completion date, and various delivery completion dates. Using military service is Air Force. Type of appropriation is fiscal 2018 through 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

UPDATE: Altec Industries Inc., Birmingham, Alabama (SPE8EC-18-D-0022), has been added as an awardee to the multiple-award contract for commercial cranes, issued against solicitation SPE8EC-17-R-0004, announced March 3, 2017.
