Lockheed Martin Corp., Rotary and Mission Systems, Moorestown, New Jersey, was awarded a $78,356,122 not-to-exceed, cost-plus-incentive-fee, cost-plus-fixed-fee letter contract for Aegis development and test sites operation and maintenance at the Combat Systems Engineering Development Site, SPY-1A Test Facility and Naval Systems Computing Center, Moorestown, New Jersey. This letter contract will provide for continued technical engineering, configuration management, associated equipment and supplies, quality assurance, information assurance and other operation and maintenance efforts required for the Aegis development and test sites. The Aegis development and test sites incorporate highly-integrated, classified, real-time networks that connect numerous contractor and U.S. government facilities required to build, integrate, test and deliver computer code baselines. This contract also provides for the continuing site maintenance and planned improvements of the sites for Aegis Combat System and Aegis Weapon System upgrades to CG 47- and DDG 51-class ships through the completion of Advanced Capability Build 20 and Technology Insertion 16, in addition to Aegis Ballistic Missile Defense and foreign military sales (FMS) requirements. This contract includes options which, if exercised, would bring the cumulative value of this contract to $84,074,109. This contract combines purchases for the Navy (39 percent); the governments of Japan (36 percent); Australia (11 percent); and the Republic of Korea (3 percent); and the Missile Defense Agency (11 percent), under the FMS program. Work will be performed in Moorestown, New Jersey, and is expected to be completed by June 2019. Foreign military sales; fiscal 2018 research, development, test and evaluation (Navy); fiscal 2018 research, development, test and evaluation (Department of Defense); fiscal 2018 operations and maintenance (Navy); and fiscal 2016 shipbuilding and conversion funding (Navy), in the amount of $13,044,716 will be obligated at time of award, and $1,497,000 will expire at the end of the current fiscal year. Lockheed Martin Corp., Fort Worth, Texas, is awarded $73,564,206 for modification P00037 to a previously awarded cost-plus-incentive-fee, cost-plus-fixed-fee, fixed-price-incentive-firm contract (N00019-16-C-0004) to stand-up depots outside the continental U.S. (OCONUS) for the maintenance, repair, overhaul, and upgrade (MRO&U) of the F-35 aircraft. This contract also provides for the procurement of support equipment, labor, and Autonomic Logistics Information System hardware required to stand up the F-35 OCONUS MRO&U capability. Work will be performed in New South Wales, Australia (35 percent); Cameri, Italy (35 percent); Orlando, Florida (15 percent); Fort Worth, Texas (10 percent); and El Segundo, California (5 percent), and is expected to be completed in February 2022. Fiscal 2018 aircraft procurement (Air Force, Marine Corps and Navy); and non-DoD participant funds in the amount of $73,564,206 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Lockheed Martin Rotary Mission Systems, Owego, New York, is awarded a $64,696,365 cost-plus-incentive-fee, cost-plus-fixed-fee contract for the design, development, and integration of the Advanced Digital Receiver/Processor (ADRP) and Active Front End (AFE) upgrades to the existing E-2D AN/ALQ-217 Electronic Support Measures (ESM) Receiver/Processor and AFE Weapons Replaceable Assemblies in support of the E-2D aircraft. This contract includes the delivery of 16 ESM ADRP upgrade hardware kits. Work will be performed Owego, New York (98.7 percent); and Clearwater, Florida (1.3 percent), and is expected to be completed in June 2022. This modification provides for production non-recurring engineering and support for the E-2D Identification, Friend or Foe Interrogator, including obsolescence management, diminishing manufacture sources, and material shortages. Nisga’a Tek LLC of Herndon, Virginia, was awarded a nine-month cost-plus-fixed-fee contract (HHM402-18-C-0040) with three possible one-year options to provide support services for the National Center for Medical Intelligence (NCMI). The contract has a start date of July 9, 2018, with a potential end date of March 24, 2022, and has a ceiling of $19,292,381. Work will be performed primarily in Fort Detrick, Maryland; and also Arlington, Virginia; Bethesda, Maryland; and McLean, Virginia. This award will support functions such as preparation of intelligence assessments on scientific and technological advances, and performing data searches related to medical systems. Work will be performed primarily in Frederick, Maryland. The contract was awarded non-competitively under the 8(a) program. This is a one-year base contract with four one-year option periods. Maximum dollar amount is for the life of the contract, including options. The Boeing Co., St. Louis, Missouri, has been awarded a $7,304,236 modification (P00077) to an existing corporate contract (SPRPA1-14-D-002U) adding consumable parts. This is a firm-fixed-price contract. This is a two-year contract with no option periods. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. Location of performance is Missouri, with a June 24, 2020, performance completion date, and various delivery completion dates. Using military service is Air Force. Type of appropriation is fiscal 2018 through 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.
