DEFENSE LOGISTICS AGENCY

 

American States Utility Services Inc., San Dimas, California, has been awarded a maximum $510,036,942 fixed-price with economic-price-adjustment contract for the ownership, operation and maintenance of water distribution and wastewater collection systems at Eglin Air Force Base, Florida.  This was a competitive acquisition with six responses received.  This is a 50-year contract with no option periods. Locations of performance are California and Florida, with a May 31, 2067 performance completion date.  Using service is Air Force.  Type of appropriation is fiscal 2016 through fiscal 2067 Air Force operations and maintenance funds.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SP0600-16-C-8311).

 

City Light & Power Inc.,* Long Beach, California, has been awarded a maximum $294,386,712 modification (P00074) to a 50-year contract (SP0600-11-C-8275) to upgrade an existing electrical distribution system.  This is a firm-fixed-price contract.  Locations of performance are California and Maryland, with a July 31, 2021, performance completion date.  Using military service is Army.  Type of appropriation is fiscal 2019 Army operations and maintenance funds.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

 

ARMY

 

Aerostar SES LLC,* Jacksonville, Florida (W912EP-16-D-0005); 3E-QRISBJV LLC,* Orlando, Florida (W912EP-16-D-0006); Bay West LLC,* St. Paul, Minnesota (W912EP-16-D-0007); Bhate Zapata,* Birmingham, Alabama (W912EP-16-D-0008); and TEPA EC LLC,* Warner Robins, Georgia (W912EP-16-D-0009); were awarded a $188,000,000 firm-fixed-price, multi-year, indefinite-delivery/indefinite-quantity, multiple award task order contract with options for environmental services.  Bids were solicited via the Internet with 31 received.  The estimated completion date is July 11, 2021.  Funding and work location will be determined with each order.  Army Corps of Engineers, Jacksonville, Florida, is the contracting activity.

 

SRCTec LLC, Syracuse, New York, was awarded an $85,000,000 modification (P00006) to contract W15P7T-13-D-C702 for lightweight counter mortar radar systems, vehicle mounts, spare parts, retrofit kits, and support services with an estimated completion date of July 15, 2019.  Funding and work location will be determined with each order.  Army Contracting Command, Aberdeen, Maryland, is the contracting activity.

 

Great Lakes Dredge & Dock Co. LLC, Oak Brook, Illinois, was awarded a $29,024,178 modification (P00004) to contract W912BU-15-C-0007 for beach fill modification to include A6 template and A3, 4, and 5 repump at Barnegat Inlet to Little Egg Inlet, Long Beach Island, Ocean County, New Jersey, with an estimated completion date of Feb. 19, 2017.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $29,024,178 were obligated at the time of the award.  Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity.

 

Jacobs Engineering Group Inc., Fort Worth, Texas, was awarded a $9,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for architect/engineering services primarily for the design of Air Force Reserve and military projects within the Great Lakes and Ohio River Division, Army Corps of Engineers.  Bids were solicited via the Internet with one received.  The estimated completion date is July 11, 2021.  Funding and work location will be determined with each order.  Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-16-D-0023).

 

NAVY

 

Absher Construction Co., Puyallup, Washington, is being awarded a $56,603,122 firm-fixed-price contract for construction of the Bachelor Enlisted Quarters (BEQ) at Marine Corps Base Hawaii.  The work to be performed provides for the construction (design-bid-build) of a new BEQ; central air conditioning to the BEQ Five Palms, Building 503; and laundry facilities to the 1600 series BEQ complex.  The contract also contains one unexercised option, which if exercised would increase cumulative contract value to $58,800,000.  Work will be performed in Kaneohe Bay, Hawaii, and is expected to be completed by October 2018.  Fiscal 2016 military construction (Navy) contract funds in the amount of $56,603,122 are obligated on this award; of which $11,953,390 will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with nine proposals received.  The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-16-C-1322).

 

Hamilton Sundstrand Corp., Windsor Locks, Connecticut, is being awarded a $42,782,640 indefinite-delivery/indefinite-quantity, firm-fixed-price, line item contract for the supply of low pressure electrolyzers.  The low pressure electrolyzer is a self-contained electro-chemical oxygen generating plant for submarine life support service.  Work will be performed in Windsor Locks, Connecticut, and is expected to be completed by July 2021.  Fiscal 2015 other procurement (Navy) funds in the amount of $5,749,692; and fiscal 2016 other procurement (Navy) funds in the amount of $3,682,210 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with three offers received.  The Naval Surface Warfare Center, Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity (N64498-16-D-0006).

 

Cowan & Associates Inc.,* Arlington, Virginia (N00189-16-D-Z031); Cydecor Inc.,* Arlington, Virginia (N00189-16-D-Z032); Innovative Aviation Services*, Newnan, Georgia (N00189-16-D-Z033); and Synchron LLC,* Fairfax Station, Virginia (N00189-16-D-Z034), are being awarded a task order, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity, multiple award contract for strategic and operational support services to the Office of the Chief of Naval Operations Warfare Systems Division (N9).  Cowan & Associates Inc. will receive a potential $37,908,255; Cydecor Inc. will receive a potential $42,260,818; Innovative Aviation Services will receive a potential $35,918,104; and Synchron LLC will receive a potential $31,969,490.   Work will be performed in Arlington, Virginia, and work is expected to be completed by July 31, 2021.  Fiscal 2016 operations and maintenance (Navy) funds in the amount of $200,000 will be obligated evenly among the four to fund the contract's minimum amount, and funds will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website as a 100 percent 8(a) set-aside requirement, with 10 offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, Pennsylvania, is the contracting activity.
