Flag Officer Announcements

Secretary of Defense Ash Carter announced today that the president has made the following nominations:

Capt. Darius Banaji, selected for promotion to rear admiral (lower half), will be assigned as commander, Naval Facilities Engineering Command Atlantic, with additional duties as Fleet Civil Engineer, N01CE, U.S. Fleet Forces Command, Norfolk, Virginia.  Banaji is currently serving as director, Maritime Headquarters, Navy Expeditionary Combat Command, Virginia Beach, Virginia.

Capt. Blake L. Converse, selected for promotion to rear admiral (lower half), will be assigned as director, Joint Fleet Operations, N3/N5, U.S. Fleet Forces Command, Norfolk, Virginia.  Converse is currently serving as chief of staff, Submarine Force Atlantic, Norfolk, Virginia. 

Capt. Charles B. Cooper II, selected for promotion to rear admiral (lower half), will be assigned as commander, Navy Region Korea; commander, U.S. Naval Forces Korea; commander, Naval Component, U.S. Forces Korea, United Nations Command, Korea.  Cooper is currently serving as director, Surface Warfare Officer Distribution and Career Management Division (PERS 41), Millington, Tennessee.  

Capt. Tina A. Davidson, selected for promotion to rear admiral (lower half), will be assigned as director, Medical Resources, Plans and Policy Division, N0931, Office of the Chief of Naval Operations, Washington, District of Columbia.  Davidson is currently serving as deputy director, Medical Resources, Plans and Policy Division, N0931, Office of the Chief of Naval Operations, Washington, District of Columbia.

Capt. Paul T. Druggan, selected for promotion to rear admiral (lower half), will be assigned as commander, Naval Surface Warfare Center, Washington, District of Columbia.  Druggan is currently serving as major program manager for AEGIS Integrated Combat Systems, Program Executive Office for Integrated Warfare Systems, Washington, District of Columbia.

Capt. Donald D. Gabrielson, selected for promotion to rear admiral (lower half), will be assigned as commander, Logistics Group, Western Pacific; commander, Task Force 73; and commander, Navy Region, Singapore.  Gabrielson is currently serving as executive assistant to commander, U.S. Pacific Command, Camp H. M. Smith, Hawaii.

Capt. David A. Goggins, selected for promotion to rear admiral (lower half), will be assigned as director, Ohio Replacement, Washington, District of Columbia.  Goggins is currently serving as major program manager, Ohio Replacement, Program Executive Office for Submarines, Washington, District of Columbia.

Capt. Richard D. Heinz, selected for promotion to rear admiral (lower half), will be assigned as commander, Naval Supply Systems Command Weapons System Support, Mechanicsburg, Pennsylvania.  Heinz is currently serving as division chief, Strategy and Readiness, Joint Staff, Washington, District of Columbia.  

Capt. Alvin Holsey, selected for promotion to rear admiral (lower half), will be assigned as deputy director for operations, National Military Command Center, Operations Team-5, Joint Staff, Washington, District of Columbia.  Holsey is currently serving as special assistant to director, J-3, Joint Staff, Washington, District of Columbia.

Capt. Jeffrey T. Jablon, selected for promotion to rear admiral (lower half), will be assigned as deputy director, plans, J-5, U.S. Strategic Command, Offutt Air Force Base, Nebraska.  Jablon is currently serving as special assistant, plans, J-5, U.S. Strategic Command, Offutt Air Force Base, Nebraska. 

Capt. Gary A. Mayes, selected for promotion to rear admiral (lower half), will be assigned as commander, Navy Region Northwest, Silverdale, Washington.  Mayes is currently serving as executive assistant to the assistant secretary of the Navy for energy, installations and environment, Washington, District of Columbia.  

Capt. John F. Meier, selected for promotion to rear admiral (lower half), will be assigned as assistant commander for career management, PERS-4, Navy Personnel Command, Millington, Tennessee.  Meier is currently serving as commanding officer, PCU Gerald R. Ford (CVN 78), Norfolk, Virginia.  

Capt. John T. Palmer, selected for promotion to rear admiral (lower half), will be assigned as deputy chief of staff for logistics, fleet supply and ordnance, N4, U.S. Pacific Fleet, Pearl Harbor, Hawaii.  Palmer is currently serving as commanding officer, Naval Supply Fleet Logistics Center, San Diego, California.

Capt. James E. Pitts, selected for promotion to rear admiral (lower half), will be assigned as commander, Undersea Warfighting Development Center, Groton, Connecticut.  Pitts is currently serving as executive assistant to the deputy chief of naval operations, Warfare Systems (N9), Office of the Chief of Naval Operations, Washington, District of Columbia.  

Capt. Charles W. Rock, selected for promotion to rear admiral (lower half), will be assigned as commandant, Naval District Washington, Washington, District of Columbia.  Rock is currently serving as chief of staff, Navy Installations Command, Washington, District of Columbia.  

Capt. Gayle D. Shaffer, selected for promotion to rear admiral (lower half), will be assigned as liaison officer, Bureau of Medicine and Surgery, Defense Health Agency, Falls Church, Virginia.  Shaffer is currently serving as assistant deputy chief, medical operations (M3), Bureau of Medicine and Surgery, Falls Church, Virginia.

Capt. John B. Skillman, selected for promotion to rear admiral (lower half), will be assigned as deputy commander/chief of staff, Joint Warfare Center, Allied Command Transformation, Stavanger, Norway.  Skillman is currently serving as executive assistant to the assistant secretary of the Navy for financial management and comptroller, Washington, District of Columbia. 

Capt. Douglas W. Small, selected for promotion to rear admiral (lower half), will be assigned as program executive officer for command, control, communications and intelligence, Space and Naval Warfare Systems Command, San Diego, California.  Small is currently serving as executive assistant to the assistant secretary of the Navy for research, development and acquisition, Washington, District of Columbia.  

Capt. Murray J. Tynch III, selected for promotion to rear admiral (lower half), will be assigned as assistant chief of staff, J-3, Joint Forces Command, Naples, Italy.  Tynch is currently serving as deputy director, Navy Staff, Washington, District of Columbia.

Capt. John F. Wade, selected for promotion to rear admiral (lower half), will be assigned as commander, Naval Surface and Mine Warfighting Development Center, San Diego, California.  Wade is currently serving as chief of staff, Naval Surface Force, U. S. Pacific Fleet, San Diego, California.  

Capt. Michael A. Wettlaufer, selected for promotion to rear admiral (lower half), will be assigned as deputy director, ECJ-5, U.S. European Command, Stuttgart, Germany.  Wettlaufer is currently serving as special assistant to commander, Navy Region Northwest, Silverdale, Washington.

Capt. Frank D. Whitworth III, selected for promotion to rear admiral (lower half), will be assigned as director, J-2, U.S. Africa Command, Stuttgart, Germany.  Whitworth is currently serving as director, J-2, Joint Special Operations Command, Fort Bragg, North Carolina.
