Locations of performance are Texas, Virginia, Louisiana, Ohio, Indiana, Alabama, Wyoming, Oregon, Illinois, New York, Minnesota, Oklahoma, Kansas, and Arkansas, with an April 30, 2018, performance completion date. Using customer is Defense Logistics Agency Energy. Type of appropriation is fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

ARMY

Raytheon Co., Andover, Massachusetts, was awarded a $202,185,977 firm-fixed-price, level-of-effort, foreign military sales contract (Germany, Israel, Japan, Republic of Korea, Saudi Arabia, Kuwait, Netherlands, Qatar, Spain, and Taiwan) for engineering services for the PATRIOT weapon systems program.  Bids were solicited via the Internet with one received. Work will be performed in multiple locations with an estimated completion date of Jan. 31, 2018.  Fiscal 2017 other; other procurement (Army); operations and maintenance (Army); and research, development, test and evaluation funds totaling $202,185,977 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-17-C-0073).

Airbus Helicopters Inc., Grand Prairie, Texas, was awarded a $25,281,335 modification (P00004) to contract W58RGZ-17-C-0010 for support of the UH-72 Lakota contractor logistics support, parts support and sustainment, to include the flying hour rate – excludes system and security mission equipment packages; flying hour rate system and security mission equipment packages only; and materials – catalog items.  Work will be performed in Grand Prairie, Texas, with an estimated completion date of Dec. 31, 2017.  Fiscal 2017 operations and maintenance (Army) funds in the amount of $25,281,335 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Toyal America Inc., Lockport, Illinois, was awarded a $16,800,000 firm-fixed-price contract for aluminum powder spherical, Type IV for use in the production of PBXN-109 which is a high-energy plastic bonded explosive for the bomb production line at McAlester Army Ammunition Plant, Oklahoma.  This is a delivery order contract with a minimum guarantee of 367,200 pounds, and a maximum of 8,000,000 pounds for a three-year time span.  Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 31, 2020.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-17-D-3016).

Science Applications International Corp., McLean, Virginia, was awarded a $9,699,808 modification (P000247) to contract W31P4Q-15-A-0024 for engineering and software support services.  Work will be performed in McLean, Virginia, with an estimated completion date of Jan. 14, 2018.  Fiscal 2017 operations and maintenance (Army) funds in the amount of $9,699,808 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

NAVY

Lockheed Martin Corp., Rotary and Mission Systems, Orlando, Florida, is being awarded a $166,034,417 firm-fixed-price contract for the full-rate production of 36 electronic Consolidated Automated Support Systems.  This contract also provides for sustaining logistics and engineering support.  Work will be performed in Orlando, Florida (34.7 percent); Hunt Valley, Maryland (21 percent); North Reading, Pennsylvania (10.6 percent); Irvine, California (9.2 percent); San Diego, California (7.3 percent); Austin, Texas (3 percent); and various locations within the continental U.S. (14.2 percent), and is expected to be completed in January 2021.  Fiscal 2015, 2016, and 2017 aircraft procurement (Navy) funds in the amount of $166,034,417 will be obligated at time of award, $2,308,038 of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-17-C-0253).

DynCorp International LLC, Fort Worth, Texas, is being awarded $39,217,792 for modification P00006 to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-15-D-0001) to exercise an option for organizational, selected intermediate, and limited depot level maintenance and logistics services for F/A-18, EA-18G, MH-60S, F-16A/B and E-2C aircraft assigned to the Naval Aviation Warfighting Development Center, Fallon, Nevada.  Work will be performed at the Naval Air Station, Fallon, Nevada, and is expected to be completed in January 2018.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $9,840,482 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded $23,299,764 for delivery order 5310 against a previously issued basic ordering agreement (N00019-14-G-0004) for aircraft spares and support for the CH-53K system demonstration test article.  Work will be performed in Stratford, Connecticut, and is expected to be completed in May 2019.  Fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $23,299,764 are being obligated on this award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is being awarded $18,790,576 for modification POOO17 to a previously awarded firm-fixed-price, fixed-price-incentive-firm, cost-plus-incentive-fee contract (N00019-14-C-0026).  This modification exercises an option for supplies and services to implement engineering changes to the Rolls Royce lift fan systems, 3Bearing Swivel Module Conditioning Flow System, and production thrust recovery in support of the F-35 Lightening II for the Marine Corps, Navy, Air Force and international partners.  Work will be performed in Indianapolis, Indiana (97 percent); and Oklahoma City, Oklahoma (3 percent), and is expected to be complete in December 2018.  Fiscal 2015 aircraft procurement (Marine Corps, Air Force and Navy); fiscal 2016 aircraft procurement (Navy) and international partner funds in the amount of $18,790,576 will be obligated at the time of award, $11,183,318 of which will expire at the end of the current fiscal year.  This modification combines purchases for the Marine Corps ($14,790,025; 78.7 percent); Air Force ($3,394,535; 18.08 percent); international partners ($344,756; 1.83 percent); and Navy ($261,260; 1.39 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

OfficeSource Ltd., San Antonio, Texas, is being awarded a $10,674,602 blanket purchase agreement, resulting from solicitation N00189-17-T-Z001 that will include terms and conditions for the placement of firm-fixed-price orders to acquire various furniture including delivery, installation, and disposal in support of the commander, Navy Recruiting Command’s program to outfit recruiting stations.  The agreement will include a five-year ordering period, and work will be performed in San Antonio, Texas, and the ordering period of the agreement is expected to be completed by February 2022.  No funds will be obligated at the time of award, and funds will not expire at the end of the ordering period.  Fiscal 2017 operations and maintenance (Navy) funds will be provided on individual task orders issued against the agreement.  Five vendors were solicited and three quotes were received in response to the solicitation in accordance with Federal Acquisition Regulation Subpart 8.4.  Naval Supply Systems Command Fleet Logistics Center Norfolk Contracting Department, Philadelphia, Pennsylvania, is the contracting activity (N00189-17-A-Z001).

Pacific Scientific Energetic Materials Co., Chandler, Arizona, is being awarded an $8,470,312 firm-fixed price, indefinite-delivery/indefinite-quantity contract for development, product improvement and prototyping support.  This requirement is for engineering, technical, administrative and programmatic management support for total life cycle management of the various aircrew escape systems managed under the Joint Program Office for Cartridge Actuated Device/Propellant Actuated Device Tri-Service Charter.  Work will be performed in Chandler, Arizona, and is expected to be completed by October 2020.  Fiscal 2017 working capital funds (Navy) in the amount of $500 will be obligated, as the minimum guarantee, on the first task order at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with nine offers received.  The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity (N00174-17-D-0016). 

AIR FORCE

General Atomics Aeronautical Systems Inc., Poway, California, has been awarded an $11,894,645 undefinitized contract action for spare parts and support equipment for United Kingdom's MQ-9 fleet. Work will be performed at Poway, California, and is expected to be complete by Nov. 30, 2018. This contract is 100 percent foreign military sales to the United Kingdom. This award is the result of a sole-source acquisition. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-17-C-2001).
