DEFENSE LOGISTICS AGENCY

Valley Apparel LLC,* Knoxville, Tennessee, has been awarded a maximum $43,417,281 firm-fixed-price contract for various types of Navy parkas. This was a competitive acquisition with four responses received. This is a 24-month contract with no option periods. Location of performance is Tennessee, with an April 3, 2019, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2017 through 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-17-D-1054).

NAVY

DRS Laurel Technologies, Johnstown, Pennsylvania, is being awarded an $8,753,460 firm-fixed-price modification to a previously awarded contract (N00024-15-C-5228) to exercise an option for Cooperative Engagement Capability (CEC) transmission processing equipment sets.  CEC is a sensor netting system that significantly improves battle force anti-air warfare capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies.  Work will be performed in Largo, Florida, and is expected to be completed by October 2018.  Fiscal 2017 aircraft procurement (Navy) funding in the amount of $8,753,460 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

American Superconductor Corp., Devens, Massachusetts, is being awarded an $8,375,876 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for engineering and technical services for high temperature superconducting (HTS) systems.  The services to be provided will include, but not be limited to, the design of HTS magnet configurations with stimulation/tactical interfaces and the design and implementation of interface hardware that is appropriate for testing or training systems; building, installing, repair and analysis of HTS magnet configurations; the design and implementation HTS degaussing configurations and interface hardware for testing or training systems; test support for Navy developed Small Business Innovation Research products related to superconductivity; inspection and testing on various HTS related components; and providing technical assistance in developing a high power test bed for superconducting power cables,  and design support, system analysis and reporting in reference to development of HTS high power, high frequency systems.  Work will be performed in Devens, Massachusetts, and is expected to be completed by March 2021.  Fiscal 2017 research, develop, test and evaluation (Navy) funding in the amount of $200,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Surface Warfare Center Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity (N64498-17-D-0006).

 
ARMY

Great Lakes Dredge and Dock Co. LLC, Oak Brook, Illinois, was awarded an $8,218,844 modification (P00003) to contract W912BU-17-C-0007 for additional cubic yards of beach fill (sand) and revise the borrow area for the Stone Harbor Beach Replenishment Project at Stone Harbor, New Jersey. Work will be performed in Stone Harbor, New Jersey, with an estimated completion date of June 20, 2017. Fiscal 2017 other funds in the amount of $8,218,844 were obligated at the time of the award. U.S. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity.
