NAVY

 

Raytheon Co., Tucson, Arizona, is being awarded $260,345,336 for modification P00010 to a previously awarded firm-fixed-price (N00019-17-C-0034) for procurement of 196 Tomahawk Block IV all-up-round vertical launch system missiles and spares in support of the Navy.  In addition, this modification provides for the procurement of spare parts and support for the government of the United Kingdom.  Work will be performed in Tucson, Arizona (23.95 percent); Walled Lake, Michigan (12.41 percent); Camden, Arkansas (10.76 percent); Gainesville, Virginia (7.5 percent); El Segundo, California (6.5 percent); Glenrothes, Scotland (4.4 percent); Fort Wayne, Indiana (3.7 percent); Clearwater, Florida (3.4 percent); Middletown, Connecticut (3.1 percent); Spanish Fork, Utah (2.46 percent); Ontario, California (2.4 percent); Midland, Ontario, Canada (2.21 percent); Vergennes, Vermont (1.96); Dublin, Georgia (1.9 percent); Berryville, Arkansas (1.7 percent); Westminster, Colorado (1.14 percent); Simsbury, Connecticut (0.73 percent); Moorpark, California (0.71 percent); Valencia, California (0.69 percent); Hollister, California (0.69 percent); Mesa, California (0.6 percent); East Camden, Arkansas (0.55 percent); South El Monte, California (0.51 percent), and various locations inside the continental U.S. (6.03 percent).  Work is expected to be completed in August 2019.  Fiscal 2017 and 2018 weapons procurement (Navy); and foreign military sales funds in the amount of $260,345,336 are being obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract combines purchases for the Navy ($256,702,665; 98.6 percent); and the government of the United Kingdom ($3,642,671; 1.4 percent) under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Pacific Propeller International LLC, Kent, Washington, is being awarded $8,004,161 for a long-term contract for the furnishing of labor, material, reports, and parts, as required, to overhaul the propeller assembly to serviceable operating condition for the P-3 Orion propeller assembly. This contract includes a four-year base period.  Work will be performed in Kent, Washington, and the ordering period will be completed by November 2021.  No contract funds will be obligated at the time of award.  Operations and maintenance (Navy); and working capital funds (Navy) will be obligated as individual orders are issued and will expire at the end of the fiscal year in which obligated.  This contract was a sole-source pursuant to the authority set forth in 10 U.S. Code 2304(C)(1).  The requirement was posted to the Federal Business Opportunities website and the Navy Electronic Commerce Online website, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-18-D-BM00).

 

AIR FORCE

 

L-3 Technologies, Greenville, Texas, has been awarded a not-to-exceed $210,000,000 cost-plus-fixed-fee undefinitized contract action for aircraft engineering, procurement and fabrication.  Work will be performed in Greenville, Texas, with an estimated completion date of April 2, 2022.  This contract involves 100 percent foreign military sales and was a sole-source acquisition. Foreign military sales funds in the amount of $102,900,000 were obligated at the time of the award.  The 645th Aeronautical Systems Group, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-18-F-4801).

 

Aero Turbine Inc., Stockton, California, has been awarded a $128,757,513 indefinite-delivery/indefinite-quantity and firm-fixed-price contract for overhaul services of general electric J85-GE-5/-21 management of items subject to repair engine components. Work will be performed in Stockton, California, with an estimated completion date of Jan. 24, 2020.  Fiscal year 2018 defense working group funds in the amount of $7,303,312 were obligated at the time of the award.  Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8122-17-D-0001).

 

L-3 Technologies, Greenville, Texas, has been awarded a not-to-exceed $71,000,000 cost-plus-fixed-fee undefinitized contract action for mission system development.  Work will be performed in Greenville, Texas, with an estimated completion date of Nov. 30, 2020.  This contract involves 100 percent foreign military sales and was a sole-source acquisition.  Foreign military sales funds in the amount of $34,790,000 were obligated at the time of the award.  The 645th Aeronautical Systems Group, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-18-F-4802).

 

Parker Hannifin, Irvine, California, has been awarded an $8,458,973 indefinite-delivery, requirements contract for remanufacture of KC-135 Servo-cylinder.  Work will be performed in Irvine, California, with an expected completion date of Oct. 11, 2020.  This contract was a competitive acquisition, and two offers were received.  Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8118-18-D-0008).

 

ARMY

 

General Electric Co., Lynn, Massachusetts, was awarded an $84,127,882 firm-fixed-price contract for overhaul and recapitalization of T700 series engines in support of Blackhawk and Apache helicopters. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 2, 2020. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-18-D-0002).

 

Manson Construction Co., Seattle, Washington, was awarded a $26,637,450 firm-fixed-price contract for dredging of Morehead City, Wilmington, Savannah and Brunswick harbors. Bids were solicited via the Internet with two received. Work will be performed in Morehead City, North Carolina; Wilmington, North Carolina; Savannah, Georgia; and Brunswick, Georgia, with an estimated completion date of April 30, 2018. Fiscal 2016, 2017, and 2018 operations and maintenance (Army) funds in the amount of $26,637,450 were obligated at the time of the award. U.S. Army Corps of Engineers, Wilmington, North Carolina is the contracting activity (W912PM-18-C-0002).

 

Lane Construction Corp., Cheshire, Connecticut, was awarded an $11,915,000 firm-fixed-price contract for completion of the flood damage reduction project for the Dodson Industrial Park. Bids were solicited via the Internet with eight received. Work will be performed in Independence, Missouri, with an estimated completion date of April 20, 2020. Fiscal 2018 operations and maintenance (Army) funds in the amount of $11,915,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Kansas City, Missouri, is the contracting activity (W912DQ-18-C-1001).

 

WS Acquisition LLC,* Eugene, Oregon, was awarded a $9,774,159 firm-fixed-price contract for temporary hospital structures for Schneider Regional Medical Center, and Governor Juan F. Luis Hospital and Medical Center in the U.S. Virgin Islands. One bid was solicited with one bid received. Work will be performed in St. Thomas and Christiansted, U.S. Virgin Islands, with an estimated completion date of Dec. 31, 2017. Fiscal 2018 operations and maintenance (Army) funds in the amount of $9,774,159 were obligated at the time of the award. Norfolk Dredging Co., Chesapeake, Virginia, was awarded a $9,649,750 firm-fixed-price contract for Craney Island eastward expansion, main dike dredging and debris removal in Portsmouth, Virginia. Bids were solicited via the Internet with two received. Work will be performed in Portsmouth, Virginia, with an estimated completion date of April 30, 2018. Fiscal 2018 civil works funds in the amount of $9,649,750 were obligated at the time of the award. U.S. Army Corps of Engineers, Norfolk, Virginia, is the contracting activity (W91236-18-C-0002).

 

DEFENSE LOGISTICS AGENCY

 

Johnson & Johnson, on behalf of Ethicon US LLC, Piscataway, New Jersey, has been awarded a maximum $39,046,220 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for medical surgical products. This was a competitive acquisition with seven responses received. This is a one-year base with nine one-year option periods. Maximum dollar amount is for the life of the contract. To date, this is the eighth contract awarded from standing solicitation SPM2D0-12-R-0004. Locations of performance are New Jersey and Tennessee, with a Nov. 2, 2027, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2018 through 2028 warstopper funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D0-18-D-0001).

 

DEFENSE HEALTH AGENCY

 

General Dynamics Information Technology, Fairfax, Virginia, was awarded a firm-fixed-price, bridge contract for $29,330,743. This contract provides professional program management services for continued information technology (IT) application support and management for the Military Health System. The initial award is from Nov. 04, 2017, to Sept. 30, 2018, with an additional six-month option at an estimated value of $10,413,282. The total estimated contract value is $29,330,743. This bridge contract was a sole-source acquisition under General Services Administration’s IT Schedule 70 and fiscal 2018 operations and maintenance funds. This sole-source bridge contract is to maintain the current support and service for Defense Health Agency health IT applications while transitioning to a new IT platform.  The Defense Health Agency, Contract Operations – Health Information Technology, San Antonio, Texas is the contracting activity (HT0015-18-F-0008).
