CONTRACTS

 

NAVY

 

Black Construction/Mace International JV, Harmon, Guam (N40084-18-D-0066); DOD Constructors JV, Napa, California (N40084-18-D-0067); and SJC-BVIL, Montrose, Colorado (N40084-18-D-0068), were each awarded an indefinite-delivery/indefinite-quantity, multiple award design-bid-build and design-build construction contract for construction projects at Navy Support Facility, Diego Garcia.  The maximum dollar value including the base period and four option years for all three contracts combined is $240,000,000.  The work to be performed provides for, but is not limited to, office renovation, building demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical work, mechanical work, road pavement, fencing, roofing, painting, site work, removal and disposal of lead based paint and asbestos containing material, welding and masonry. The contractor may be provided full-blown plans and specifications, sketches, no design, or may be required to do design-build.  Depending on the work to be accomplished on each task order, additional prescriptive Unified Facilities Guide of Specifications will be added to each task order.  Work will be performed in Diego Garcia, British Indian Ocean Territory.  The term of the contract is not to exceed 60 months with an expected completion date of January 2023.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $300,000 are obligated on this award and will expire at the end of the current fiscal year.  No task orders are being issued at this time.  Future task orders will be primarily funded by operations and maintenance (Navy).  These three contractors may compete for task orders under the terms and conditions of the awarded contract.  This contract was competitively procured via the Asia Navy Electronic Commerce Online website, with three proposals received.  The Naval Facilities Engineering Command, Far East, Yokosuka, Japan, is the contracting activity.  (Awarded Jan. 23, 2018)

 

The Ross Group Construction Corp., Tulsa, Oklahoma (N62473-18-D-5827); CAPE-Burns & McDonnell JV, Kansas City, Missouri (N62473-18-D-5828); Pond Constructors Inc., Peachtree Corners, Georgia (N62473-18-D-5829), were each awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award construction contract for new construction, renovation, and repair primarily by design-build or secondarily by design-bid-build, of natural gas and petroleum, oils, and lubricants (POL) fuel systems projects at various government installations within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR).  The maximum dollar value including the base period and four option years for all seven contracts combined is $150,000,000.  Types of projects may include, but are not limited to, fuels storage and distribution systems, cathodic protection systems, spill containment systems, and all ancillary natural gas and POL support facilities and structures to include emergency backup power systems, fire protection systems, and control systems for such facilities and structures.  Work will be performed within the NAVFAC Southwest AOR including, but not limited to, California (90 percent); Arizona (6 percent); Nevada (1 percent); Colorado (1 percent); Utah (1 percent); and New Mexico (1 percent).  The terms of the contracts are not to exceed 60 months, with an expected completion date of January 2023.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $15,000 are obligated on this award and will expire at the end of the current fiscal year.  No task orders are being issued at this time.  Future task orders will be primarily funded by military construction (Navy); operations and maintenance (Navy); operations and maintenance (Marine Corps); and working capital funds (Navy).  These three contractors may compete for task orders under the terms and conditions of the awarded contracts.  This contract was competitively procured as an unrestricted procurement via the Navy Electronic Commerce Online website, with 10 proposals received. Harper Construction Co. Inc., San Diego, California, is being awarded a $127,998,817 firm-fixed-price contract for design-bid-build construction of F-35 aircraft maintenance hangar and flight line apron expansion at Marine Corps Air Station Miramar.  The contract will include an aircraft maintenance hangar, an aircraft parking apron, and aircraft parking apron expansion for the first wave of incoming F-35 aircrafts.  The maintenance hangar will require a special foundation, and will include a secure access program facility, overhead bridge crane, and elevators.  Project includes all pertinent site improvements, site preparations, mechanical and electrical utilities, telecommunications, emergency generator, landscaping, irrigation, drainage, parking, and exterior lighting.  The contract also contains eight unexercised options, which if exercised would increase cumulative contract value to $131,510,140.  Work will be performed in San Diego, California, and is expected to be completed by January 2020.  Fiscal 2017 military construction (Navy) contract funds in the amount of $127,998,817 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity (N62473-18-C-4605).

 

Reliable Builders Inc.,* Tamuning, Guam, was awarded a $19,970,000 firm-fixed-price contract for construction of a hardened installation control center at Andersen Air Force Base in support of the Air Power Resiliency initiative.  The work to be performed provides for the construction of a facility consisting of reinforced concrete footings, foundations, floor slabs, walls and roof deck with membrane covering.  Roof deck will be supported with steel trusses and beams.  The project includes electrical, mechanical, water, communication, fire suppression/detection, air-conditioning system with humidity environmental controls, utilities, pavements, parking, associated site improvements and all necessary supporting facilities.  Work will be performed in Yigo, Guam, and is expected to be completed by November 2019.  Fiscal 2016 military construction (Air Force) contract funds in the amount of $19,970,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity (N40192-18-C-1301).  (Awarded Jan. 23, 2018)

 

General Dynamics Electric Boat Corp., Groton, Connecticut, is being awarded an $18,849,311 cost-plus-fixed-fee modification to a previously awarded contract (N00024-16-C-2111) for the procurement, planning and execution of the tube insertion fixture phase II. Electric Boat Corp. is procuring a fixture to assist with inserting two paired tubes into two paired cylinders. Phase II involves the manufacturing, packing and shipping of this fixture.  Work will be performed in Groton, Connecticut, and is scheduled to be completed by August 2019.  Fiscal 2011 and 2012 shipbuilding and conversion (Navy) funding in the amount $18,849,311 will be obligated at time of award, and will not expire at the end of the current fiscal year. The Supervisor of Shipbuilding, Conversion and Repair, Groton, Connecticut, is the contracting activity.

 

ERAPSCO, Columbia City, Indiana, is being awarded a not-to-exceed $9,661,244 for cost-plus-fixed-fee delivery order N0001918F6019 to a previously issued basic ordering agreement (N00019-15-G-0008) for the procurement of engineering support services, systems engineering, design and development efforts for Navy underwater active multiple ping sonobuoy qualification and testing, as well as the delivery of production representative sonobuoys.  Work will be performed in DeLeon Springs, Florida (51.7 percent); and Columbia City, Indiana (48.3 percent), and is expected to be completed in January 2021.  Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $1,766,000 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

W.W. Gay Fire Protection Inc., Jacksonville, Florida, was awarded $7,799,687 for firm-fixed-price task order N6945018F1001 under a previously awarded design-build multiple award construction contract (N69450-16-D-0612) for replacement of fire suppression system, aqueous film forming foam, hangars 1853 and 1854, at Naval Air Station, Pensacola.  Work will be performed in Pensacola, Florida, and is expected to be completed by January 2019.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $7,799,687 are obligated on this award and will expire at the end of the current fiscal year.  Two proposals were received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.  (Awarded Jan. 23, 2018)

 

AIR FORCE

 

Connexta LLC, Phoenix, Arizona, has been awarded an $83,000,000 ceiling, indefinite-delivery/indefinite-quantity contract for the Distributed Common Ground/Surface System Integration Backbone Development 5th edition.  The contract is for DIB software development, associated software, and DCGS/Defense Intelligence Information Enterprise community support.  Work will be performed in Phoenix, Arizona, and is expected to be complete by Jan. 23, 2023.  This award is the result of a competitive acquisition.  Fiscal 2017 research, development, test and evaluation funds in the amount of $33,324 are being obligated at the time of the award.  Air Force Lifecycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8730-18-D-0007).

 

DEFENSE LOGISTICS AGENCY

 

CME,* Warwick, Rhode Island, has been awarded a maximum $16,275,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for hospital equipment and accessories. This is a five-year contract with no option periods. This was a competitive acquisition with 32 responses received. To date, this is the 11th contract awarded from standing solicitation SPE2DH-16-R-0002. Locations of performance are Rhode Island, New York, California, Pennsylvania, New Jersey, Wisconsin, Indiana, Ohio, Massachusetts and Florida, with a Jan. 23, 2023, performance completion date. Using military services are Army, Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DH-18-D-0004).

 

Atlantic Diving Supply Inc.,* Virginia Beach, Virginia, has been awarded a $15,156,094 firm-fixed-price contract for commercial off-the-shelf self-protection items. This is a two-year contract with no option periods. This was a competitive acquisition with four responses received. Location of performance is Virginia, with a Jan. 16, 2020, performance completion date. Using customers are Afghan National Police and Afghan National Army. Type of appropriation is fiscal 2018 through 2020 defense working capital; and foreign military sales funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-18-D-1024).

 

ARMY

 

Northrop Grumman Technical Services Inc., Sierra Vista, Arizona, was awarded a $12,500,000 modification (P00006) to contract W58RGZ-14-D-0111 for engineering services to the Hunter unmanned aircraft systems. One bid was solicited with one bid received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 17, 2019. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

Northern Construction,* Ogden, Utah, was awarded a $10,103,927 firm-fixed-price contract to design and build standard air munitions package at Hill Air Force Base, Utah. Bids were solicited via the Internet with three received. Work will be performed in Hill Air Force Base, Utah, with an estimated completion date of Feb. 7, 2020. Fiscal 2018 military construction funds in the amount of $10,103,927 were obligated at the time of the award. U.S. Army Corps of Engineers, Sacramento, California, is the contracting activity (W91238-18-C-0011).
