NAVY
Black Construction/Mace International JV, Harmon, Guam (N40084-18-D-0066); DOD Constructors JV, Napa, California (N40084-18-D-0067); and SJC-BVIL, Montrose, Colorado (N40084-18-D-0068), were each awarded an indefinite-delivery/indefinite-quantity, multiple award design-bid-build and design-build construction contract for construction projects at Navy Support Facility, Diego Garcia. The maximum dollar value including the base period and four option years for all three contracts combined is $240,000,000. The work to be performed provides for, but is not limited to, office renovation, building demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical work, mechanical work, road pavement, fencing, roofing, painting, site work, removal and disposal of lead based paint and asbestos containing material, welding and masonry. The contractor may be provided full-blown plans and specifications, sketches, no design, or may be required to do design-build. Depending on the work to be accomplished on each task order, additional prescriptive Unified Facilities Guide of Specifications will be added to each task order. Work will be performed in Diego Garcia, British Indian Ocean Territory. The term of the contract is not to exceed 60 months with an expected completion date of January 2023. Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $300,000 are obligated on this award and will expire at the end of the current fiscal year. No task orders are being issued at this time. Future task orders will be primarily funded by operations and maintenance (Navy). These three contractors may compete for task orders under the terms and conditions of the awarded contract. The Ross Group Construction Corp., Tulsa, Oklahoma (N62473-18-D-5827); CAPE-Burns & McDonnell JV, Kansas City, Missouri (N62473-18-D-5828); Pond Constructors Inc., Peachtree Corners, Georgia (N62473-18-D-5829), were each awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award construction contract for new construction, renovation, and repair primarily by design-build or secondarily by design-bid-build, of natural gas and petroleum, oils, and lubricants (POL) fuel systems projects at various government installations within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR). The maximum dollar value including the base period and four option years for all seven contracts combined is $150,000,000. Types of projects may include, but are not limited to, fuels storage and distribution systems, cathodic protection systems, spill containment systems, and all ancillary natural gas and POL support facilities and structures to include emergency backup power systems, fire protection systems, and control systems for such facilities and structures. Work will be performed within the NAVFAC Southwest AOR including, but not limited to, California (90 percent); Arizona (6 percent); Nevada (1 percent); Colorado (1 percent); Utah (1 percent); and New Mexico (1 percent). The terms of the contracts are not to exceed 60 months, with an expected completion date of January 2023. Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $15,000 are obligated on this award and will expire at the end of the current fiscal year. No task orders are being issued at this time. Future task orders will be primarily funded by military construction (Navy); operations and maintenance (Navy); operations and maintenance (Marine Corps); and working capital funds (Navy). These three contractors may compete for task orders under the terms and conditions of the awarded contracts. Harper Construction Co. Inc., San Diego, California, is being awarded a $127,998,817 firm-fixed-price contract for design-bid-build construction of F-35 aircraft maintenance hangar and flight line apron expansion at Marine Corps Air Station Miramar. The contract will include an aircraft maintenance hangar, an aircraft parking apron, and aircraft parking apron expansion for the first wave of incoming F-35 aircrafts. The maintenance hangar will require a special foundation, and will include a secure access program facility, overhead bridge crane, and elevators. Project includes all pertinent site improvements, site preparations, mechanical and electrical utilities, telecommunications, emergency generator, landscaping, irrigation, drainage, parking, and exterior lighting. The contract also contains eight unexercised options, which if exercised would increase cumulative contract value to $131,510,140. Work will be performed in San Diego, California, and is expected to be completed by January 2020. Reliable Builders Inc.,* Tamuning, Guam, was awarded a $19,970,000 firm-fixed-price contract for construction of a hardened installation control center at Andersen Air Force Base in support of the Air Power Resiliency initiative. The work to be performed provides for the construction of a facility consisting of reinforced concrete footings, foundations, floor slabs, walls and roof deck with membrane covering. Roof deck will be supported with steel trusses and beams. The project includes electrical, mechanical, water, communication, fire suppression/detection, air-conditioning system with humidity environmental controls, utilities, pavements, parking, associated site improvements and all necessary supporting facilities. Work will be performed in Yigo, Guam, and is expected to be completed by November 2019. Fiscal 2016 military construction (Air Force) contract funds in the amount of $19,970,000 are obligated on this award and will not expire at the end of the current fiscal year. General Dynamics Electric Boat Corp., Groton, Connecticut, is being awarded an $18,849,311 cost-plus-fixed-fee modification to a previously awarded contract (N00024-16-C-2111) for the procurement, planning and execution of the tube insertion fixture phase II. Electric Boat Corp. is procuring a fixture to assist with inserting two paired tubes into two paired cylinders. Phase II involves the manufacturing, packing and shipping of this fixture. Work will be performed in Groton, Connecticut, and is scheduled to be completed by August 2019. Fiscal 2011 and 2012 shipbuilding and conversion (Navy) funding in the amount $18,849,311 will be obligated at time of award, and will not expire at the end of the current fiscal year. ERAPSCO, Columbia City, Indiana, is being awarded a not-to-exceed $9,661,244 for cost-plus-fixed-fee delivery order N0001918F6019 to a previously issued basic ordering agreement (N00019-15-G-0008) for the procurement of engineering support services, systems engineering, design and development efforts for Navy underwater active multiple ping sonobuoy qualification and testing, as well as the delivery of production representative sonobuoys. Work will be performed in DeLeon Springs, Florida (51.7 percent); and Columbia City, Indiana (48.3 percent), and is expected to be completed in January 2021. Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $1,766,000 are being obligated on this award, none of which will expire at the end of the current fiscal year. W.W. Gay Fire Protection Inc., Jacksonville, Florida, was awarded $7,799,687 for firm-fixed-price task order N6945018F1001 under a previously awarded design-build multiple award construction contract (N69450-16-D-0612) for replacement of fire suppression system, aqueous film forming foam, hangars 1853 and 1854, at Naval Air Station, Pensacola. Work will be performed in Pensacola, Florida, and is expected to be completed by January 2019. This is a five-year contract with no option periods. This was a competitive acquisition with 32 responses received. To date, this is the 11th contract awarded from standing solicitation SPE2DH-16-R-0002.
