CONTRACTS

 

NAVY

 

The Boeing Co., St. Louis, Missouri, is being awarded $219,600,000 for cost-plus-fixed-fee delivery order N0001918F1597 against a previously issued basic ordering agreement (N00019-16-G-0001).  This order procures non-recurring efforts associated with Engineering Change Proposal 6503 for the design, development, test and integration of the conformal fuel tank in support of the F/A-18.  Work will be performed in El Segundo, California (41 percent); St. Louis, Missouri (40 percent); Patuxent River, Maryland (17 percent); and Philadelphia, Pennsylvania (2 percent), and is expected to be completed in July 2022.  Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $18,986,916 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Orbital ATK, Chandler, Arizona, is being awarded a $79,444,734 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for operation and maintenance services in support of the Naval Air Warfare Center Weapons Division Ground Launch Drone Missile (GQM-163A) target test and evaluation to include developmental testing.  This contract also supports foreign military sales testing activities.  Contract support will be performed in Point Mugu, California (25 percent); San Nicholas Island, California (25 percent); Pacific Missile Range Facility, Hawaii (25 percent); and Wallops Island, Virginia (25 percent), and is expected to be completed in February 2023.  Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $300,000 will be obligated at time of award; none of which will expire at the end of the current fiscal year.   This award was not competitively procured and was solicited with a request for proposal; one offer was received. The Naval Air Warfare Center Weapons Division China Lake, California, is the contracting activity (N68936-18-D-0015).

 

Tactical Edge Inc.,* San Diego, California, is being awarded a maximum ceiling $49,000,000 five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for post deployment system support (PDSS) services for Marine Air-Ground Task Force Logistics Support Systems requirements.  The PDSS technical support services being procured include project management, system administration, software development, cyber security and on-site field service representatives.  Work will be performed at Camp Lejeune, North Carolina (15 percent); Camp Pendleton, California (15 percent); Okinawa, Japan (12 percent); Marine Corps Base Kaneohe Bay, Hawaii (10 percent); Twenty Nine Palms, California (10 percent); Camp Johnson, North Carolina (2 percent); Blount Island Command, Jacksonville, Florida (5 percent); and Marine Corps Air Station Cherry Point, North Carolina (5 percent); Marine Corps Air Station, New River, North Carolina (2 percent), Marine Corps Air Station, Miramar, California (2 percent); and Marine Corps Air Station, Yuma, Arizona (2 percent), and is expected to be completed by March 2023.  Fiscal 2018 operations and maintenance (Marine Corps) funds in the amount of $7,477,726 will be obligated under the first task order after contract award and will expire at the end of the current fiscal year.  This contract was a full and open competition via the Federal Business Opportunities website, with 13 offers received.  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-18-D-7601).

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $12,086,520 cost-plus-fixed-fee modification to previously awarded contract N00024 17-C-5410 to exercise an option for Standard Missile-2 (SM-2) and Standard Missile-6 (SM-6) engineering and technical services.  This contract will provide for engineering and technical services in support of SM-2 and SM-6 production to ensure continuity in production, design integrity and total systems integration of the missile round and its components. Services will support the Navy, Australia, Japan, Republic of Korea and Royal Netherlands Navy.  Work will be performed in Tucson, Arizona (97 percent); and Boston, Massachusetts (3 percent), and is expected to be completed by December 2019. Fiscal 2018 research, development, test and evaluation funding in the amount of $8,057,320; foreign military sales funding in the amount of $2,541,200; fiscal 2018 other Department of Defense funding in the amount of $1,388,000; and memorandum of understanding funding in the amount of $100,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

ARMY

 

PowerSecure Inc., Wake Forest, North Carolina, was awarded a $99,751,732 modification (P00008) to contract W912EP-18-C-0003 to repair and restore the electric power grid in Puerto Rico. Work will be performed in San Juan, Puerto Rico, with an estimated completion date of March 13, 2018. Fiscal 2018 Federal Emergency Management Agency funds in the amount of $99,751,732 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity.

 

AIR FORCE

 

ASES LLC, doing business as Field Aerospace, Oklahoma City, Oklahoma, has been awarded an $18,500,038 firm-fixed-price contract for the T-1A Avionics Modification program.  This contract provides for the replacement of the avionics suite in the T-1A fleet of 178 aircraft, 16 operational flight trainers, and 14 part task trainers. Work will be performed in Oklahoma City, Oklahoma; Randolph Air Force Base, Texas; Columbus Air Force Base, Mississippi; Vance Air Force Base, Oklahoma; Laughlin Air Force Base, Texas; and Pensacola Naval Air Station, Florida.  Work is expected to be complete by Aug. 14, 2025. This award is the result of a competitive acquisition and eight offers were received. Fiscal 2017 2018 procurement funds in the amount of $18,500,038 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma is the contracting activity (FA8106-18-C-0002).
