AIR FORCE

 

Raytheon Co., Intelligence, Information and Services, Colorado Springs, Colorado, has been awarded a $511,000,000 indefinite-delivery/indefinite-quantity contract for the Cobra Dane radar.  This contract provides the tasks required to operate, maintain, and sustain the Cobra Dane radar.  Work will primarily be performed at Eareckson Air Station, Shemya, Alaska, and is expected to be complete by March 2025.  This award is a result of a competitive acquisition and three offers were received.  No funds are being obligated at the time of award.  Air Force Life Cycle Management, Peterson Air Force Base, Colorado, is the contracting activity (FA8723-18-D-0003).

 

Lockheed Martin Corp., Space Systems Company, Sunnyvale, California, has been awarded an $8,130,920 modification (P00054) to previously awarded contract FA8823-15-C-0001 for services required to support operations and sustainment for Advanced Extremely High Frequency, Milstar, and Defense Satellite Communications System III. The modification provides for a technical refresh of the Advanced Extremely High Frequency Tactical-Mission Planning Subsystem platform. This modification brings the total cumulative face value of the contract to $775,496,626.  Work will be performed at Sunnyvale, California; Peterson Air Force Base, Colorado; and Schriever Air Force Base, Colorado. Work is expected to be complete by Nov. 30, 2019. Fiscal 2018 operations and maintenance funds in the amount of $6,150,116 will be obligated at the time of award. Military Satellite Communication Systems Directorate, Space and Missile Systems Center, Peterson Air Force Base, Colorado, is the contracting activity.

 

CORRECTION: The contract announced on March, 14, 2018, to United Launch Services, Centennial, Colorado (FA8811-18-C-0002) for $354,811,947 was announced with an incorrect amount.  The correct dollar amount is $351,839,510.  All other contract information is correct. 

 

ARMY

 

Meggitt Training Systems Inc., Suwanee, Georgia (W56HZV-18-D-0001); Saab Defense and Security USA LLC, Orlando, Florida (W56HZV-18-D-0002); Strategic Systems Inc.,* Decatur, Alabama (W56HZV-18-D-0003); Sius Target Systems USA Inc.,* Irmo, California (W56HZV-18-D-0004); and Theissen Training Systems Inc.,* Chiefland, Florida (W56HZV-18-D-0005); will share in a $125,000,000 firm-fixed-price contract for the Army Targetry Systems program. Bids were solicited via the Internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of March 15, 2023. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Oshkosh Defense LLC, Oshkosh, Wisconsin, has been awarded a $15,394,185 firm-fixed-price foreign military sales (Qatar and Kuwait) contract to procure M985A4 guided missile transporters with cranes, M985A4 Heavy Expanded Mobility Tactical Truck (HEMTT), Multiple-Launch Rocket System resupply trucks, M984A4 HEMTT wreckers, M983A4 HEMTT tractors and associated outside the continental U.S. training. One bid was solicited with one bid received. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of May 31, 2019. Fiscal 2010 foreign military sales funds in the amount of $15,394,185 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-18-C-0033).

 

AeroVironment Inc.,* Simi Valley, California, has been awarded a $9,098,295 firm-fixed-price foreign military sales (Egypt) contract for RQ-20B Puma AE II M3/M4 systems and support. One bid was solicited with one bid received. Work will be performed in Monrovia, California, with an estimated completion date of Sept. 16, 2020. Fiscal 2018 operations and maintenance (Army) funds in the amount of $9,098,295 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911QY-18-C-0102).

 

NAVY

 

Gulf Island Shipyards LLC,* Houma, Louisiana, is being awarded a $63,560,942 firm-fixed-price and fixed-price with economic price adjustment contract for the detail design and construction of the Towing, Salvage and Rescue Ship (T-ATS).  This contract includes options for seven additional vessels which, if exercised, would bring the cumulative value of this contract to $522,701,092. Work will be performed in Houma, Louisiana (92 percent); Hampton, Virginia (5 percent); Stord, Norway (2 percent); and New Orleans, Louisiana (1 percent), and is expected to be completed by September 2020.  Fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $63,560,942 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with five offers received.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-2207).

 

Vigor Marine LLC, Portland, Oregon, is being awarded a $35,000,000 firm-fixed-price, indefinite-delivery/indefinite quantity contract to prepare for and accomplish repair and alteration requirements in support of upcoming dry-docking selected restricted availabilities (DSRA) for DDG 51-class destroyers.  This contract will support the dry-docking and facility support requirements for a DSRA and includes dry-docking support, office spaces, warehousing, lay-down, security, crane support, utilities, galley services and other ship’s force support.  Work will be performed in Seattle, Washington, and is expected to be completed by September 2020.  Fiscal 2018 operation and maintenance (Navy) funding in the amount of $318 will be obligated at time of award and will expire at the end of the current fiscal year.  This contract was not competitively procured, in accordance with 10 U.S. Code 2304 (c)(1) (only one responsible source and no other supplies or services will satisfy agency requirements).  The Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, Washington, is the contracting activity (N4523A-18-D-0550).

 

Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $9,999,010 cost-plus-award fee contract modification to a previously awarded contract (N00024-12-C-4323) to provide level of effort funding for CG modernization program design services.  The contract is for planning yard services for CG-47 class cruisers.  Huntington Ingalls provides necessary engineering, technical, planning, ship configuration, data, and logistics efforts for CG-47 class cruisers for lifetime support of both maintenance and modernization.  Work will be performed in Pascagoula, Mississippi, and is expected to be completed by September 2018.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $9,999,010 will be obligated at time of award and will expire at the end of the current fiscal year.  The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast, Pascagoula, Mississippi, is the contracting activity.

 

Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded a $9,852,575 indefinite-delivery/indefinite-quantity contract for the procurement of up to three Bell 407 variant commercial airframes, associated Bell 407 unique components, and preservation and storage in the support of the MQ-8 Fire Scout.  Work will be performed in Ozark, Alabama, and is expected to be completed in December 2020.  No funds will be obligated at time of award.  Funds will be obligated on individual delivery orders as they are issued.  This contract was not competitively procured pursuant to FAR.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-D-0119).

 

Detyens Shipyards Inc., North Charleston, South Carolina, is being awarded a $9,125,537 firm-fixed-price contract for a 42-calendar day shipyard availability for the mid-term availability of USNS John Lenthall (T-AO 189).  Work will include JP-5 contaminate tank painting, diesel fuel marine contaminate tank painting, king post cracking repair stations 4&6, starboard main engine 12K overhaul, main switch board circuit breaker repair, thermograph and switch board and motor control cleaning repair, wire way collar repacking, evaporator replacement, walk in freezer box installation replacement, Gaylord hot water tank install, smoke stack indicating system, life boat davit inspection and testing, life boat inspection and testing, rescue boat inspection and testing, and rescue boat davit inspection and testing.  The contract includes options which, if exercised, would bring the total contract value to $9,695,190.  Work will be performed in Charleston, South Carolina, and work is expected to be completed by June 19, 2018.  Fiscal 2018 operation and maintenance (Navy) funds in the amount of $9,125,537 are being obligated at the time of award.  Funds will expire at the end of the current fiscal year.  This contract was competitively procured, with proposals solicited via the Federal Business Opportunities website, with one offer received.  The U.S. Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220518C4006).

 

DEFENSE LOGISTICS AGENCY

 

Vocollect Inc., Pittsburgh, Pennsylvania, has been awarded a maximum $33,000,000 firm-fixed-price contract, with a cost reimbursement line for travel, for a voice pick system. This was a competitive acquisition with two responses received. This is a five-year contract with no option periods. The location of performance is Pennsylvania, with a March 15, 2023, performance completion date. Using customer is Defense Logistics Agency. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Distribution, New Cumberland, Pennsylvania (SP3300-18-D-5005).

 

The Original Footwear Co., Arecibo, Puerto Rico, has been awarded a maximum $18,325,895 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for hot-weather steel toe boots. This was a competitive acquisition with four offers received. This is a one-year base contract with four one-year option periods. Maximum dollar amount is for the life of the contract. Locations of performance are Tennessee, Mississippi, Maine and Puerto Rico, with a March 16, 2023, performance completion date. Using military services are Army and Navy. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-18-D-1042).
