DEFENSE LOGISTICS AGENCY

Johnson & Johnson Health Care Systems, Piscataway, New Jersey, has been awarded a maximum $227,619,456 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for spinal procedure implant packages. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year base contract with four one-year option periods. Maximum dollar value is for the life of the contract. Location of performance is New Jersey, with a July 26, 2023, performance completion date. Using customers are Air Force, Army, Navy, Marines, Coast Guard and federal civilian agencies. Type of appropriation is fiscal 2018 through fiscal 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-18-D-0012).

Agility Logistics Services KSC, Safat, Kuwait, has been awarded a $62,401,744 firm-fixed-price contract to receive, store and ship aviation fuel. This was a competitive acquisition with one offer received. This is a four-year contract with one five-year option period. Location of performance is the island of Guam with a performance completion date of Aug. 29, 2022. Using customer is Defense Logistics Agency Energy. Type of appropriation is fiscal year 2018 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE603-18-C-5013). 

ARMY

Phoenix Logistics Inc.,* Mesa, Arizona, was awarded a $197,600,000 firm-fixed-price contract for training instructor operator support services. Bids were solicited via the Internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of July 29, 2023. U.S. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-18-D-0029).

AECOM Energy & Construction Inc., Greenwood Village, Colorado, was awarded a $25,890,640 modification (P00003) to contract W912P5-17-C-0007 for Chickamauga Lock Chamber replacement. Work will be performed in Chattanooga, Tennessee, with an estimated completion date of March 18, 2019. Fiscal 2018 other funds in the amount of $25,890,640 were obligated at the time of the award. U.S. Army Corps of Engineers, Nashville, Tennessee, is the contracting activity.

Acrow Corporation of America,* Parsippany, New Jersey, was awarded a $19,002,115 firm-fixed-price contract for one 240-meter Line of Communication Bridge wet gap float system and one 280-meter wet gap float system to include all bridge spans, floating pier assemblies, approach ramps and all equipment necessary to safely construct and cantilever launch the bridge on prepared and unprepared abutments for wet gap vehicle crossings. Bids were solicited via the Internet with one received. Work will be performed in Lafayette, New Jersey; and Fort Wayne, Indiana, with an estimated completion date of July 26, 2019. Fiscal 2016, 2017 and 2018 operations and maintenance Army; and other procurement, Army funds in the combined amount of $19,002,115 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-18-C-0139).

AeroVironment Inc.,* Simi Valley, California, was awarded a $17,600,123 firm-fixed-price foreign military sales (Norway) contract for RQ-20B Puma AE II U.S. Digital Data Link M1 and RQ-12A WASP Block IV U.S. Digital Data Link M1 systems and support. One bid was solicited with one bid received. Work will be performed in Monrovia, California, with an estimated completion date of July 25, 2019. Fiscal 2018 operations and maintenance Army funds in the amount of $17,500,123 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911QY-18-C-0147).

Cape Environmental Management Inc.,* Norcross, Georgia, was awarded a $9,277,488 firm-fixed-price contract for an environmental remediation project at the Sharon Steel Farrell Works Superfund Site located in Mercer County, Pennsylvania. Bids were solicited via the Internet with three received. Work will be performed in Wheatland, Pennsylvania, with an estimated completion date of Jan. 25, 2021. Fiscal 2016 other funds in the amount of $9,277,448 were obligated at the time of the award. U.S. Army Corps of Engineers, Pittsburgh, Pennsylvania, is the contracting activity (W911WN-18-F-3025).

Modern Technology Solutions Inc., Alexandria, Virginia, was awarded a $7,973,785 modification (P00014) to contract W9133L-16-F-0027 for modernization and engineering support. Work will be performed in Tucson, Arizona, with an estimated completion date of July 24, 2019. Fiscal 2018 operations and maintenance Army funds in the amount of $7,973,785 were obligated at the time of the award. National Guard Bureau Operations Contracting, Washington, District of Columbia, is the contracting activity.

AIR FORCE 

Lockheed Martin Rotary and Mission Systems, Orlando, Florida, has been awarded a $99,900,000 indefinite-delivery/definite-quantity contract for Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) LM-STAR support equipment production and sustainment. This contract provides for production, sustainment and repairs for the foreign military sales customers LANTIRN systems. Work will be performed in Orlando, Florida, and is expected to be completed by July 24, 2023. This contract will allow foreign military sales and is the result of a sole-source acquisition. No money will be obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8540-18-D-0004).

NAVY

RQ Construction LLC, Carlsbad, California, is awarded $40,783,000 for firm-fixed-price task order N6247318F4712 under a previously awarded multiple award construction contract (N62473-17-D-0820) for the design and construction of Special Operations Forces Logistics Support Unit One Operations Facility at Naval Base Coronado.  The facility will support a variety of functions including operational gear storage, applied instruction, training, administration, and vehicle and equipment maintenance. Project includes all pertinent site improvements and site preparations, mechanical and electrical utilities, telecommunications, pile foundation, landscaping, fencing, irrigation, drainage, parking and exterior lighting.  The task order also contains 12 unexercised options and three planned modifications, which if exercised, would increase the cumulative contract value to $47,851,256.  Work will be performed in Coronado, California, and is expected to be completed by February 2021.  Fiscal 2018 military construction (Defense-wide) contract funds in the amount of $40,783,000 are obligated on this award and will not expire at the end of the current fiscal year.  Five proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity. 

 

Allied Pacific Builders Inc.,* Waipahu, Hawaii, is awarded $25,985,000 for firm-fixed-price task order N6247818F4203 under a previously awarded multiple award construction contract (N62478-16-D-4006) for repair of Headquarters Pacific Air Forces Building 1102 at Joint Base Pearl Harbor-Hickam.  The work to be performed provides for replacing deteriorated backbone infrastructure and utility systems, i.e., mechanical, electrical, plumbing, communications, life safety, security systems, and energy and water use efficiency.  Constructing new office interior space with new partition walls, doors, windows and glazing, ceiling and floor finishes, along with new mechanical engineering and plumbing, life safety, security, and communications systems.  Restoring historically significant elements and features, while complying with historic mitigation measures.  Work will be performed in Honolulu, Hawaii, and is expected to be completed by August 2021.  Fiscal 2018 operations and maintenance (Air Force) contract funds in the amount of $25,985,000 are obligated on this award and will expire at the end of the current fiscal year.  Two proposals were received for this task order.  The Naval Facilities Engineering Command, Hawaii, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity.
 
G-W Management Services LLC,* Rockville, Maryland (N40080-17-D-0022); Desbuild Inc.,* Hyattsville, Maryland (N40080-17-D-0023); CFM/Severn JV,* Millersville, Maryland (N40080-17-D-0025); Ocean Construction Services Inc.;* Virginia Beach, Virginia (N40080-17-D-0026); C.E.R. Inc.,* Baltimore, Maryland (N40080-17-D-0027); and Tidewater Inc.,* Elkridge, Maryland (N40080-17-D-0028), are awarded a $25,000,000 firm-fixed-price modification to increase the maximum dollar value of an indefinite-delivery/indefinite-quantity multiple award construction contract for construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Washington Integrated Product Team (IPT) Gold area of responsibility (AOR).  After award of this modification, the maximum dollar value for all six contracts combined will be $124,000,000.  Work will be performed primarily within the NAVFAC Washington IPT Gold AOR to include the District of Columbia (40 percent); Virginia (40 percent); and Maryland (20 percent).  The term of the contract is not to exceed 36 months, with an expected completion date of September 2020.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  Future task orders will be primarily funded by military construction (Navy); operations and maintenance (Navy) and (Marine Corps); and Navy working capital funds.  This contract was competitively procured via the Navy Electronic Commerce Online website with 28 proposals received.  These six contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Washington, District of Columbia, is the contracting activity.

Elbit Systems of America, Fort Worth, Texas, is being awarded $7,200,000 for firm-fixed-price delivery order N0001918F1599 against a previously issued basic ordering agreement (N00019-17-G-0014).  This order provides for the procurement of 120 Slim Multi-Function Displays to support government furnished equipment requirements for V-22 production aircraft and Common Configuration and Modernization retrofit aircraft for the Navy (100); Air Force (4); and the government of Japan (16).  Work will be performed in Fort Worth, Texas, and is expected to be completed in October 2019.  Fiscal 2017 and 2018 aircraft procurement (Navy); fiscal 2017 aircraft procurement (Air Force); and foreign military sales funds in the amount of $7,200,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year.  This order combines purchases for the Navy ($6,000,000; 84 percent); the Air Force ($240,000; 3 percent); and the government of Japan ($960,000; 13 percent) under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

StraCon Services Group LLC,* Fort Worth, Texas, is awarded an indefinite-delivery/indefinite-quantity contract to provide program management support services for the Naval Air Systems Command (NAVAIR).  This contract is an additional award against a previously announced multiple award contract (N00421-18-D-0054), with an estimated aggregate ceiling for all contracts combined of $960,000,000. The companies will have an opportunity to compete for individual orders.  Services to be provided include leading, facilitating, and ensuring the strategic planning, implementation, coordination, integration, and evaluation of programmatic activities and administrative systems for NAVAIR managed programs Program Executive Offices.  Work will be performed at various locations within the NAVAIR, Patuxent River, Maryland, commuting area and is expected to be completed in June 2023.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  This contract was competitively procured via an electronic request for proposals as a 100 percent small business set-aside; 84 offers were received.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
