Contracts For Aug. 2, 2018

NAVY

Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $165,510,883 cost-plus-fixed-fee, not-to-exceed contract for procurement of long lead time material and non-recurring engineering activities in support of LPD 30, the first Flight II ship of the LPD 17 Amphibious Transport Dock ship class.  Work will be performed in Pascagoula, Mississippi (37 percent); Beloit, Wisconsin (19 percent); Devens, Massachusetts (7 percent); King of Prussia, Pennsylvania (6 percent); York, Pennsylvania (6 percent); Brunswick, Georgia (6 percent); Sumter, South Carolina (4 percent); Muscatine, Iowa (3 percent); Walpole, Massachusetts (3 percent); and Warminster, Pennsylvania (2 percent), with other efforts performed at various sites (less than 1 percent) throughout the U.S. (7 percent).  Work is expected to be completed by December 2020.  Fiscal 2018 shipbuilding and conversion (Navy) funding in the amount of $81,927,887 will be obligated at the time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1): only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-2406).

The Boeing Co., St. Louis, Missouri, is awarded $15,901,428 for cost-plus-fixed-fee, firm-fixed-price order N6134018F0067 against a previously issued basic ordering agreement (N00019-16-G-0001).  This order provides for the procurement and delivery of 39 inlet retrofit kits as well as required special tooling, support equipment and engineering and logistics services to complete planned inlet installations in support of the T-45 aircraft.  Work will be performed in St. Louis, Missouri, and is expected to be completed in April 2020.  Fiscal 2018 aircraft procurement (Navy) funds in the amount of $15,901,428 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.

Sierra Nevada Corp., Sparks, Nevada, was awarded $12,503,726 for cost-plus-fixed-fee task order N0042118F2061 against a previously issued basic ordering agreement (N00421-15-G-0001) for maturation of the AN/SPN-35D system design through critical design review; manufacture of five AN/SPN-35D Engineering Development Model (EDM) systems; land-based integration testing and shipboard testing; and development of the AN/SPN-35D system logistics support plans and documentation references.  This order also provides for the performance of E3/Environmental and Shock Qualification testing on configuration items of the AN/SPN-35D EDM system, and support the Navy-led qualification of a shipboard AN/SPN-35D EDM system.  Work will be performed primarily in Saint Inigoes, Maryland, and is expected to be completed in August 2020.  Fiscal 2018 research, development, test and evaluation funds (Navy) funds in the amount of $1,500,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. DEFENSE LOGISTICS AGENCY 

SupplyCore Inc., Rockford, Illinois, has been awarded a maximum $24,000,000 bridge contract (SPE8E3-18-D-0001) for maintenance, repair and operations support in the north central region. This is an indefinite-delivery/indefinite-quantity, 364-day bridge contract. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. Locations of performance are Ohio, Kentucky, Indiana, Nebraska, Illinois, Wisconsin, Iowa, Missouri and Minnesota, with a July 31, 2019, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps, Coast Guard and other federal agencies. Type of appropriation is fiscal 2018 through 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

The Boeing Co., St. Louis, Missouri, has been awarded a $13,335,278 firm-fixed-price delivery order (0001) against a five-year basic ordering agreement (SPRPA1-17-D-003U) with no option periods for P-8 aircraft consumable spare parts. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. Location of performance is Missouri, with a March 16, 2020, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2018 through 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

ARMY

Government Marketing & Procurement LLC,* Wimberley, Texas, was awarded an $18,000,000 firm-fixed-price contract to deliver, install, configure, engineer, furnish, and test hardware for the Vocera Wireless Hands-Free Communications Systems and supporting hardware/software infrastructure for Defense Health Agency facilities. One bid was solicited with one bid received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 1, 2023. U.S. Army Corps of Engineers, Huntsville, Alabama, is the contracting activity (W912DY-18-D-0024).

Atlantic Diving Supply Inc.,* Virginia Beach, Virginia, was awarded a $14,870,220 modification (P00006) to contract W81XWH-15-D-0046 for the purchase of oxygen generator, field portable systems. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 28, 2019. U.S. Army Medical Research Acquisition Activity, Fort Detrick, Maryland, is the contracting activity.

General Dynamics Land Systems Inc., Sterling Heights, Michigan, was awarded an $11,072,437 modification (000502) to contract W56HZV-16-D-0060 to provide parts supply support for the entire Stryker program. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 28, 2019. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

AIR FORCE

Volant Associates LLC, Chantilly, Virginia, has been awarded an $11,058,269 modification to previously awarded contract FA8750-17-C-0001 for Defense Intelligence Information Enterprise Framework Integrated Collaborative Environment software.  The contract modification changes the specifications for the Defense Intelligence Information Enterprise Framework Integrated Collaborative Environment software being produced under the basic contract to include developing and deploying the Defense Intelligence Information Enterprise reference implementation on unclassified Five Eye. Work will be performed in Chantilly, Virginia, and is expected to be completed by Oct. 13, 2019.  Fiscal 2018 research, development, test and evaluation funds are being obligated at the time of award.  Total cumulative face value of the contract is $25,063,367.  Air Force Research Laboratory, Rome, New York, is the contracting activity.
