CONTRACTS

DEFENSE HEALTH AGENCY

Spectrum Healthcare Resources Inc., St. Louis, Missouri, was awarded a $242,813,561 firm-fixed-price contract, HT0014-18-D-0030. This contract provides support to the Defense Health Agency for continuation of healthcare services at the Fort Belvoir Community Hospital Family Health Centers of Fairfax and Dumfries (outpatient clinics stemming from Fort Belvoir Community Hospital). The contract requires all personnel and facilities to provide healthcare for approximately 51,000 TRICARE Prime beneficiaries.  Work will be performed in Virginia, with an estimated completion date of Sept. 30, 2023.  The contract includes a 60-month ordering period, with a 12-month task order for start-up and transition into new facilities, and four 12-month options for performance of healthcare operations. Fiscal 2018 operations and maintenance funds in the amount of $19,354,247 are obligated on this award. This was a full-and-open competitive acquisition with three bids received.  The Defense Health Agency, Falls Church, Virginia, is the contracting activity. (Awarded Aug. 24, 2018)

ARMY

Raytheon Co., Burlington, Massachusetts, was awarded a $58,395,992 modification (P00068) to contract W9113M-13-C-0009 for surveillance system supply and support. Work will be performed in Burlington, Massachusetts, with an estimated completion date of Sept. 30, 2019. Fiscal 2018 operations and maintenance, Army funds in the amount of $6,835,517 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. 

SRC Inc., North Syracuse, New York, was awarded a $33,280,064 cost-plus-fixed-fee contract for Electronic Warfare Integrated Reprogramming, analysis, production and process support services. One bid was solicited with one bid received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 26, 2023. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W911W5-18-D-0002).

Leidos Inc., Reston, Virginia, was awarded a $26,798,950 modification (P00027) to contract W911QX-16-C-0012 for Saturn Arch Quick Reaction Capability Aircraft. Work will be performed in Bridgewater, Virginia, with an estimated completion date of Sept. 16, 2019. Fiscal 2018 other procurement, Army funds in the amount of $26,798,950 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

4K Global - ACC JV LLC,* Augusta, Georgia, was awarded a $12,187,034 firm-fixed-price contract for construction and design of a battalion administrative facility. Bids were solicited via the internet with seven received. Work will be performed in Fort Bragg, North Carolina, with an estimated completion date of Feb. 12, 2020. Fiscal 2018 military construction funds in the amount of $12,187,034 were obligated at the time of the award. U.S. Army Corps of Engineers, Wilmington, North Carolina, is the contracting activity (W912PM-18-C-0015). 

AIR FORCE 

L3 Technologies Inc., Arlington, Texas, has been awarded a $48,145,565 firm-fixed-price modification (P00183) to contract FA8621-09-C-6292 for the F-16 Mission Training Center.  The contract modification is for incorporation of the F-16 MTC 9 and 10 Production Buy Engineering Change Proposal. Work will primarily be performed at Arlington, Texas, and is expected to be completed by March 26, 2020.  Fiscal 2018 aircraft procurement funds in the amount of $48,145,565 are being obligated at the time of award. Total cumulative face value of the contract is $589,785,849. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

The Texas Workforce Commission, Austin, Texas, has been awarded a $13,994,392 firm-fixed-price contract for Joint Base San Antonio-Fort Sam Houston full food service.  This contract provides for full food services at JBSA‐Fort Sam Houston and JBSA‐Camp Bullis, Texas, and this action is expected to be completed by Sept. 30, 2019.  This award is the result of a competitive acquisition with eight proposals received.   Fiscal 2019 operations and maintenance funds in the amount of $13,994,392 will be obligated for the first task order on or about Oct. 1 2018.  The 502nd Contracting Squadron, Joint Base San Antonio‐Lackland, Texas, is the contracting activity (FA301618D0009).

CORRECTION: A Friday, Aug. 24, 2018, announcement that the Boeing Co., St. Louis, Missouri, was awarded a $208,279,000 contract for F-15 Legion Pod infrared search and track pods was incorrect. That contract has not yet been awarded.

MISSILE DEFENSE AGENCY

PeopleTec Inc.,* Huntsville, Alabama, is being awarded a $33,607,659 competitive cost-plus-fixed-fee contract with a two-year base value of $9,063,878  for advisory and assistance services for international engineering in support of technical, engineering, advisory and management support. This contract covers systems engineering activities for international programs and the Ballistic Missile Defense System to defend regional interests, allies, and deployed forces against ballistic missile threats. The work will be performed in Huntsville, Alabama; Fort Belvoir, Virginia; and Tel Aviv, Israel, with an estimated completion date of September 2023. This contract was competitively procured via publication on the Federal Business Opportunities website with three proposals received. Fiscal 2018 research, development, test and evaluation funds in the amount of $201,000 are being obligated at time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-18-C-0023). 

NAVY

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is awarded $14,493,011 for modification P00006 to a previously awarded, fixed-price-incentive-firm target, cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00019-17-C-0020).  This modification provides for additional special tooling for the Lot 11 F-35 Lightning II F-135 engine, including production non-recurring tooling, which are unique manufacturing components and machines needed for production of the F135 engine, including fixtures, jigs, gauges, molds, dies, cutting equipment and patterns.  Work will be performed in East Hartford, Connecticut (67 percent); Indianapolis, Indiana (26.5 percent); and Bristol, United Kingdom (6.5 percent), and is expected to be completed in July 2021.  Fiscal 2016 aircraft procurement (Air Force and Marine Corps); fiscal 2017 aircraft procurement (Navy), and non-U.S. Department of Defense (DoD) participant funds in the amount of $14,493,011 will be obligated at time of award, $8,692,328 of which will expire at the end of the current fiscal year.  This modification combines purchases for the Air Force ($5,794,885, 39.98 percent); Marine Corps ($2,897,443, 19.99 percent); Navy ($2,897,443, 19.99 percent); and non-U.S. DoD participants ($2,903,240; 20.04 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Epsilon Systems Solutions Inc.,* San Diego, California, is awarded a $16,995,948 cost-plus-fixed fee and cost reimbursement contract modification to a previously awarded contract (N55236-14-C-0014) to exercise options to provide a full range of technical and repair support services for the Southwest Regional Maintenance Center’s Product Family divisions.  Work will be performed in San Diego, California, and is expected to be completed by August 2019.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $1,384,718 will be obligated at the time of award and will expire at the end of the current fiscal year. The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity. 

Raytheon Co., McKinney, Texas, is awarded $9,359,975 for cost-reimbursable job order 0010 under previously awarded contract N00164-17-G-JQ02 to procure engineering support for production and fleet integration of the Triton multi-spectral targeting system on the Navy MQ-4C helicopter. The primary mission of the electro-optical/infrared system is to provide enhanced visual imagery to augment existing electronic sensors that will enhance low-visibility and night navigation, interception, observation and surveillance, insertion and extraction operations, combat search and rescue, identification, real-time situational awareness and threat warning, reconnaissance and surveillance, as well as visit, board, search and seizure operations. Work will be performed in McKinney, Texas, and is expected to be completed by August 2020. Fiscal 2018 aircraft procurement (Navy) funding in the amount of $70,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity.
