ARMY

Vectrus Systems Corp., Colorado Springs, Colorado, was awarded a $547,634,003 modification (P00175) to contract W52P1J-10-C-0062 for Kuwait base operations and security support services. Work will be performed in Camp Arifjan, Kuwait, with an estimated completion date of March 28, 2020. Fiscal 2019 operations and maintenance, Army funds in the amount of $211,351,334 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity. 

Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $506,900,000 modification (P00005) to contract W31P4Q-19-C-0011 for incidental services, hardware, facilities, equipment, and all technical, planning, management, manufacturing, and testing efforts to produce Phased Array Tracking Radar to Intercept on Target Advanced Capability-3 missiles. Work will be performed in Grand Prairie, Texas, with an estimated completion date of Dec. 31, 2024. Vectrus Systems Corp., Colorado Springs, Colorado, was awarded a $44,752,571 modification (P00026) to contract W52P1J-15-C-0078 for base operations support services in Qatar. Work will be performed in Doha, Qatar, with an estimated completion date of Dec. 29, 2019. Fiscal 2019 operations and maintenance, Army funds in the amount of $26,850,000 were obligated at the time of the award. AECOM Management Services Inc., Germantown, Maryland, was awarded a $21,842,000 labor hours contract for repair or recap efforts of aircraft structures, engines, transmissions, blades, and components for various rotary wing aircraft. Three bids were solicited with two bids received. Work will be performed in Corpus Christi, Texas, with an estimated completion date of March 31, 2022. Fiscal 2019 Army working capital funds in the amount of $21,842,000 were obligated at the time of the award. Rock Island Integrated Services, Rock Island, Illinois, was awarded a $19,436,427 firm-fixed-price contract for base operations support services. One bid was solicited with one bid received. Work will be performed in Rock Island Arsenal, Illinois, with an estimated completion date of March 14, 2020. AeroVironment Inc.,* Simi Valley, California, was awarded a $17,356,084 firm-fixed-price Foreign Military Sales (Iraq) contract for Puma AE II C-Code International Digital Data Link systems. One bid was solicited with one bid received. Work will be performed in Simi Valley, California, with an estimated completion date of Oct. 18, 2021. Fiscal 2019 foreign military sales funds in the amount of $17,356,084 were obligated at the time of the award. L3 Technologies Inc., Salt Lake City, Utah, was awarded a $13,439,800 modification (P00015) to contract W58RGZ-17-D-0081 for the Remote Operated Video Enhanced Receiver hardware production. One bid was solicited via the internet with one bid received. Work locations and funding will be determined with each order, with an estimated completion date of June 29, 2021. General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $10,004,869 modification (P00076) to contract W56HZV-17-C-0067 for Abrams systems technical support. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of March 13, 2020. Fiscal 2018 and 2019 research, development, test and evaluation; other procurement, Army; and operations and maintenance, Army funds in the combined amount of $10,004,869 were obligated at the time of the award. NAVY 

Granite Construction Co., Watsonville, California (N62473-19-D-2437); Baldi Bros. Inc.,* Beaumont, California (N62473-19-D-2438); Coffman Specialties Inc., San Diego, California (N62473-19-D-2439); Pave-Tech Inc., Vista, California (N62473-19-D-2440); and Southwest Concrete Paving, Co., Phoenix, Arizona (N62473-19-D-2441), are each awarded an indefinite-delivery/indefinite-quantity, multiple award construction contract for new construction, renovation, and repair of airfield paving construction at various government installations located in California, Arizona, Nevada, Utah, Colorado, and New Mexico. The maximum dollar value including the base period and one option period for all five contracts combined is $495,000,000. The work to be performed provides for airfield paving projects (new construction, renovation, and repair) within the North American Industry Classification System Code 237310, primarily by design-bid-build. The work to be performed provides for the design, construction, supervision, equipment, material, labor, and all means necessary for new construction, renovation, and repair of airfield paving projects at various government installations. Granite Construction Co. is being awarded initial task order at $10,090,645 for the P-222 F-35 vertical landing pads and taxiway at Marine Corps Air Station Miramar, California. Work for this task order is expected to be completed by September 2020. All work on these contracts will be performed at various government installations located in California (80 percent); Arizona (16 percent); Nevada (1 percent); Utah (1 percent); Colorado (1 percent); and New Mexico (1 percent). The terms of the contracts are not to exceed 60 months, with an expected completion date of March 2024. Fiscal 2019 military construction (Marine Corps) contract funds in the amount of $10,090,645 are obligated on the task order award and will not expire at the end of the current fiscal year. Future task orders will be primarily funded by military construction (Navy and Marine Corps); and operations and maintenance (Navy and Marine Corps) funds. This contract was competitively procured via the Navy Electronic Commerce Online website with nine proposals received. These five contractors may compete for task orders under the terms and conditions of the awarded contract. The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity. 

Raytheon Co., Integrated Defense Systems, Marlborough, Massachusetts, is awarded a $402,658,015 fixed-price-incentive (firm target) modification to previously-awarded contract N00024-14-C-5315 to exercise options for Air and Missile Defense Radar Program (AMDR) low-rate initial production (LRIP). This modification will provide for three AMDR LRIP units. The LRIP units will be deployed on DDG 51 Flight III-class ships. Work will be performed in Marlborough, Massachusetts, and is expected to be completed by March 2023. Fiscal 2019 shipbuilding and conversion (Navy) funding in the amount of $402,658,015 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

C4 Planning Solutions, Blythe, Georgia, was awarded $15,208,087 for firm-fixed-price task order M68909-19-F-7611 under a previously awarded firm-fixed-price, indefinite-delivery/indefinite quantity contract (M68909-19-D-7605) for professional engineering services and tactical systems support to provide the Marine Corps technical expertise and assistance with installation of fielded Command, Control, Communications and Computers (C4) systems, trouble shooting, issue resolution, tactical communications network analysis, diagnostics, maintenance, systems, engineering, technical support, configuration management, and over-the-shoulder training. Work will be performed at various Marine Corps installations in the continental U.S. and outside the continental U.S. and is expected to be completed by March 6, 2020. Fiscal 2019 operations and maintenance (Marine Corps) funds in the amount of $6,203,260 will be obligated at the time of award and will expire the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with two offers were received. The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity. (Awarded March 6, 2019)

Lockheed Martin Sippican, Marion, Massachusetts, is awarded a $12,864,191 cost-plus-incentive-fee modification to previously-awarded contract N00024-18-C-6408 to exercise an option for engineering and maintenance services for the Heavyweight Mk 48 Torpedo Program at the Intermediate Maintenance Activity Pearl Harbor. Services to be provided are planning, technical and torpedo handling support, maintenance, repair and testing of torpedo components and torpedo maintenance-related tasks. Work will be performed in Pearl Harbor, Hawaii, and is expected to be completed by March 2020. Fiscal 2019 operations and maintenance (Navy) funding in the amount of $8,117,868 will be obligated at time of award and will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Precision Integrated Programs LLC, Newberg, Oregon, is awarded $11,345,577 for modification P00003 to a previously awarded firm-fixed-price contract (N68335-19-C-0140). This modification provides continued unmanned aircraft systems intelligence, surveillance and reconnaissance services in support of the U.S. Marine Corps in Afghanistan. Work will be performed in Afghanistan, and is expected to be completed in October 2019. Fiscal 2019 operations and maintenance (Army) funds in the amount of $11,345,577 will be obligated at time of award, all of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Raytheon Space and Airborne Systems, Marlborough, Massachusetts, is awarded a $7,602,005 modification to a previously awarded firm-fixed-price contract (N00039-16-C-0050) to produce, test and deliver fully integrated Navy Multiband Terminals (NMT). NMT is a multiband capable satellite communications terminal that provides protected and wideband communications. NMT supports Extremely High Frequency (EHF)/Advanced EHF Low Data Rate/Medium Data Rate/Extended Data Rate, Super High Frequency, Military Ka (transmit and receive) and Global Broadcast Service receive-only communications. Work will be performed in Largo, Florida (54 percent); South Deerfield, Massachusetts (25 percent); Stow, Massachusetts (13 percent); Marlborough, Massachusetts (8 percent), and is expected to be completed by February 2020. Fiscal 2019 operations and maintenance (Navy); and fiscal 2019 shipbuilding and conversion (Navy) in the amount of $7,602,005 will be obligated at the time of award. Funds will not expire at the end of the fiscal year. This sole source contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source (Federal Acquisition Regulation subpart 6.302-1). The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.

 

Vet Industrial, Inc.,* Bremerton, Washington, is awarded $7,462,050 for firm-fixed-price task order N4425519F4105 under a previously awarded multiple award construction contract (N44255-17-D-4007) for the Special Project RM #18-1086 Farragut Tunnel asbestos cleanup and mechanical corrections, Naval Base Kitsap and Puget Sound Naval Shipyard, Washington. The work to be performed provides for asbestos cleanup, mechanical upgrades and trench repairs to Farragut Tunnel. Work will be completed in Bremerton, Washington, and is expected to be completed by September 2020. Navy working capital contract funds in the amount of $7,462,050 are obligated on this award and will not expire at the end of the current fiscal year. Four proposals were received for this task order. The Naval Facilities Engineering Command, Northwest, Silverdale, Washington, is the contracting activity.

AIR FORCE

Blaine Warren Advertising LLC, Las Vegas, Nevada, has been awarded a $19,833,335 modification (P00005) to previously awarded contract FA6643-17-D-0001 for Air Force Reserve Command (AFRC) Recruiting Service advertising. This modification exercises Option II under a requirements contract for all necessary management, supervision, labor, material, and equipment required to plan, create, design, produce, place, evaluate, and measure the effectiveness of advertising and special events in support of AFRC national, regional, and local recruiting marketing. Work will be performed in Las Vegas, Nevada, and is expected to be complete by March 31, 2020. This modification brings the total cumulative face value of the contract to $58,281,860, and no funds are being obligated at the time of award. Headquarters AFRC, Robins Air Force Base, Georgia, is the contracting activity.

Technica Corp., Sterling, Virginia, has been awarded a $9,454,403 modification (P00008) to previously awarded contract FA8732-14-D-0015-SJ03 for Blanket Operations and Security Sustainment support. This modification provides for the exercise of an additional option period available under the basic contract. Work will be performed at Joint Base San Antonio-Randolph, Texas, and is expected to be complete by April 30, 2020. Fiscal 2019 operations and maintenance funds in the full amount are being obligated and the time of award. This modification brings the total cumulative face value of the contract to $26,217,981. Acquisition Management and Integration Center, Joint Base San Antonio-Randolph, Texas, is the contracting activity. 

DEFENSE LOGISTICS AGENCY

LVI, Pendergrass, Georgia, has been awarded a $15,000,000 firm-fixed-price contract with economic-price-adjustment for warehousing, storage, logistics and distribution functions. This is a three-year base contract with four one-year option periods. This was a competitive acquisition with five responses received. Location of performance is Georgia, with a March 16, 2022, performance completion date. Using customers are organizational clothing and individual equipment personnel in the southern tier of the U.S. and the Defense Logistics Agency. Type of appropriation is fiscal 2019 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-19-D-1146).

Hyman Brickle & Son Inc., doing business as Northwest Woolen Mills, Woonsocket, Rhode Island, has been awarded a $9,736,800 firm-fixed-price, definite quantity contract for extreme cold weather parkas. This was a competitive acquisition with two responses received. This is an eight-month contract with no option periods. Locations of performance are Rhode Island and Massachusetts, with a Nov. 9, 2019, performance completion date. Using military services are Army and Air Force. Type of appropriation is fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-19-C-0007). 

UPDATE: Maryland Industrial Trucks Inc., Linthicum Heights, Maryland (SPE8EC-19-D-0032), has been added as an awardee to the multiple-award contract for commercial sweeper and scrubbers, issued against solicitation SPE8EC-17-R-0003 and announced Jan. 31, 2017.
