Contracts For April 17, 2019

ARMY

General Dynamics - Ordnance and Tactical Systems, Garland, Texas, was awarded a $125,000,000 modification (P00001) to domestic and Foreign Military Sales (Iraq, Bahrain and Singapore) contract W52P1J-19-F-0062 for MK80 series general purpose and BLU-109 tritonal bomb components.  Work locations and funding will be performed with each order, with an estimated completion date of Oct. 31, 2023.  U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

WiseStaff LLC,* Houston, Texas, was awarded a $118,081,540 firm-fixed-price contract to provide licensed vocational nurses and certified nursing assistants to the San Antonio Military Health System.  Bids were solicited via the internet with 13 received.  Work locations and funding will be determined with each order, with an estimated completion date of June 30, 2024.  U.S. Army Health Contracting Activity, Joint Base San Antonio, Texas, is the contracting activity (W81K04-19-D-0004).

Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded a $23,441,543 firm-fixed-price contract for maintenance and overhaul of the UH-60 Blackhawk helicopter.  Bids were solicited via the internet with one received.  Work locations and funding will be determined with each order, with an estimated completion date of April 17, 2023.  U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-19-F-0381).

NAVY

RLF and Sherlock Smith and Adams JV, Orlando, Florida, is awarded a maximum amount $100,000,000 indefinite-delivery/indefinite-quantity contract for architectural design and engineering services for medical projects in the Naval Facilities Engineering Command area of responsibility worldwide.  The work to be performed provides for medical projects that are 500-series facilities as defined by UFC 2-000-05N “Facility Planning Criteria for Navy/Marine Corps Shore Installations” (hospitals, dental clinic, medical clinics, veterinary clinic, laboratories, etc.), and will be predominantly for military construction projects, but may include special projects for sustainment, restoration and modernization and medical studies.  Work will be performed worldwide, and is expected to be completed April 2024.  Fiscal 2019 military construction contract funds in the amount of $10,000 are obligated on this award, and will not expire at the end of the current fiscal year.  No task orders are being issued at this time.  Future task orders will be primarily funded by military construction funds.  This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received.  Naval Facilities Engineering Command Atlantic, Norfolk, Virginia, is the contracting activity (N62470-19-D-5015).

EFW Inc., Fort Worth, Texas, is awarded $17,805,018 for firm-fixed-price delivery order N0001919F2793 against a previously issued basic ordering agreement (N00019-17-G-0014) for the procurement of 132 V-22 integrated avionics processors for the Navy (106) and Air Force (26).  Work will be performed in Haifa, Israel (75 percent); and Fort Worth, Texas (25 percent), and is expected to be completed in February 2021.  Fiscal 2019 aircraft procurement (Navy and Air Force) funds; and working capital funds (Navy) in the amount of $17,805,018 will be obligated at time of award, none of which will expire at the end of the fiscal year.  This order combines purchases for the Navy ($14,318,317; 80 percent); and Air Force ($3,486,701; 20 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Bahfed Corp.,* Portland, Oregon (N68936-19-D-0028); Impact Components, a California Limited Partnership,* San Diego, California (N68936-19-D-0029); Laguna Components Inc.,* Laguna Beach, California (N68936-19-D-0030); Pacific IC Source,* Yucaipa, California (N68936-19-D-0031); and Vizocom ICT, LLC,* El Cajon, California (N68936-19-D-0032), are each awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contracts to provide various types of commercially available instrumentation and electronic components.  The estimated aggregate ceiling for all contracts is $11,500,000 with the companies having an opportunity to compete for individual orders.  These products are in support of the Naval Air Warfare Center Weapons Division.  Work will be performed at various awardee’s facility sites in Portland, Oregon; San Diego, California; Laguna Beach, California; Yacaipa, California; and El Cajon, California, and is expected to be completed in April 2024.  No funds will be obligated at the time of award.  Funds will be obligated on individual orders as they are issued.  These contracts were competitively procured via an electronic request for proposals as a 100 percent small business set-aside; five offers were received.  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity.

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Agile Defense Inc.,* Reston, Virginia, has been awarded a $33,095,787 modification (P00043) to previously awarded task order HR0011-15-F-0002 for unclassified information technology services.  The modification brings the total cumulative face value of the task order to $172,149,790 from $139,054,004.  Work will be performed in Arlington, Virginia, with an expected completion date of June 2020.  Fiscal 2019 research and development funds in the amount of $20,741,665 are being obligated at time of award.  The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity.

AIR FORCE

Bejarano Construction Services Inc., Selma, Texas (FA3016-19-DA003); Semcon Inc., San Antonio, Texas (FA3016-19-DA004); and MDJ Contracting Inc., Dallas, Texas (FA3016-19-DA005), have been awarded a $10,000,000 indefinite-delivery/indefinite-quantity contract for painting services.  This contract provides for a broad range of work related to painting the interior and exterior of previously painted, newly repaired or other surfaces, as well as tasks in a variety of trades, including, but not limited to, demolition, electrical, painting, masonry, hazardous material abatement, and other specialty work.  Work will be performed at Joint Base San Antonio, Texas, and is expected to be complete by April 16, 2024.  This contract is the result of a competitive acquisition and eight offers were received.  Fiscal 2019 operations and maintenance funds in the amount of $6,000 are being obligated on task orders at the time of award.  The 502nd Contracting Squadron, Joint Base San Antonio-Lackland, Texas, is the contracting activity.
