Contracts For April 23, 2019

NAVY

VT Halter Marine Inc., Pascagoula, Mississippi, is awarded a $745,940,860 fixed-price incentive-firm contract for the detail design and construction of the U.S. Coast Guard (USCG) Polar Security Cutter (PSC) (formerly the Heavy Polar Ice Breaker). The PSC program is a multiple year Department of Homeland Security Level 1 investment and a USCG major system acquisition to acquire up to three multi-mission PSCs to recapitalize the USCG fleet of heavy icebreakers which have exhausted their design service life. The PSC’s mission will be to ensure continued access to both polar regions and support the country’s economic, commercial, maritime, and national security needs. This contract includes options which, if exercised, would bring the cumulative value of this contract to $1,942,812,266. Work will be performed in Pascagoula, Mississippi (61 percent); Metairie, Louisiana (12 percent); New Orleans, Louisiana (12 percent); San Diego, California (4 percent); Mossville, Illinois (4 percent); Mobile, Alabama (2 percent); Boca Raton, Florida (2 percent); and various other locations (3 percent), and is expected to be completed by June 2024. If all options are exercised, work will continue through November 2027. Fiscal 2019 procurement, construction, and improvement (Coast Guard); and fiscal 2018 and 2017 shipbuilding and conversion (Navy) in the amount of $839,224,287 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with three offers received. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-19-C-2210).

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $117,101,550 modification (P00004) to a firm-fixed-price delivery order (N0001918F0584) previously placed against basic ordering agreement N00019-14-G-0020. This modification provides for air vehicle initial spares to include a deployment spares package, afloat spares package, and associated consumables to support air vehicle delivery schedules for the F-35 Lightning II Joint Strike Fighter aircraft in support of the Air Force and Marine Corps. Work will be performed in Fort Worth, Texas (24.4 percent); El Segundo, California (9.1 percent); Owego, New York (8.6 percent); Samlesbury, United Kingdom (7.2 percent); Cheltenham, United Kingdom (6.2 percent); Nashua, New Hampshire (5.8 percent); Torrance, California (5.5 percent); Orlando, Florida (4.9 percent); Cedar Rapids, Iowa (3.7 percent); San Diego, California (3.6 percent); Phoenix, Arizona (3.1 percent); Melbourne, Florida (3.1 percent); Irvine, California (2.5 percent); North Amityville, New York (2.4 percent); Windsor Locks, Connecticut (2.2 percent); Baltimore, Maryland (2.2 percent); Papendrect, The Netherlands (1.9 percent); Rolling Meadows, Illinois (1.8 percent); and Alpharetta, Georgia (1.8 percent). Work is expected to be completed in August 2023. Fiscal 2017 aircraft procurement (Air Force and Marine Corps) funds in the amount of $117,101,550 will be obligated at time of award, all of which will expire at the end of the fiscal year. This order combines purchases for the Air Force ($88,383,883; 75 percent); and Marine Corps ($28,717,667; 25 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Vigor Marine Inc., Portland, Oregon, is awarded a $14,318,679 firm-fixed-price contract for the regular overhaul and dry docking of USNS Wally Schirra (T-AKE 8). The contract includes options which, if exercised, would bring the total contract value to $16,358,516. Work will be performed in Portland, Oregon, and is expected to be completed by Aug. 25, 2019. If options are exercised, work is required to be completed within the original period of performance. Navy Working Capital Funds in the amount of $14,318,679 are obligated for fiscal 2019 and will not expire at the end of the fiscal year. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website and one offer was received. The Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220519C6005).

MISSILE DEFENSE AGENCY

Raytheon Integrated Defense Systems, Woburn, Massachusetts, has been awarded a firm-fixed-price, cost-plus-incentive-fee contract in the amount of $399,437,066 to provide long lead hardware procurement and manufacturing, systems engineering and program management, obsolescence and reliability updates, maintenance planning, facility design support, country support and common software development to the Kingdom of Saudi Arabia (KSA). Work on the undefinitized contract action will be performed in Woburn, Massachusetts, and the performance period is April 23, 2019, to July 22, 2021. The award is the result of a sole-source acquisition. KSA Foreign Military Sales funds in the amount of $399,437,066 will be used to fund this effort. The Missile Defense Agency, Redstone Arsenal, Alabama, is the contracting activity (HQ0147-19-C-0008).

AIR FORCE

Call Associates, Buffalo, New York (FA8501-19-D-A001); Harbor Enterprises LLC, Thomasville, Georgia (FA8501-19-D-A003); RCA Contracting Inc., Montezuma, Georgia (FA8501-19-D-A004); South Dade Air Conditioning, Homestead, Florida (FA8501-19-D-A006); and T&D Mechanical Inc., Columbus, Georgia (FA8501-19-D-A007), have been awarded a $95,000,000 ceiling indefinite-delivery/indefinite-quantity contract for Air Force Material Command support. This contract provides support for mechanical and electrical maintenance, repair alteration and/or new construction requirements. Work will be performed at Robins Air Force Base, Georgia, and is expected to be complete by April 23, 2024. This award is the result of a competitive acquisition and eight offers were received. No funds are being obligated at the time of award. Air Force Material Command Operational Contracting, Warner Robins Air Force Base, Georgia, is the contracting activity.

Nimbis Services Inc., Oro Valley, Arizona, has been awarded a $49,950,000 ceiling increase modification (P00003) to previously awarded indefinite-delivery/indefinitely-quantity contract FA8650-16-D-1722 for research and development. This modification provides for the Department of Defense (DoD)-wide Cloud-Based Collaborative Microelectronics Design contract to establish a DoD-wide cloud-based collaborative silicon microelectronics design ecosystem that will form the basis for microelectronics research and development, evaluation of emerging authenticity/reliability tools, and a platform to help address supply chain risk management. Work will be performed in Columbus, Ohio and is expected to be complete by June 16, 2023. This modification brings the total cumulative face value of the contract to $58,950,000, and no funds are being obligated at the time of the ceiling increase. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Harris Corp., Government Communications Systems, Palm Bay, Florida, has been awarded a $27,655,152 indefinite-delivery requirements contract for production and repair services for the AN/PLM-4 Radar Signal Simulator System. Work will be performed in Palm Bay, Florida, and is expected to be complete by April 23, 2026. This award is the result of a sole-source acquisition. Fiscal 2019 operations and maintenance; and procurement funds will be obligated against the strategic contract as required. The Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8533-19-D-0001).

ARMY

Affigent LLC,* Herndon, Virginia, was awarded a $12,215,117 firm-fixed-price contract to provide subscription software maintenance for Oracle Java Standard Edition software. Bids were solicited via the internet with three received. Work will be performed in Herndon, Virginia, with an estimated completion date of Oct. 22, 2023. Fiscal 2019 operations and maintenance, Army funds in the amount of $12,215,117 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-19-F-0391).

Alberici Constructors Inc., St. Louis, Missouri, was awarded a $7,600,000 firm-fixed-price contract for LD 24 and LD 25 service cranes replacement. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of April 22, 2022.
