ARMY

Southwest Valley Constructors, Albuquerque, New Mexico, was awarded a $646,000,000 firm-fixed-price contract for design and build of Tucson Sector barrier wall replacement project. Four bids were solicited with four bids received. Work will be performed in Tucson, Arizona, with an estimated completion date of Jan. 31, 2020. Fiscal 2019 operations and maintenance, Army funds in the amount of $646,000,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Albuquerque, New Mexico, is the contracting activity (W912PL-19-C-0015).

BFBC LLC, Bozeman, Montana, was awarded a $141,750,000 firm-fixed-price contract for design and build of El Centro Project 1 and Yuma Project 1 vehicle and pedestrian barrier replacement. Nine bids were solicited with four bids received. Work will be performed in El Centro, California; and Yuma, Arizona, with an estimated completion date of Jan. 31, 2020. Fiscal 2019 operations and maintenance, Army funds in the amount of $141,750,000 were obligated at the time of the award. Mitchco International Inc.,* Louisville, Kentucky, was awarded a $94,250,932 firm-fixed-price contract for full food services and dining facility attendants at Fort Sill, Oklahoma. Bids were solicited via the internet with seven received. Work locations and funding will be determined with each order, with an estimated completion date of May 14, 2024. U.S. Army Mission and Installation Contracting Command, Fort Sam Houston, Texas, is the contracting activity (W9124J-19-D-0012).

General Dynamics Ordnance and Tactical Systems, St. Petersburg, Florida, was awarded a $92,400,000 modification (P00003) to Foreign Military Sales (Iraq) contract W15QKN-18-D0020 for 120mm munition high explosive with tracer tank ammunition cartridges. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 16, 2022. U.S. Army Contracting Command, New Jersey, is the contracting activity.

Trend Construction Inc.,* Orlando, Florida, was awarded a $45,000,000 firm-fixed-price contract for general construction. Bids were solicited via the internet with 20 received. Work locations and funding will be determined with each order, with an estimated completion date of May 14, 2024. Jacobs Government Services Co., Arlington, Virginia, was awarded a $15,394,247 firm-fixed-price contract for architect and engineering services. Bids were solicited via the internet with six received. Work will be performed in Arlington, Virginia, with an estimated completion date of June 14, 2026. Fiscal 2019 military construction; and other funds in the amount of $15,394,247 were obligated at the time of the award. Dubuque Barge & Fleeting Service Co., doing business as Newt Marine,* Dubuque, Iowa, was awarded an $8,500,000 firm-fixed-price contract for levee breach to protect Bartlett, Iowa, from high Missouri River stages. Twenty-nine bids were solicited with one received. Work will be performed in Bartlett, Iowa, with an estimated completion date of Aug. 23, 2019. Fiscal 2018 flood control and coastal emergencies funds in the amount of $8,500,000 were obligated at the time of the award. AIR FORCE

Wichita State University, Wichita, Kansas, has been awarded a $23,500,000 cost reimbursement, no fee contract for research in the area of developing Modeling for Affordable, Sustainable Composites (MASC). This contract provides for the development of a quantifiable, risk-based assessment methodology for determining the service life of advanced composite structures aided by high-fidelity damage modeling in order to optimize advanced composite structural design concepts. Work will be performed in Wichita, Kansas, and is expected to be complete by Aug. 19, 2022. This award is the result of a competitive acquisition and one offer was received. Fiscal 2019 research, development, test and evaluation funds in the amount of $800,000 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-19-C-5212).

NAVY

Martin Baker, Middlesex, United Kingdom, is awarded a $21,530,401 firm-fixed-price order (N0042119F1072) against a previously issued basic ordering agreement (N00019-15-G-0052). This order provides for the procurement of non-recurring engineering associated with the production and delivery of the SKU-10A/A survival seat kit, 500 SKU-10A/A survival seat kit assemblies for the Enhanced Emergency Oxygen System for the Navy; and 81 SKU-10A/A survival seat kit assemblies for the Enhanced Emergency Oxygen System for the government of Australia. Work will be performed in Johnstown, Pennsylvania (86 percent); and Amberley-Qld, Australia (14 percent), and is expected to be completed in February 2021. Fiscal 2019 aircraft procurement (Navy); and Foreign Military Sales funds in the amount of $21,530,401 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This order combines purchases for the Navy ($18,527,581; 86 percent); and the government of Australia ($3,002,820; 14 percent). The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

EMR Inc.,* Niceville, Florida, is awarded an $18,941,000 firm-fixed-price task order (N6945019F0710) under a multiple award construction contract for the design and construction of P855 expeditionary combat skills student berthing at Naval Construction Battalion Center Gulfport. The work to be performed provides for the design and construction of a multi-story building with auger cast pile foundations that replaces Q4 barracks. The building will comply with facilities criteria for Navy and Marine Corps unaccompanied housing and consists of 83 Naval Education and Training Command modules. Each module will include a semi-private sleeping room, two walk-in closets, small service area including a micro fridge, one lavatory, private toilet room and a private shower stall with dressing area shared by two people. The building will have sound attenuation and include a bachelor quarters administrative lobby, laundry facilities, vending, multipurpose recreation rooms, housekeeping, storage, administrative spaces, and utility rooms. Work will be performed in Gulfport, Mississippi, and is expected to be completed by June 2021. Fiscal 2019 military construction (Navy) contract funds in the amount of $18,941,000 are obligated on this award and will not expire at the end of the current fiscal year. Three proposals were received for this task order. The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-17-D-0507).

The Boeing Co., Huntington Beach, California, is awarded a $13,353,939 cost-plus-fixed-fee modification to a previously-awarded contract (N00024-18-C-4103) for design agent and technical services for the AN/USQ-82(V) family of systems consisting of the Data Multiplex System, Fiber Optic Data Multiplex System, and Gigabit Ethernet Data Multiplex System. The Boeing Co., as the AN/USQ-82(V) design agent, will provide advanced and highly specialized technical engineering to assist with system sustainment; cybersecurity enhancement; configuration management; development, qualification and integration of systems; testing and technical support to manufacturing and repair vendors. The AN/USQ-82(V) systems are installed and deployed on Navy DDG 51-class destroyers, in Missile Defense Agency Aegis Ashore ballistic missile defense systems, on ships of three countries under Foreign Military Sales (FMS) cases, in various Navy and FMS land-based test sites, and are also being installed on new-construction LHA 8 and new FMS Japan and Korean DDGs. This contract involves foreign military sales to Korea and Japan. Work will be performed in Huntington Beach, California (69 percent); Arlington, Virginia (19 percent); Pascagoula, Mississippi (5 percent); Bath, Maine (5 percent); Seattle, Washington (1 percent); and Philadelphia, Pennsylvania (1 percent), and is expected to be completed by May 2020. Fiscal 2019 shipbuilding and conversion (Navy); fiscal 2019 other procurement (Navy); fiscal 2019 operations and maintenance (Navy); fiscal 2019 research, development, test, and evaluation (Navy); and Foreign Military Sales funding in the amount of $13,353,939 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $11,944,605 modification (P00002) to a cost-plus-fixed-fee delivery order (N0001918F2512) previously issued against basic ordering agreement N00019-14-G-0020. This modification provides for modification kits and special tooling required for the modification and retrofit of the F-35 Lightning II Joint Strike Fighter Aircraft in support of the Marine Corps, Air Force, Navy, non-U.S. Department of Defense (non-U.S. DoD) participants; and Foreign Military Sales (FMS) customers. Work will be performed in Fort Worth, Texas, and is expected to be completed in December 2023. Fiscal 2017 and 2019 aircraft procurement (Marine Corps, Air Force and Navy); non-U.S. DoD participant; and FMS funds in the amount of $11,944,605 will be obligated at time of award, $332,847 of which will expire at the end of the fiscal year. This order combines purchases for the Marine Corps ($7,196,895; 60 percent); Air Force ($2,127,150; 18 percent); Navy ($332,847; 2.9 percent); non-U.S. DoD participant ($1,525,994; 12.8 percent); and FMS customers ($761,719; 6.3 percent). Clayton Associates, Lakewood, New Jersey, has been awarded a maximum $20,000,000 firm-fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for Vacu-Tote Storage. This was a competitive acquisition with three responses received. This is a one-year base contract, with four one-year option periods. DEFENSE INTELLIGENCE AGENCY

Everest Consulting Group, Bethesda, Maryland, was awarded a $10,926,508 firm-fixed-price contract (HHM402-19-C-0029) for the Acquire to Retire Program Management Office Support Services for property, plant, and equipment (PP&E) requirement. This contract has a one-year base period and four one-year options, with an estimated completion date of May 14, 2024, if all options are exercised. Through this award, DIA’s Office of Logistics and Global Readiness will obtain on-site subject matter expertise to provide financial transactions support for the Defense Travel System, and to develop and improve business practices and internal controls to achieve and sustain an unqualified audit opinion for PP&E.
