Contracts For May 24, 2019

DEFENSE INFORMATION SYSTEMS AGENCY

DRS Global Enterprise Solutions Inc., Dulles, Virginia, was awarded a competitive single-award blanket purchase agreement (GS-35F-0148S / HC101319A0003) for the U.S. Special Operations Command (USSOCOM) Deployed Operations telecommunication program.  The total cumulative face value of the blanket purchase agreement is $977,000,000 (ceiling amount).  Quotations were solicited via the General Services Administration's Information Technology Schedule 70, and one quotation was received from 39 quotations solicited.  Performance will be at Headquarters USSOCOM, Florida.  The period of performance is one five-year base period from May 24, 2019, through May 23, 2024, and three one-year option periods.  The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois is the contracting activity.

NAVY

The Boeing Co., Seattle, Washington, is awarded a $51,532,751 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for sustainment engineering services in support of up to 17 C-40A aircraft.  Support to be provided includes sustaining engineering, engineering data, technical publications, access to and distribution of technical data and publications, and other technical support services.  Work will be performed in Seattle, Washington, and is expected to be completed in May 2024.  No funds are being obligated at time of award; funds will be obligated on individual orders as they are issued.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-19-D-0027).

Mustang Technology Group L.P., doing business as L-3 Mustang Technology, Plano, Texas, is awarded a $9,195,869 cost-only contract for long-lead material in support of the 57mm MK 332 High Explosive-4 Bolt Guided Cartridge ammunition.  The HE-4G cartridge is a 57mm electrically-primed cartridge designed to function in the 57mm MK 110 GM, and is intended for combating surface and air targets.  The fixed cartridge consists of a Radio Frequency Guided Projectile (RFGP), brass cartridge case, and energetics qualified for Navy use.  The RFGP is comprised of a guidance section, an advanced divert module with a fuze safe and arm, and a warhead. Work will be performed in Plano, Texas, and is expected to be complete by October 2020.  Fiscal 2019 procurement of ammunition (Navy and Marine Corps) funding in the amount of $9,195,869 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Calibre Systems, Alexandria, Virginia, is awarded $7,676,467 for task order M67854-19-F-7885 under previously awarded contract M67854-19-D-7871 to provide support services for the Marine Air Ground Task Force Training Support Service, Marine Corps Logistics Group.  The contractor will be providing training services to the Marine Corps Logistics Group, such as facilitating and management logistics education programs; performing Instructional Systems Development; creating and modifying instructional material, exercise scenarios, and training curricula; and maintaining computer networks and information technology equipment.  Work will be performed in Quantico, Virginia, and is expected to be completed January 2023.  Fiscal 2019 operations and maintenance (Marine Corps) funds in the amount of $1,301,528 will be obligated to fund the initial task order award and these funds will expire at the end of the current fiscal year.  This order was competitively awarded under a multiple award task order contract with six offers received.  The Marine Corps Systems Command, Quantico, Virginia, is the contract activity.

ARMY

Kiewit Infrastructure West Co., Phoenix, Arizona, was awarded a $43,700,000 firm-fixed-price contract for a border infrastructure design build construction project. Three bids were solicited via the internet with one bid received. Work will be performed in Rio Grande City, Texas, with an estimated completion date of April 17, 2020. Fiscal 2019 civil construction funds in the amount of $43,700,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-19-F-0196).

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $13,654,232 modification (P00010) to contract W56HZV-18-F-0153 for procurement of Family of Medium Tactical Vehicles. One bid was solicited with one bid received. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of Aug. 25, 2020. Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $13,399,355 hybrid (cost-plus-fixed-fee and frim-fixed-price) contract for MPL2-95 semitrailers, associated spare parts, kits, and contractor logistics support. One bid was solicited with one received. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of May 23, 2023. Fiscal 2019 other procurement, Army funds in the amount of $13,399,355 were obligated at the time of the award. Dawson Federal Inc., San Antonio, Texas, was awarded a $9,855,000 firm-fixed-price contract for Rio Grande Valley patrol roads Phase 2 border wall design and build. Three bids were solicited with two bids received. Work will be performed in Rio Grande City, Texas, with an estimated completion date of Sept. 21, 2020. Fiscal 2010 Army Engineers consolidated working funds in the amount of $9,855,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-19-F-0194).

Voith Hydro Inc., York, Pennsylvania, was awarded an $8,010,079 firm-fixed-price contract for repair of cavitation damage to the waterway passage at Gavins Point Power Plant, Crofton, Nebraska. Bids were solicited via the internet with four received. Work will be performed in Crofton, Nebraska, with an estimated completion date of July 29, 2022. Fiscal 2019 customer funded funds in the amount of $8,010,079 were obligated at the time of the award. U.S. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity (W9128F-19-C-0012).

AIR FORCE

Vectrus Systems Corp., Colorado Springs, Colorado, has been awarded a $16,234,351 firm-fixed-price modification (A00045) to previously awarded contract FA3002-17-C-0001 for Base Operations Support services.  This modification provides for the exercise of the third option period.  Work will be performed at Keesler Air Force Base, Mississippi, and is expected to be complete by May 31, 2020.  This modification brings the total cumulative face value of the contract to $53,217,984.  Fiscal 2019 operations and maintenance funds in the full amount are being obligated at the time of award.  The 81st Contracting Squadron, Keesler Air Force Base, Mississippi, is the contracting activity.

University of Dayton Research Institute, Dayton, Ohio, has been awarded a $9,845,965 cost-plus-fixed-fee contract for the development of Hypersonic Vehicle Flight Test Structure.  This contract provides for the design, fabrication, and flight testing of the payload structure on the GOLauncher 1 (GO1) subscale hypersonic flight vehicle.  Work will be performed in Dayton, Ohio, and is expected to be complete by August 2022.  Fiscal 2018 research and development funds in the full amount are being obligated at the time of award.  Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-19-C-2404).

Northrop Grumman Systems Corp., Azusa, California, has been awarded a $7,307,533 firm-fixed-price and cost-reimbursement contract modification (P00010) to previously awarded contract FA8803-17-C-0001 for Defense Meteorological Satellite Program sensor sustainment.  This modification provides for the exercise of an option for sensor sustainment of the Defense Meteorological Satellite Program on-orbit constellation being provided under the basic contract.  Work will be performed in Azusa, California; Baltimore, Maryland; Boulder, Colorado; and Dallas, Texas, and is expected to be complete by May 31, 2020.  This modification brings the total cumulative face value of the contract to $21,468,713.  Fiscal 2019 operations and maintenance funds in the full amount are being obligated at the time of award.  The Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.

DEFENSE FINANCE AND ACCOUNTING SERVICE

Guidehouse LLP, McLean, Virginia, has been awarded a maximum $14,091,857 modification (P00014) to previously awarded contract HQ042316F5002 for audit readiness, audit liaison and systems support for the Office of the Under Secretary of Defense (Comptroller). The modification brings the total cumulative face value of the contract to $70,147,250 from $56,055,393. Work will be performed at the Pentagon and other locations within the National Capital Region, with an expected completion date of May 25, 2020. Fiscal 2019 operations and maintenance (Defense) funds in the amount of $14,091,857 were obligated at the time of the award.
