Carnegie Mellon University, Pittsburgh, Pennsylvania, has been awarded a $731,987,632 indefinite-delivery/indefinite-quantity contract for the operation of the Software Engineering Institute, a federally-funded research and development center. Work will be performed at Pittsburgh, Pennsylvania, and is expected to be complete by June 30, 2020. This award is the result of a sole-source acquisition. Fiscal 2015 research, development, test and evaluation funds in the amount of $500,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8702-15-D-0002).
 

BAE Systems Information Solutions Inc., McLean, Virginia, has been awarded a $16,900,000 modification (P00007) cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for Systems Engineering and Evaluations, Systems Analysis Worldwide 6. Contractor will provide in-scope activities for utilizing the software engineering lifecycle process to implement and integrate a cohesive approach for program requirement development and maintenance. The work includes any or all lifecycle phases, including but not limited to, analytical studies, system feasibility studies, technical support to system design, engineering efforts, system trade-off studies, design efforts for experimental demonstration efforts, software specification efforts, limited software development efforts to maintain existing systems, system simulations, component and systems integration, test and evaluation analysis, prototyping, functional evaluation of installed systems, and system analysis. Work will be performed at McLean, Virginia; and Rome, New York, and is expected to be complete by April 3, 2017. General Atomics Aeronautical Systems Inc., Poway, California, has been awarded a not-to-exceed $10,529,304 cost-plus-fixed-fee and firm-fixed-price, undefinitized contract action for Italy Contractor Logistics Support Phase IV+ program. Work will be performed at Poway, California, and various overseas locations, and is expected to be complete by July 26, 2016. This contract involves foreign military sales. This award is the result of a sole-source acquisition. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-10-G-3038).

L-3 Communications Corp., Systems Field Support, Madison, Mississippi, was awarded a $274,596,000 modification (P00163) to contract W58RGZ-10-C-0107 for continued contractor logistic support for approximately 235 government aircraft (40 RC-12s, 167 C-12s, 28 UC-35s). Work will be performed in Madison, Mississippi, with an estimated completion date of July 31, 2016. Fiscal 2015 operations and maintenance (Army) funds in the amount of $134,000,000 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting authority.
 

Michael Baker Global Services LLC, Alexandria, Virginia (W9128F-15-D-0037); Fluor Federal Services Inc., Greenville, South Carolina (W928F-15-D-0038); Kellogg Brown & Root Services Inc., Arlington, Virginia (W9128F-15-D-0039); URS Group Inc., Washington, District of Columbia (W9128F-15-D-0040); and Weston Solutions Inc., West Chester, Pennsylvania (W9128F-15-D-0041), were awarded a $95,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award task order contract to renovate embassy secure spaces worldwide with an estimated completion date of July 23, 2020. Bids were solicited via the Internet with 13 received. Funding will be determined with each order. Army Corps of Engineers, Omaha, Nebraska, is the contracting activity.
 

New Mexico State University was awarded a $75,000,000 indefinite-delivery/indefinite-quantity cost contract to support the Information Operations Vulnerability/Survivability Assessment program, with an estimated completion date of July 26, 2020. One offer was solicited with one received. Funding and work location will be determined with each order. J. Kokolakis Contracting Inc., Bohemia, New York, was awarded a $61,593,483 firm-fixed-price contract to renovate and modernize the MacArthur long barracks, West Point, New York, with an estimated completion date of Aug. 3, 2017. Bids were solicited via the Internet with three received. Fiscal 2015 operations and maintenance (Army) funds in the amount of $61,593,483 were obligated at the time of the award. Cutter Enterprises LLC,* Vernon-Rockville, Connecticut, was awarded a $31,594,700 firm-fixed-price multi-year contract to alter two existing KC-135 hangars to fit new KC-46 aircraft with an estimated completion date of Jan. 12, 2018. Bids were solicited via the Internet with 10 received. Fiscal 2015 military construction funds in the amount of $31,594,700 were obligated at the time of the award. National Guard Bureau, Concord, New Hampshire, is the contracting activity (W912TF-15-C-0500).
 

Kokosing Construction Co./O’Brien & Gere JV, Fredericktown, Ohio, was awarded a $12,281,120 modification (P00021) to contract W912P6-11-D-0004 for the continuous operation of, and related services for, the Indiana Harbor and Canal Confined Disposal Facility (federal navigational channel), East Chicago, Indiana, with an estimated completion date of Sept. 30, 2016. Funding will be determined with each order. Army Corps of Engineers, Chicago, Illinois, is the contracting authority.
 

NAVY
 

Kay and Associates Inc., Buffalo Grove, Illinois, is being awarded a $41,193,675 modification to a previously awarded cost-plus-fixed-fee contract (N00421-11-C-1044) to exercise an option for approximately 508,800 hours of F/A-18 contractor maintenance support services for the government of Kuwait under the Foreign Military Sales program. Work will be performed in Kuwait, and is expected to be completed in July 2016. Foreign military sales funds in the amount of $41,193,675 are being obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.
 

Trident Systems Inc.,* Fairfax, Virginia, is being awarded a $24,389,616 cost-plus-fixed-fee contract for basic and applied research of persistent airborne data link communications components and systems. This effort will increase the effectiveness of small airborne systems by providing actionable real-time situational awareness information to the warfighter. Work will be performed in Fairfax, Virginia (71 percent); and Raleigh, North Carolina (29 percent), and is expected to be completed in July 2020. Fiscal 2015 research development test and evaluation (Navy) funds in the amount of $2,273,280 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was competitively procured via broad agency announcement. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-15-C-0087).
 

General Electric Co., Cincinnati, Ohio, is being awarded a $14,699,370 firm-fixed-price delivery order under previously awarded basic ordering agreement SPRTA1-12-G-0006 for seven single-shank turbine LM2500 hot-section modification kits in support of upgrades to LM2500 Marine gas turbine engines (MGTE). This delivery order supports the scheduled overhauls of Navy LM2500 MGTE and will be used to replace high-pressure turbine components that have degraded beyond the ability to be refurbished economically. The LM2500 MGTE is the primary propulsion gas turbine engine on the DDG 51, CG 47 and FFG 7 classes, and the LCS 2 variant. General Electric is the original designer, developer and sole manufacturer of the LM2500 MGTE. Work will be performed in Cincinnati, Ohio, and is expected to be completed by July 2016. Fiscal 2015 operations and maintenance (Navy) funding in the amount of $14,699,370 will be obligated at the time of award and will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
 

DEFENSE LOGISTICS AGENCY
 

URS Federal Services Inc., Germantown, Maryland, has been awarded a maximum $12,634,181 modification (P00046) exercising the third one-year option period of a one-year base contract (SP3300-12-C-5003) with four one-year option periods for distribution and warehouse support services. This is a fixed-price incentive firm target contract, with cost reimbursement and labor hour line items. Location of performance is Maryland and Utah, with a July 31, 2016, performance completion date. Using service is Defense Logistics Agency. Type of appropriation is fiscal 2015 defense working capital funds. The contracting activity is the Defense Logistics Agency Distribution, New Cumberland, Pennsylvania.
 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
 

The Boeing Co., Huntington Beach, California, has been awarded a $6,587,447 modification (P00004) to previously awarded HR0011-14-9-0005 (Other Transaction), for the Experimental Spaceplane (XS-1) program. The additional tasks, identified as Phase IB, will continue the development of the XS-1 demonstration concept, substantiating identified core component technologies, mitigating risk, developing a Technology Maturation Plan (TMP), and performing several demonstration tasks. The addition of the XS-1 Phase IB tasks brings the total cumulative face value of the agreement from $10,000,000 to $16,587,447. Fiscal year 2015 research and development funds in the amount of $4,083,255 are being obligated at time of award. Work will be performed in Huntington Beach, California (90 percent); Titusville, Florida (5 percent); St. Louis, Missouri (4 percent); and Ridley Park, Pennsylvania (1 percent) with an expected completion date of August 2016. Total Boeing Cost Share is $6,000,000 and the total estimated government funding of the agreement is $10,587,447. The Defense Advanced Research Projects Agency (DARPA), Arlington, Virginia, is the contracting activity.
