AIR FORCE

 

The Boeing Co., doing business as Boeing Defense Space and Security, St. Louis, Missouri, has been awarded a $261,980,643 firm-fixed-price, undefinitized contract action for delivery order (0002) to previously awarded contract FA8213-15-D-0002 for lot 19 Joint Direct Attack Munition (JDAM) tailkits. Contractor will provide JDAM strap-on inertial guidance kits with the capability to receive guidance updates from Global Positioning Systems to increase weapon accuracy for conventional inventory bombs. Work will be performed at St. Louis, Missouri, and is expected to be complete by Nov. 20, 2017. Fiscal 2014, 2015 and 2016 ammunition funds in the amount of $13,281,057. are being obligated at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity.

 

Charles River Analytics Inc., Cambridge, Massachusetts, has been awarded an $8,183,942 cost-plus-fixed-fee contract for software. Contractor will operationally drive research and development of novel techniques to build, test, and deploy software systems that can automatically adapt to a variety of changes throughout their lifespan. Work will be performed at Cambridge, Massachusetts, and is expected to be complete by Nov. 23, 2019. This award is the result of a small business competitive acquisition with 41 offers received. Fiscal 2015 research and development funds in the amount of $786,438 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-16-C-0045).

 

Raytheon BBN Technologies Corp., Cambridge, Massachusetts, has been awarded a $7,715,974 cost-plus-fixed-fee contract for Interfaces, Models, and Monitoring for Resource-Aware Transformations that Augment the Lifecycles of Systems (IMMoRTALS) software. Contractor will develop IMMoRTALS to extend the life of networked mobile applications over many generations of changes through development of advanced program analysis, resource specification, program synthesis, and runtime techniques to manage resource-related changes in the applications’ ecosystem. Work will be performed in Cambridge, Massachusetts, and is expected to be complete by Nov. 25, 2019.  This award is the result of a competitive acquisition with 41 offers received. Fiscal 2015 research, development, test and evaluation funds in the amount of $787,456 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-16-C-0044).

 

NAVY

 

AIC International Inc.,* Hagatna, Guam (N40192-16-D-2700); APC Construction LLC,* New Orleans, Louisiana (N40192-16-D-2701);  Fargo Pacific Inc.,* Hagatna, Guam (N40192-16-D-2702); Keum Yang Corp.,* Tamuning, Guam (N40192-16-D-2703); Reliable Builders Inc.,* Tamuning, Guam (N40192-16-D-2704); Techni-Con Inc.,* Tamuning, Guam (N40192-16-D-2705); and Tikigaq Construction LLC,* Wasilla, Alaska (N40192-16-D-2706), are each being awarded an indefinite-delivery/indefinite-quantity, multiple award, design-build construction contract for construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Marianas area of responsibility (AOR).  The maximum dollar value including the base period and four option years for all seven contracts combined is $245,000,000.  The work to be performed provides for new construction, renovation/modernization, and routine repair/maintenance, by method of design build, at various federal or military facilities and installations.  The work (tasks) will generally provide all design, labor, transportation, equipment, materials, tools, supplies, engineering, supervision, and administration services needed to complete the scope of work.  The work shall also include sampling, testing, removal, and disposal of lead contaminated paint, asbestos and other hazardous materials.  These seven contractors may compete for task orders under the terms and conditions of the awarded contract.  No task orders are being awarded at this time.  Work will be performed primarily within the NAVFAC Marianas AOR which includes Guam (98 percent); Northern Marianas Islands (1 percent); and outlying Pacific islands (1 percent).  The term of the contract is not to exceed 60 months, with an expected completion date of November 2020.  Fiscal 2016 operation and maintenance (Navy) contract funds in the amount of $175,000 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 18 proposals received.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.

 

COLSA Corp., Huntsville, Alabama, is being awarded a $26,460,533 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for data link test tools equipment, gateway systems and mini-rack development and technical support to the Space and Naval Warfare Systems Center Pacific (SSC Pacific) software and systems engineering, development, and support services. This three-year contract includes one two-year option period which, if exercised, would bring the potential value of this contract to $44,794,708.  Work will be performed in Huntsville, Alabama (10 percent); and San Diego, California (90 percent), and is expected to be completed Nov. 22, 2018.  No funding will be obligated at the time of award.  Funding will be obligated via task orders as they are issued operations and maintenance (Navy); and research, development, test and evaluation.  This contract was competitively procured via publication on the Federal Business Opportunities web site and the Space and Naval Warfare Systems Command e-commerce Central web site.  One offer was received and one was selected for award.  SSC Pacific, San Diego, California, is the contracting activity (N66001-16-D-0025).

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $12,972,450 modification to a previously awarded cost-plus-incentive-fee, fixed-price-incentive-firm contract (N00019-15-C-0114) to provide interim contractor support for F-35A Lightning II Joint Strike Fighter aircraft located at Luke Air Force Base, Glendale, Arizona.  Work will be performed in Glendale, Arizona, and is expected to be completed in November 2016.  Fiscal 2016 aircraft procurement (Air Force) funds in the amount of $12,972,450 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

L-3 Communications MariPro Inc., Goleta, California, is being awarded a $12,581,094 modification to a previously awarded firm-fixed-price contract (N66604-12-C-2838) to exercise an option for the Ocean Sensor Sub-System (OSS) and the Shore Electronics System (SES) installation in support of the Undersea Warfare Training Range (USWTR), located off the coast of Jacksonville, Florida.  Work will be performed in Goleta, California (85 percent); Newington, New Hampshire (10 percent); and Mayport, Florida (5 percent), and is expected to be completed in May 2019.  Fiscal 2016 other procurement (Navy) funds in the amount of $12,581,094 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center, Training Systems Division, Orlando, Florida, is the contracting activity. 

 

BAE Systems, Rockville, Maryland, is being awarded a $7,744,343 firm-fixed-price task order (N00604-16-F-3004) with cost-reimbursable contract line item numberss for repair/spare parts against an existing General Services Administration (GSA) Alliant contract (GS00Q09BGD0017) for services of operation and maintenance of Navy communication, electronic, and computer systems.  This task order includes a seven-month base period and two 12-month option periods, which, if exercised, would bring the estimated cumulative value of the task order to $33,517,949.  The work on this task order will be performed at various locations in Oahu, Hawaii (94 percent); and Geraldton, Australia (6 percent), and is expected to be completed in June 2016.  If all options are exercised, work could continue through June 2018.  Subject to availability of funds, fiscal 2016 operation and maintenance (Navy) funding in the amount of $3,319,004 will be obligated at the time of award.  Funds will expire at the end of this current fiscal year.  This task order was competitively procured with proposals solicited from all GSA Alliant awardees via GSA's eBUY portal.  Two offers were received.  Naval Supply Systems Command Fleet Logistics Center Pearl Harbor, Regional Contracting Department, Pearl Harbor, Hawaii, is the contracting activity.

 

ARMY

 

Vectrus Systems Corp., Colorado Springs, Colorado, was awarded a $145,515,046 cost-plus-fixed-fee contract for the Army Sustainment Command to receive, repair, maintain, store,prepare for issue, and issue Army prepositioned stock-5 equipment in southwest Asia in support of the 401st Army Field Support Battalion - Kuwait.  Work will be performed in Kuwait, with an estimated completion date of Feb. 28, 2017.  Bids were solicited via the Internet with one received.  Fiscal 2016 operations and maintenance, Army funds in the amount of $16,053,382 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-16-C-0005).

 

L3 Communications Corp. – Mission Integration Division, Greenville, Texas, was awarded a $129,660,950 firm-fixed-price contract modification for 13 quick reaction capability aircraft to comply with the Enhanced Medium Altitude Reconnaissance and Surveillance System.  Work will be performed in Greenville, Texas, with an estimated completion date of Nov. 23, 2019.  Bids were solicited via the Internet with one received.  Fiscal 2016 other funds in the amount of $12,849,000 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal (Aviation), Alabama, is the contracting activity (W58RGZ-16-C-0013).

 

Northrop Grumman Technical Services, Herndon, Virginia, was awarded a $72,254,320 modification (P000068) to contract W911S0-11-C-0014 for the Mission Command Training program that provides realistic training for Army leadership.  Work will be performed in Leavenworth, Kansas, with an estimated completion date of Nov. 30, 2016.  Fiscal 2016 operations and maintenance, Army funds in the amount of $68,543,732 were obligated at the time of the award.  Army Contracting Command, Fort Eustis, Virginia, is the contracting activity.

 

RBI-Zumwalt JV LLC,* Provo, Utah, was awarded a $22,405,001 firm-fixed-price contract to repair Building 449, Quad D.  Work will be performed at Schofield Barracks, Hawaii, with an estimated completion date of Dec. 17, 2017.  Bids were solicited via the Internet with seven received.  Fiscal 2015 operations and maintenance, Army funds in the amount of $22,405,001 were obligated at the time of the award.  Army Corps of Engineers, Honolulu District, Fort Shafter, Hawaii, is the contracting activity (W9128A-16-C-0001).

 

Eastern Construction & Electric Inc.,* Wrightstown, New Jersey, was awarded an $8,797,800 firm-fixed-price contract for design and construction of a full facility restoration project to renovate and repair the Ashley, Pennsylvania, Army Reserve Center and organizational maintenance shop.  Work will be performed in Ashley, Pennsylvania, with an estimated completion date of July 15, 2017.  Bids were solicited via the Internet with seven received.  Fiscal 2016 military construction funds in the amount of $8,797,800 were obligated at the time of the award.  Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-16-C-0004).
