NAVY
Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $34,846,586 cost-plus-fixed fee contract for life cycle engineering and support services for the LPD 17 Class Amphibious Transport Dock Ship program. The services include: post-delivery planning and engineering, homeport technical support, class integrated product data environment, data maintenance and equipment management, systems integration and engineering support, LPD 17 class design services, research engineering, obsolescence management, class material readiness, emergent repair provision, training and logistics support, ship alteration development and installation, material management, operating cycle integration, availability planning, and configuration data management. This contract includes options which, if exercised, would bring the cumulative value of this contract to $242,000,000. Work will be performed in Pascagoula, Mississippi, and is expected to be completed by December 2016. Fiscal 2012 and 2016 shipbuilding and conversion (Navy), fiscal 2016 operation and maintenance (Navy), and fiscal 2016 other procurement (Navy) funding in the amount of $10,385,633 will be obligated at time of award and funds in the amount of $2,202,349 will expire at the end of the current fiscal year. This contract was not competitively procured in accordance with FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Missile Systems, Tucson, Arizona, is being awarded an $11,917,937 modification to previously awarded contract (N00024 13 C-5403) to exercise an option for Standard Missile-2 and Standard Missile-6 engineering and technical service to ensure continuity in production, design integrity, and total systems integration of the missile round and its components. Services will support both the U.S. Navy and Australia. This contract modification combines purchases for the U.S. Navy (94 percent) and the government of Australia (6 percent) under the Foreign Military Sales program. Work will be performed in Tucson, Arizona (98.5 percent) and Boston, Massachusetts (1.5 percent), and is expected to be completed by December 2016. Fiscal 2015 and 2016 research, development, test and evaluation (Navy), fiscal 2015 weapons procurement (Navy), and fiscal 2015 other customer funds, foreign military sales funds in the amount of $11,917,937 will be obligated at time of award and funds in the amount of $442,937 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
The Boeing Co., St. Louis, Missouri, is being awarded a not-to-exceed $8,800,000 modification to a previously awarded firm-fixed-price contract (N00019-16-C-0006). This modification provides for development and implementation associated with engineering change proposal 4204 upgrade software for coastal target suppression and resolution to HARPOON Block II short range deficiency for the government of Saudi Arabia under the Foreign Military Sales program. Work will be performed in Saint Charles, Missouri (92 percent); Saudi Arabia (7 percent); and Fort Worth, Texas (1 percent), and is expected to be completed in March 2019. Foreign military sales funds in the amount of $4,304,601 are being obligated on this award, none of which will expire at the end of the current fiscal year. AIR FORCE
The Boeing Co., doing business as Boeing Defense Space and Security, St. Louis, Missouri, has been awarded a $23,284,003 modification (01) to delivery order 0002 on previously awarded contract FA8213-15-D-0002 for lot 19 Joint Direct Attack Munition tailkits. Contractor will provide an additional 1,070 Joint Direct Attack Munition tail kits being procured under the initial contract. Work will be performed at St. Louis, Missouri, and is expected to be complete by Nov. 20, 2017. No funds are being obligated at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity.
The Aerospace Corp, El Segundo, California, has been awarded a $14,000,000 cost-plus-fixed-fee modification (P00046) to previously awarded contract FA8802-14-C-0001 for additional funding under the fee for need in accordance with special contract requirement H017 and the Federally Funded Research Development Center Management Plan. Contractor will provide systems engineering, integration and test efforts in accordance with the contract statement of work. Work will be performed at El Segundo, California, and is expected to be complete by Sept. 30, 2016. No additional funds are being obligated at the time of award. Lockheed Martin Global Inc., Orlando, Florida was awarded a $215,777,416 firm-fixed-price multi-year incrementally-funded foreign military sales (India) contract for Modernized Target Acquisition Designation/Pilot Night Vision Systems (M-TADS/PNVS) for Apache helicopters. One bid was solicited with one received. Work will be performed in Orlando, Florida with an estimated completion date of Dec. 31, 2021. Fiscal 2016 other procurement funds in the amount of $107,888,713 were obligated at the time of the award. Cummins Inc., Columbus, Indiana was awarded a $21,482,256 firm-fixed-price contract for up to 160 V903 Series diesel engines. One bid was solicited with one received. Work will be performed in Columbus, Indiana and Seymour, Indians with an estimated completion date of Dec. 31, 2016. Raytheon Co., Marlborough, Massachusetts was awarded a $20,000,000 cost-plus-fixed-fee indefinite-delivery/indefinite-quantity foreign military sales (Canada, Holland) contract for sustainment of the International Partner Variant (IPV) of the Secure, Mobile, Anti-Jam, Reliable, Tactical-Terminal. One bid was solicited with one received with an estimated completion date of Dec. 15, 2020. Funding and work location will be determined with each order. Primus Solutions LLC, Greenbelt, Maryland was awarded an $11,936,186 modification (P00045) to contract W91247-12-C-0023 for fuel services. Work will be performed at Ft. Rucker, Alabama with an estimated completion date of Dec. 16, 2016. Fiscal 2016 operations and maintenance (Army) funds in the amount of $647,730 were obligated at the time of the award. DEFENSE LOGISTICS AGENCY
Wolverine World Wide, Inc. Rockford, Michigan, has been awarded a maximum $15,291,717 firm-fixed-price contract for temperate weather tan boots. This was a competitive acquisition with three responses received. This is a one-year contract with no option periods. Location of performance is Michigan, with an Oct. 22, 2016, performance completion date. Using military service is Army, and Afghan army and police. Type of appropriation is fiscal 2016 through fiscal 2017 foreign military sales program. U.S. TRANSPORTATION COMMAND
Three companies are each being awarded a fixed-price one-month contract extension modification to indefinite-delivery/indefinite-quantity contracts awarded previously for international ocean and intermodal distribution services, also known as the Universal Services Contract-7. The companies and their awards are: American President Lines, Ltd., Inc., Scottsdale, Arizona, estimated $23,345,768 (HTC711-12-D-W003), cumulative face value increased to $1,897,802,762 from $1,874,456,994; Maersk Line, Limited, Norfolk, Virginia, estimated $20,875,635 (HTC711-12-D-W013), cumulative face value increased to $2,202,686,383 from $2,181,810,748; Farrell Lines Inc., Norfolk, Virginia, estimated $12,620,407 (HTC711-12-D-W008), cumulative face value increased to $628,076,986 from $615,456,579. Work will be performed worldwide with an expected completion date of Feb. 29, 2016. Type of appropriation is fiscal 2016 Transportation Working Capital Funds to be obligated on individual task orders. The contracting activity is the U. S.
