CONTRACTS

 

NAVY

 

Lockheed Martin Missiles and Fire Control, Orlando, Florida, is being awarded a $321,847,403 cost-plus-incentive-fee contract for research and development in support of the Long Range Anti-Ship Missile (LRASM) integration and test phase.  The integration and test phase completes all remaining hardware and software detailed design; systemically retiring any open risks; building and testing missile test articles to verify compliance with capability requirements; and preparing for production and/or deployment.  This phase also completes full system integration; incorporates an affordable and executable LRASM manufacturing process into the existing Joint Air-to-Surface Standoff Missile – Extended Range production process; examines and defines the logistics footprint; designs for producibility; ensures affordability; protects critical program information by implementing appropriate techniques such as anti-tamper and cybersecurity; and demonstrates system integration, interoperability, safety and utility.  Work will be performed in Orlando, Florida (60 percent); Troy, Alabama (30 percent); and Ocala, Florida (10 percent), and is expected to be completed in August, 2019.  Fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $42,000,000 will be obligated at time of award, none of which will expire at the end of the fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-16-C-0035).

 

Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $14,954,986 cost-plus-award-fee modification to previously awarded contract N00024-12-C-2312 to exercise options for DDG 51 class follow yard services (FYS).  The FYS contract provides liaison and technical support; engineering, design, and configuration management; systems engineering team; turnkey; and crew indoctrination and orientation.  Work will be performed in Pascagoula, Mississippi (97 percent); Washington, District of Columbia (2 percent); and Bath, Maine (1 percent), and is expected to be completed by May 2017.   Fiscal 2011, 2012, and 2013 shipbuilding and conversion (Navy) funding in the amount of $14,163,290 will be obligated at time of award.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Marine Hydraulics International LLC, Norfolk, Virginia, is being awarded a $12,591,667 firm-fixed-price contract for USS Bainbridge (DDG 96) fiscal 2016 selected restricted availability (SRA).  The SRA work consists of structural repairs, non-skid replacement, ventilation repairs, temporary services, ship alterations and miscellaneous repairs.  Work will involve ship repair, maintenance and modernization. This contract includes options, which if exercised, would bring the cumulative value of this contract to $12,955,646.  Work will be performed in Norfolk, Virginia, and is expected to be completed by January 2017.  Fiscal 2016 operations and maintenance (Navy); and fiscal 2016 other procurement (Navy) funding in the amount of 12,591,667 will be obligated at time of award, and funds in the amount of $10,862,626 will expire at the end of the current fiscal year.  This contract was competitively procured under full and open competition via the Federal Business Opportunities website, with three offers received.  The Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia, is the contracting activity (N50054-16-C-0006).

 

DEFENSE LOGISTICS AGENCY

 

RFD Beaufort, Sharon Center, Ohio (SPRMM1-16-D-Y007); Viking Life Saving Equipment, Miami, Florida (SPRMM1-16-D-Y008); and Air Cruisers Co. LLC, Wall Township, New Jersey (SPRMM1-16-D-Y009), are sharing a maximum $58,350,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract under solicitation SPRMM1-16-R-YA45 for inflatable life rafts. This was a competitive acquisition with four responses received. This is a one-year base contract with four one-year option periods. The maximum dollar amount is for the life of the contract. Locations of performance are Ohio, Florida and New Jersey, with a May 12, 2022, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2016 through fiscal 2022 Navy working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Mechanicsburg, Pennsylvania.

 

Northrop Grumman Systems Corp., McLean, Virginia, has been awarded a maximum $11,910,421 firm-fixed-price contract for computer system and software application support. This was a competitive acquisition with two responses received. This is a one-year base contract with two one-year option periods. Maximum dollar amount is for the life of the contract. Locations of performance are Virginia and Michigan, with a May 12, 2019, performance completion date. Using customer is Defense Logistics Agency. Type of appropriation is fiscal 2016 through fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency, Philadelphia, Pennsylvania (SP4701-16-A-0001).

 

Belleville Shoe Co.,* Belleville, Illinois, has been awarded a maximum $10,914,998 modification (P00005) exercising the first one-year option period of a one-year base contract (SPE1C1-15-D-1051) with three one-year option periods for safety boots. This is a firm-fixed-price contract. Location of performance is Illinois, with a May 13, 2017, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

ARMY

 

FBS Federal Design Group JV, Oklahoma City, Oklahoma, was awarded a $45,000,000 firm-fixed-price contract with options for architectural and engineering services for the Army and Air National Guard, with an estimated completion date of May 12, 2021.  Bids were solicited via the Internet with 33 received.  Funding and work location will be determined with each order. National Guard Bureau, Arlington, Virginia, is the contracting activity (W9133L-16-D-0005).

 

DEFENSE FINANCE AND ACCOUNTING SERVICE

 

Ernest & Young LLP, Washington, District of Columbia, has been awarded a maximum $17,509,393 labor-hour contract, HQ0423-16-F-0061, for financial statement audit services. Work will be performed in Washington, District of Columbia, with an expected completion date of Dec. 31, 2017.  This contract is the result of a competitive acquisition for which two offers were received. Department of Defense working capital funds in the amount of $17,509,393 are being obligated at the time of the award. The Defense Finance and Accounting Service, Contract Services Directorate, Columbus, Ohio, is the contracting activity.

 

AIR FORCE

 

Vencore Labs, Basking Ridge, New Jersey, has been awarded an $8,338,388 cost-plus-fixed-fee contract for research and development in Leveraging the Analog Domain for Security (LADS) program. Contractor will provide multi-model analog sensing to adaptively determine what features to compute from signals emitted by a device during training and testing, extracting sub-bands of interest, de-noising the individual signals and removing interfering transmission by other devices in the vicinity. Work will be performed at Basking Ridge, New Jersey, and is expected to be complete by July 15, 2020. This award is the result of a competitive acquisition with 45 offers received. Fiscal 2015 research, development, test and evaluation funds in the amount of $2,304,874 are being obligated at the time of award. Air Force Research Laboratory, right-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-16-C-7623).
