CONTRACTS

 

AIR FORCE

 

United Technologies Corp., Oklahoma City, Oklahoma, has been awarded a $41,452,945 requirements indefinite-delivery contract for F-100 engine work.  Contractor will provide remanufacture of F-100-PW-220/229 rear compressor stators and F100-PW-229 compressor stators, duct segments and variable vanes.  Work will be performed at Oklahoma City, Oklahoma, and is expected to be complete by July 27, 2018.  This contract involves foreign military sales. This award is the result of a sole-source acquisition.  No funds are being obligated at the time of award.  Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8121-16-D-0014).

 

L-3 Communications Corp., Link Simulation and Training Div., Arlington, Texas, has been awarded a $38,318,978 fixed-price incentive firm contract for the new Airborne Warning and Control System (AWACS) for Diminishing Manufacturing Sources Replacement of Avionics for Global Operations and Navigation (DRAGON) Flight Crew Training System (FCTS) program. Contractor will provide for development and delivery of a government-owned AWACS DRAGON FCTS. Work will be performed at Arlington, Texas, and is expected to be complete by June 30, 2020. This award is the result of a competitive acquisition with four offers received. Fiscal 2016 research, development, test, and evaluation funds in the amount of $19,005,100 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8621-16-C-6371).

 

Northrop Grumman Technical Services, Herndon, Virginia, has been awarded a $12,115,572 modification (P00021) to exercise the option on previously awarded contract FA8540-12-C-0016 for quick reaction capability sustainment.  Contractor will support systems and support equipment for QRC 81-01, QRC 84-05, ALQ-196, USM-642 ramp test set, high-speed anti-radiation missile targeting system test set; GLM 10 test set; and ALQ-188 that involves over 2,811 recoverable items.  It also includes program management, engineering services, logistics support, depot repair, material management, technical support, all associated data documentation, and on-site support.  Work will be performed at Rolling Meadows, Illinois, and is expected to be complete by July 31, 2017.  Fiscal 2016 operations and maintenance funds in the amount of $12,115,572 are being obligated at the time of award.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

 

Oasis Systems LLC, Lexington, Massachusetts, has been awarded an $8,153,576 modification (25) to exercise the option on previously awarded contract FA8721-13-D-0001 0003 for professional acquisition support services.  Contractor will provide program management, financial management, administrative and other related support utilizing established government, contractor, and industry practices for the Theater Battle Control Division in support of surveillance and command and control capabilities for North American Aerospace Defense; Joint Forces Air Component Commander; Commander, Air Force Forces; and peacetime surveillance and maintaining air sovereignty of U.S. and Canadian airspace.  Work will be performed at Hanscom Air Force Base, Massachusetts, and its geographically separated units, and is expected to be complete by Aug. 17, 2017.  Fiscal 2016 Air Force and Department of Defense operations and maintenance; research, development, test and evaluation; and other procurement funds in the amount of $2,538,623 are being obligated at the time of award.  Air Force Lifecycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8721-13-D-0001 0003).

 

DEFESE INFORMATION SYSTEMS AGENCY

 

The Raytheon Co., Arlington, Virginia, was awarded a single-award, indefinite-delivery/indefinite-quantity contract in support of the Defense Information Systems Agency's Joint System Engineering and Integration Office. The ordering period for the contract is Aug. 1, 2016 through July 31, 2021, with no option periods.  Performance will be at the contractor's facility. The contract ceiling is $40,000,000 over the five-year ordering period, and the contract consists of firm-fixed-price, and cost reimbursable contract line item numbers.  Proposals were solicited via the Federal Business Opportunities website, and one proposal was received. The Defense Information Technology Contracting Organization – National Capital Region, is the contracting activity (HC1047-16-D-4041).

 

ARMY

 

Raytheon Southeast Asia Systems Co., Andover, Massachusetts, was awarded a $21,598,887 firm-fixed-price, Foreign Military Sales contract (U.A.E.) for technical assistance in the training, planning, fielding, deployment, operation, maintenance and sustainment of the PATRIOT missile system, associated equipment, and logistics support.  One bid was solicited and one received. Work will be performed in the U.A.E., with an estimated completion date of July 31, 2017.  Fiscal 2016 other procurement funds in the amount of $10,598,886 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-16-C-0029).

 

Six3 Intelligence Solutions Inc., McLean, Virginia, was awarded a $ 9,578,964 modification (P00001) to contract W564KV-16-C-0058 for intelligence analysis services.  Work will be performed in Germany, Italy, and Syria, with an estimated completion date of June 29, 2017.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $6,370,000 were obligated at the time of the award.  Army Contracting Command, Kaiserslautern, Germany APO AE, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Genesis Vision Inc.,* doing business as Rochester Optical Manufacturing Co., Rochester, New York, has been awarded a maximum $15,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for various optical lenses. This was a competitive acquisition with three responses received. This is a three-year base contract with two one-year option periods. The maximum dollar amount is for the life of the contract including option years. Location of performance is New York, with a July 26, 2021, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-16-D-0020).

 

NAVY

 

Lockheed Martin Corp., Mission Systems and Training, Moorestown, New Jersey, is being awarded a $9,705,428 modification to previously awarded contract N00024-14-C-5104 to exercise an option for ship integration and test of the AEGIS Weapon System (AWS) for AWS Baselines through Advanced Capability Build (ACB) 12.  The contract provides for AEGIS shipboard integration engineering, AEGIS test team support, AEGIS modernization team engineering support, Ballistic Missile Defense Test Team support, and AWS element assessments.  This contract will cover the AWS ship integration and test efforts for five new construction DDG 51 class ships and the major modernization of five DDG 51 class ships.  It will additionally cover the integrated combat system modifications and upgrades for all current ships with all AWS baselines up to and including ACB 12.  Work under this modification will be performed in Bath, Maine (57 percent); Camden, New Jersey (20 percent); San Diego, California (10 percent); Norfolk, Virginia (8 percent); Moorestown, New Jersey (2 percent); Pearl Harbor, Hawaii (1 percent); Washington, District of Columbia (1 percent); Everett, Washington (0.5 percent); and Yokosuka, Japan (0.5 percent), and is expected to be completed by April 2018.  Fiscal 2012 shipbuilding and conversion (Navy) funds in the amount of $9,705,428 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
