Senior Executive Service Announcements

Feb. 19, 2016

Secretary of Defense Ash Carter announced the following Department of Defense Senior Executive Service appointments:

Keisha Dawn Bell has been appointed as general counsel, Defense Contract Management Agency, Fort Lee, Virginia.  Bell previously served as the deputy general counsel with Defense Contract Management Agency and deputy general counsel at the Merit Systems Protection Board for five years.  Before that she served almost 14 years with the Department of Justice, including as a trial attorney; senior trial attorney; and the deputy chief of the Housing and Civil Enforcement Section of the Civil Rights Division.

William G. Conley has been appointed to the Senior Executive Service and is assigned as the deputy director, electronic warfare, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia.  Conley previously served as a program manager, mechanical engineer, Defense Advanced Research Projects Agency, Arlington, Virginia.

Christopher C. O'Donnell has been appointed to the Senior Executive Service and is assigned as the director, Joint Rapid Acquisition Cell, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia.  O'Donnell previously served as an engineer with the Naval Sea Systems Command, Arlington, Virginia.

Amanda R. Simpson has been appointed to the Senior Executive Service and is assigned as the deputy assistant secretary of defense for operational energy, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), Washington, District of Columbia. Simpson previously served as executive director, Energy Initiatives Task Force, Department of the Army, Arlington, Virginia.

 

Reassignment

 

Juliet Beyler has been assigned as the principal director for force resiliency in the Office of the Under Secretary of Defense (Personnel & Readiness (OUSD (P&R)) in Arlington, Virginia.  Beyler previously served as the director, officer and enlisted personnel management, within OUSD (P&R) in Arlington, Virginia.
