Born in Waterbury, Connecticut, MSgt Ramirez lived and travelled as a youth in South America, primarily in Colombia. He graduated from Bergen County High School in 1990.
In 1991, MSgt Ramirez joined the Marine Corps and served as a Maintenance Management Analyst where he soon deployed to Somalia with I Marine Expeditionary Force in support of Operation RESTORE HOPE. In 1995, MSgt Ramirez was accepted for duty a Marine Security Guard (MSG) and served in a variety of overseas billets until, in 1999, he successfully completed the rigorous Marine Air Ground Task Force (MAGTF) Interrogator/Prisoner of War school and was awarded the 0251 Interrogator/Translator Military Occupational Specialty (MOS).
Following service with the 2d Surveillance, Reconnaissance, and Intelligence Group, MSgt Ramirez completed the MAGTF Counterintelligence/Human Intelligence (CI/HUMINT) Transition Course and received the 0211 CI/HUMINT Specialist MOS. Owing to his superior professional competence and fluency in Spanish, Brazilian Portuguese, and European Portuguese, MSgt Ramirez was hand selected to serve two overseas postings with the Defense Attaché Office in Latin America. Additionally, MSgt Ramirez served as the CI/HUMINT Detachment Chief with the 22 Marine Expeditionary Unit in support of Operation IRAQI FREEDOM and completed multiple deployments with both 1st and 2d CI/HUMINT Companies. MSgt Ramirez assumed his current duties as the CI/HUMINT Branch Chief, US Marine Corps Forces Pacific (MARFORPAC) G-2 in July 2014. During his tenure with MARFORPAC, MSgt Ramirez’ distinguished contributions to the intelligence collection and force protection efforts of the Command include the management of more than 270 counterintelligence case files, the production of more than 100 Intelligence Information Reports, and direct support to two high-profile, joint Naval Criminal Investigative Service (NCIS) and Federal Bureau of Investigation (FBI) counter-espionage investigations. MSgt Ramirez also managed sensitive CI/HUMINT operations in Hawaii, on the US mainland, and overseas, resulting in the successful deployment of numerous tactical CI/HUMINT platforms, including the formation of Joint Task Force 505 to provide relief operations in Nepal following a devastating earthquake that ravaged that nation in April 2015.
In addition to his diverse operational background, MSgt Ramirez remains a top technical expert in the intelligence discipline as evidenced by his comprehensive educational background. His formal training includes the aforementioned MSG and MAGTF Interrogator and CI/HUMINT Courses, Airborne School, Antiterrorism Force Protection Instructor Course, the Defense Strategic Debriefing Course, the Antiterrorism Driving Course, the Joint Military Attaché Operations Course, Staff NCO Advanced Course, the REID Technique of Interrogation and Interview Course, the USPACOM Intelligence Collections Managers Course, and the US Navy’s Senior Enlisted Joint Professional Military Education Course.
As a dedicated leader, husband, and father of two sons, MSgt Ramirez also devotes a considerable amount of his personal time to coaching youth sports, including service as the head coach of several basketball, volleyball, and distance running teams. In addition to his passion for improving the physical and mental well-being of the young men and women of Hawaii, MSgt Ramirez continues to serve as a valued leader and mentor the Marines of MARFORPAC, often volunteering his time to educate junior Marines on the management of their careers and how to serve the community at large.
