President Bill Clinton addresses an audience of military personnel and civilian Department of Defense employees at the Pentagon on Feb. 17, 1998. The internationally televised speech, in part a warning to Saddam Hussein, was in essence an explanation to the American people of why military action may be required against Iraq.
