Spc. Rodney Porter hangs on to an anxious dog as they unload from a North Carolina National Guard 5-ton truck near Tick Bite, N.C., on Sept. 18, 1999. Porter rescued the dog from flood waters caused by Hurricane Floyd. Hundreds of National Guard troops in North Carolina and surrounding states been called on state active duty to provide disaster and humanitarian relief for thousands of people hit by Hurricane Floyd.
