Everyone raises their right hand as Ensign Maria Navarro (left) administers the oath of re-enlistment to Petty Officer 1st Class John Carruthers at the base of the Statue of Liberty on Liberty Island, New York, on July 7, 2000. Navarro and Carruthers are two of over 25,000 international sailors and Marines from 20 countries in New York for International Naval Review 2000, a week-long event billed as a Celebration of Seapower for the Millennium. Navarro and Carruthers are stationed aboard the Ticonderoga Class Cruiser USS Hue City (CG 66).
