Retired Air Force Gen. James P. McCarthy briefs the press on the results of the Defense Transformation Study in the Pentagon on June 12, 2001. The study, undertaken by the Institute for Defense Analyses, was conducted by McCarthy and a group of senior military professionals, scientific advisors, and intelligence specialists. Its purpose was to provide Secretary of Defense Donald H. Rumsfeld with new concepts and approaches to transform the military.
