Bush uses computer technology to send a message for the deaf and hard of hearing at the Computer/Electronic Accommodations Program Technology Evaluation Center (CAPTEC), as Paul Singleton (left) program analyst with CAPTEC, and Secretary of Defense Donald H. CAPTEC provides assistive technology, such as adaptive computers, electronic equipment and devices specially designed to meet the needs of employees with disabilities.
