White briefed reporters at the Pentagon, Dec. 18, 2001, on the efforts being made by the Army to increase the efficiency of its headquarters staff. The reorganization effort evolved from three imperatives laid down in a speech made by Secretary of Defense Donald Rumsfeld on the day before the Sept. 11 terrorist attacks against the United States.
