With their heads bowed during the invocation, the Rumsfelds and Bushes take part in the Sept. 11 Observance Ceremony at the Pentagon on Sept. 11, 2002. Bush and Rumsfeld joined more than 13,000 people at the service to remember those who lost their lives one year ago when terrorists crashed a commercial airliner into the Pentagon. The ceremony was held at the site of the terrorist attack, which was reconstructed within one year in what was known as the Phoenix Project.
