Leadership of the council is rotated among the military services to sustain the energy level and fresh perspectives necessary to accomplish the goals of the program. Benefits derived from the council approved initiatives include streamlined business practices, cost avoidance measures and improvements in the transfer of government-to-government information. The implementation of these initiatives is expected to save the Department of Defense between $200 and $400 million annually for the period fiscal 2004-2009.
