Secretary of Defense Donald H. Rumsfeld (left) and Minister of Foreign Affairs Hamad bin Jasim Al-Thani sign an implementation agreement in Wabah Palace in Doha, Qatar, on Dec. 11, 2002. The agreement will improve readiness, provide state-of-the-art military capabilities for forces in the country and permit a variety of quality-of-life upgrades to facilities in the Persian Gulf nation. Rumsfeld traveled to Qatar and countries in the Horn of Africa to meet with local leaders and U.S. personnel deployed there.
