The Eugene G. Fubini Award for 2003 is presented to Larry D. The Fubini Award recognizes highly significant contributions to the Department of Defense in an advisory capacity over a sustained period of time. Welch, a retired Air Force general and former Air Force chief of staff, has provided expert advise on a diverse range of issues including ballistic missile defense, weapons of mass destruction threats, strategic road maps, operational plans and various transformational technologies.
