Robertson will soon be stepping down as secretary general of the North Atlantic Treaty Organization. Senator Richard Lugar (center) was among the several guests representing both houses of the U.S. Congress. Rumsfeld presented the Department of Defense Distinguished Public Service Award to Robertson in recognition of his exemplary leadership of the world's most important military alliance.
