Secretary of Defense Donald H. Rumsfeld places a wreath at the National Cemetery in Seoul, South Korea, on Nov. 17, 2003. Rumsfeld met earlier with South Korean Minister of National Defense Cho Yong-kil at the National War Museum for the annual Security Consultative Meeting. Rumsfeld is traveling to Guam, Japan and South Korea to meet with U.S. military forces and the local military and civilian leadership.
