Secretary of the Navy Gordon England announces the results of the first 30 Combatant Status Review Tribunals held at Guantanamo Bay, Cuba, during a Pentagon press briefing on Sept. 8, 2004. Gordon explained that while 55 detainees have gone before the three-officer tribunal, only 30 cases have undergone final review by the tribunal's convening authority, Navy Rear Adm. James McGarrah. The tribunals are designed to balance each detainee's rights with the need to protect the United States from the threat of terrorism.
