The Joint Task Force Guantanamo Commissions Building at Guantanamo Bay, Cuba, shown in this Oct. 29, 2004, photograph, is where the first U.S. military commissions in more than 50 years took place from August 24th through August 27th of 2004. Military commissions have historically been used to try violations of the law of war. Panels are comprised of three to seven military officers who vote on findings and if necessary, on sentences.
