U.S. Navy Chief Petty Officer Randy Bell and Senior Chief Petty Officer Albert Puyot, both assigned to the amphibious dock landing ship USS Tortuga (LSD 46), along with a sailor from the Philippine navy, work on construction projects at Sangley Point National High School in Cavite, Philippines, on Oct. 15, 2009. The Tortuga, amphibious dock landing ship USS Harpers Ferry (LSD 49) and the 31st Marine Expeditionary Unit are participating in PHIBLEX 09, an exercise designed to improve interoperability, increase readiness and develop professional relationships between the U.S. military and the Armed Forces of the Philippines.
