U.S. Navy Petty Officer 2nd Class Andras Toth, assigned to Naval Mobile Construction Battalion 28, trowels the foundation of a new classroom being built at the Jacobo Vera school in Manta, Ecuador, during Southern Partnership Station 2011 on Jan. 11, 2011. Southern Partnership Station was a deployment of specialty platforms to the U.S. Southern Command area of responsibility in the Caribbean and Central America. The mission's primary goal was information sharing with navies, coast guards and civilian services throughout the region.
