Soldiers assemble emergency levee walls on the banks of the Ouachita River in Monroe, La., March 13, 2016, to protect the city from rising water levels caused by excessive rainfall. The soldiers, assigned to the Louisiana National Guard’s 844th Engineer Company, worked with the Tensas Levee Basin District to transform half a mile of hinged concrete slabs into a 6-foot-tall tall levee.
