WEBVTT 00:00.997 --> 00:04.072 - Alright, good morning to all the people of Puerto Rico, 00:04.072 --> 00:05.460 and to all of the media, 00:05.460 --> 00:08.416 thank you for being here for this update. 00:08.416 --> 00:11.876 I wanna remind you what our priorities are, 00:11.876 --> 00:14.673 priorities keep being making sure that people 00:14.673 --> 00:16.282 of Puerto Rico get food, water, 00:16.282 --> 00:18.840 that we distribute them effectively, 00:18.840 --> 00:21.560 making sure that the field logistics is in place, 00:21.560 --> 00:25.727 particularly priorities for areas such as hospitals 00:25.976 --> 00:28.974 and anything that has to do with healthcare, 00:28.974 --> 00:31.457 establishing priorities so that we can 00:31.457 --> 00:35.131 get telecoms up and running so that we can increase 00:35.131 --> 00:38.384 our capabilities in energy production and that we can 00:38.384 --> 00:42.551 increase the water distribution as well in Puerto Rico. 00:43.599 --> 00:47.545 At the same time, making sure that as we start stabilizing, 00:47.545 --> 00:51.712 we have a sophisticated maintenance and repair route 00:53.216 --> 00:55.133 that we can proactively 00:56.710 --> 00:58.943 have foresight to potential public health 00:58.943 --> 01:01.360 emergencies and prevent them, 01:02.180 --> 01:05.896 as well as working with the shelter situation, 01:05.896 --> 01:08.598 seeing how we can start reducing them 01:08.598 --> 01:12.515 and start other components with those shelters, 01:12.794 --> 01:16.544 such as potentially later on starting school. 01:17.102 --> 01:20.769 I would like to first of all state that I am 01:21.395 --> 01:24.978 reducing the time of curfew in Puerto Rico. 01:27.226 --> 01:31.393 The curfew will now be from midnight to five a.m., 01:31.922 --> 01:36.041 the reason for this is we have seen how the capabilities 01:36.041 --> 01:40.208 with the D.O.D. and the federal government have increased 01:41.317 --> 01:43.423 in the past couple days, and the state governments, 01:43.423 --> 01:46.590 as well, that has helped us gain more, 01:49.478 --> 01:52.458 more situational awareness of what's going on 01:52.458 --> 01:55.849 and therefore, being able to execute appropriately. 01:55.849 --> 01:58.390 We still need some time so that we can 01:58.390 --> 02:00.765 do some of the important functions, 02:00.765 --> 02:03.260 distribution of fuel and so forth, 02:03.260 --> 02:06.585 maintenance at other hours, which are critical, 02:06.585 --> 02:10.335 so, we are increasing or reducing the curfew, 02:10.906 --> 02:13.729 and it's basically because, obviously, 02:13.729 --> 02:15.899 as we have those capabilities, 02:15.899 --> 02:19.417 we'll start going, start approaching normalcy, 02:19.417 --> 02:22.250 and this is a good indicator that, 02:22.311 --> 02:25.500 thanks to the effort that has been provided by 02:25.500 --> 02:29.667 this united front, we are able to reduce that curfew, 02:30.356 --> 02:34.523 but at the same time, I wanna ask for good judgment 02:35.464 --> 02:38.621 and commitment from the people of Puerto Rico 02:38.621 --> 02:42.788 to execute and to use this curfew for the appropriate 02:44.303 --> 02:48.386 ventures, obviously this allows us to enhance the 02:49.715 --> 02:51.481 economic activity in Puerto Rico, 02:51.481 --> 02:55.564 it allows people to do normal activities such as, 02:56.424 --> 03:00.174 for example, go to restaurants later at night 03:01.122 --> 03:03.789 or even watch the baseball game, 03:03.793 --> 03:07.700 which has started and many Puerto Ricans don't have 03:07.700 --> 03:11.676 energy in their homes so maybe they can do it elsewhere. 03:11.676 --> 03:15.083 So, curfew now from midnight to five a.m. 03:15.083 --> 03:17.916 I would also like to announce that 03:18.014 --> 03:22.097 our Secretary of Hacienda will start disimbursing 03:23.326 --> 03:26.909 in advance the payments for public employee 03:31.362 --> 03:32.945 salaries, pensions, 03:35.176 --> 03:38.676 as well as small and mid-sized businesses, 03:38.712 --> 03:42.374 some of the payments to the small and mid-sized businesses, 03:42.374 --> 03:46.291 this, of course, is in advance of October 15th, 03:46.708 --> 03:49.776 we recognize that there have been certain expenditures 03:49.776 --> 03:52.265 and there's a need for that liquidity 03:52.265 --> 03:56.385 for the people and for small and mid-sized businesses, 03:56.385 --> 03:57.550 so, with this advance, 03:57.550 --> 03:59.748 we hope that some of the actions that they need 03:59.748 --> 04:02.498 to take will be able to be taken. 04:03.730 --> 04:05.482 I would also like to remind you, of course, 04:05.482 --> 04:09.354 of status.pr, many of the data points that we'll be 04:09.354 --> 04:11.797 discussing today are stationed there and you can 04:11.797 --> 04:15.017 visit them, we try to update them regularly so that 04:15.017 --> 04:18.433 you can what the progress is in Puerto Rico. 04:18.433 --> 04:20.556 I would like to thank all of the people that have 04:20.556 --> 04:23.603 donated, that have helped all across the nation. 04:23.603 --> 04:26.076 Just recently I talked to several governors 04:26.076 --> 04:29.075 saying that they have their own stations 04:29.075 --> 04:31.655 where they're aggregating food and supplies 04:31.655 --> 04:33.909 and they're looking to send them to Puerto Rico, 04:33.909 --> 04:36.542 as well as reminding that we have our website, 04:36.542 --> 04:39.536 United for Puerto Rico, or Unidos Por Puerto Rico, 04:39.536 --> 04:42.082 where you can also make a donation 04:42.082 --> 04:45.999 for those that have been affected by the storm. 04:46.598 --> 04:50.191 I would like to state that now we have approximately 04:50.191 --> 04:52.233 10,000, a little bit less, 04:52.233 --> 04:56.006 but approximately 10,000 D.O.D. personnel here in the 04:56.006 --> 05:00.173 island, as well as the capability of over 60 helicopters. 05:02.649 --> 05:05.904 We would like to remind you that yesterday 05:05.904 --> 05:09.502 the U.S.S. Comfort was docked in Puerto Rico 05:09.502 --> 05:11.216 and that it's flexible to be moved 05:11.216 --> 05:14.883 to different areas where it might be needed. 05:15.025 --> 05:17.551 I wanna remind you that this is one of the most, 05:17.551 --> 05:19.086 if not the most capable 05:19.086 --> 05:21.753 medical based ship in the world, 05:23.675 --> 05:27.369 has the capability of tending to 1,000 patients, 05:27.369 --> 05:31.536 and in different set of circumstances, including surgery, 05:32.439 --> 05:36.606 so, I will be touring the U.S.S. Comfort later on, 05:37.486 --> 05:41.653 but this is certainly an added value for this situation. 05:44.259 --> 05:46.342 We've started a strategy, 05:47.914 --> 05:49.581 as I said yesterday, 05:49.595 --> 05:53.762 to identify different locations across the valleys 05:54.317 --> 05:58.293 where food can be cooked and later on delivered. 05:58.293 --> 06:00.610 The logistics of that is being managed right now, 06:00.610 --> 06:02.460 our Secretary of Education, 06:02.460 --> 06:04.899 our Secretary of Housing are working together 06:04.899 --> 06:07.738 on some of the initiatives that are set forth 06:07.738 --> 06:11.755 to make sure that this is another added value chain 06:11.755 --> 06:14.172 to the food delivery process. 06:14.707 --> 06:17.582 I've been working closely there with FEMA as well 06:17.582 --> 06:21.489 so that we can make sure that we address the logistic 06:21.489 --> 06:25.656 on a need basis to those areas that are most affected. 06:27.195 --> 06:29.528 I would also remind you that 06:30.515 --> 06:33.015 on Friday Vice President Pence 06:33.673 --> 06:35.712 is gonna be here in Puerto Rico. 06:35.712 --> 06:38.795 He will be coming, seeing the damage, 06:39.581 --> 06:42.723 and of course, we will be continuing our conversation 06:42.723 --> 06:44.640 and have an expectation 06:45.349 --> 06:47.240 on some of the outcomes that we've asked the President 06:47.240 --> 06:50.333 yesterday and his staff to be executed 06:50.333 --> 06:54.115 and to be implemented for Puerto Rico are confident 06:54.115 --> 06:57.769 that the requests the people of Puerto Rico have made 06:57.769 --> 07:00.668 and that this group has made will be 07:00.668 --> 07:04.835 fulfilled and that it'll help us start getting a sense 07:05.400 --> 07:07.733 and a direction of normalcy. 07:08.380 --> 07:11.463 In terms of banks and banking access, 07:12.480 --> 07:16.478 we have increased the number of banks from about 07:16.478 --> 07:18.145 86 a week ago to 153 07:20.270 --> 07:21.103 yesterday. 07:23.494 --> 07:26.602 The co-ops, as well, have increased to about 100, 07:26.602 --> 07:30.519 and that means we have about 430 ATMs available 07:30.678 --> 07:33.055 across Puerto Rico so that people can get 07:33.055 --> 07:34.805 cash for their needs. 07:37.339 --> 07:39.666 The same time, supermarkets, 07:39.666 --> 07:42.209 the activity of supermarkets has gone up, 07:42.209 --> 07:44.591 we're now working at about a 70% clip, 07:44.591 --> 07:47.736 that means 318 supermarkets across Puerto Rico 07:47.736 --> 07:51.486 are effective and working and giving service. 07:51.622 --> 07:54.039 In terms of the gas stations, 07:54.704 --> 07:58.871 we are now at 837, that represents 76% of the gas stations 08:00.500 --> 08:03.321 in Puerto Rico that are functional. 08:03.321 --> 08:05.571 Again, just as a matter of, 08:06.617 --> 08:09.950 we were at about 41% a little under 08:10.515 --> 08:12.765 a week ago in this context. 08:13.917 --> 08:17.417 Diesel and fuel keep coming to the island, 08:21.229 --> 08:23.896 several shipments are coming in, 08:24.031 --> 08:27.281 many of them with around half a million 08:27.371 --> 08:30.454 barrels of diesel or barrels of fuel, 08:32.105 --> 08:36.272 of gasoline, so that they can be distributed appropriately. 08:36.885 --> 08:41.052 Consumer Affairs keeps on monitoring the gas stations 08:41.335 --> 08:45.502 and other establishments to make sure that they don't 08:45.631 --> 08:49.798 price gouge, and their objective is to make sure that 08:50.859 --> 08:53.743 the rest of the gas stations that are not working 08:53.743 --> 08:56.576 continue on working appropriately. 08:57.574 --> 08:59.741 We continue to reduce the, 09:00.516 --> 09:04.683 in the gas stations, still at that zero to 25 minute range 09:07.930 --> 09:12.097 across (speech drowned out by audio distortion). 09:13.613 --> 09:16.509 In that (speech drowned out by audio distortion), 09:16.509 --> 09:18.466 direction and that timeframe, so, 09:18.466 --> 09:20.945 it's a (speech drowned out by audio distortion) 09:20.945 --> 09:23.028 reduction week ago, again, 09:23.028 --> 09:25.710 (speech drowned out by audio distortion) 09:25.710 --> 09:27.777 you couldn't even get the fuel, 09:27.777 --> 09:29.384 now flowing, and in some areas, 09:29.384 --> 09:30.872 particularly in the 09:30.872 --> 09:34.539 (speech drowned out by audio distortion), in the east, 09:34.539 --> 09:37.309 those (speech drowned out by audio distortion). 09:37.309 --> 09:39.299 (speech drowned out by audio distortion), 09:39.299 --> 09:42.426 care, as I stated, the U.S.S. Comfort is here, 09:42.426 --> 09:45.176 that provides much needed relief. 09:45.661 --> 09:49.599 It is, essentially, an enormous hospital that can 09:49.599 --> 09:51.599 house 1,000 patients and 09:54.458 --> 09:56.057 it gives us a flexibility 09:56.057 --> 09:57.956 and the ability to go to affected areas, 09:57.956 --> 10:01.612 so, once we continue on getting more information, 10:01.612 --> 10:04.218 and there are challenges present elsewhere, 10:04.218 --> 10:07.073 this ship could be moved to Saba or it could be moved 10:07.073 --> 10:09.906 to Ponce to address pressing needs 10:10.181 --> 10:12.681 in other areas of Puerto Rico. 10:13.555 --> 10:17.195 There are 63 hospitals now that have been assisted 10:17.195 --> 10:21.278 so that they can be working and fully functional. 10:21.861 --> 10:24.920 24 of those hospitals in seven municipalities 10:24.920 --> 10:27.837 are powered, powered by generation, 10:30.622 --> 10:32.910 and those seven municipalities are San Juan, 10:32.910 --> 10:37.077 Carolina, Bayamon, Guaynabo, Mayaguez, Ponce, and Arecibo, 10:37.264 --> 10:40.681 having a footprint all across the island, 10:41.375 --> 10:44.958 where hospitals are being powered, as well. 10:46.339 --> 10:49.221 As we stated, medical shelters are being developed. 10:49.221 --> 10:52.480 There is a, we are seeing that some of the needs 10:52.480 --> 10:54.331 are being addressed by the hospitals 10:54.331 --> 10:56.536 or by the other shelters, as well, 10:56.536 --> 11:00.214 but nonetheless, we have in Manati and in San Juan, 11:00.214 --> 11:03.452 the two medical shelters are open, they are running, 11:03.452 --> 11:07.119 and they have space for the people that need 11:09.153 --> 11:10.403 to be executed. 11:11.254 --> 11:15.421 Mayaguez, Bayamon, and Ponce are still in preparation phase, 11:15.688 --> 11:19.105 but again, San Juan and Manati have open. 11:20.064 --> 11:23.436 We have DMAT units, Disaster Management Assistance Teams, 11:23.436 --> 11:26.020 all across Puerto Rico, nine teams, 11:26.020 --> 11:29.166 they are in San Juan, Fajardo, Caguas, Humacao, 11:29.166 --> 11:31.749 Acrecibo, Ponce, and Aguadilla. 11:33.053 --> 11:34.747 We have the seven hubs, 11:34.747 --> 11:36.940 the seven initial hubs that we've identified 11:36.940 --> 11:39.440 that would transport patients, 11:39.786 --> 11:43.786 either to the medical center or perhaps later on 11:43.904 --> 11:46.487 to the U.S.S. Comfort, as well, 11:49.180 --> 11:50.722 all across Puerto Rico, 11:50.722 --> 11:54.889 again, Manati, San German, Ponce, Fajardo, and Caguas, 11:54.913 --> 11:57.996 so that people know where they can go 11:59.390 --> 12:01.807 when they need a more complex 12:03.815 --> 12:05.315 set of strategies. 12:06.362 --> 12:08.696 The mortuary enhanced remain coolings, 12:08.696 --> 12:12.446 four freezers were brought to assist with the 12:13.330 --> 12:14.747 forensics center. 12:15.761 --> 12:19.581 There is no emergency as stated by some of the officials, 12:19.581 --> 12:23.748 but there is, we do have the assets now in our possession 12:24.409 --> 12:27.237 with these freezers to make sure we can, 12:27.237 --> 12:29.123 we can execute appropriately. 12:29.123 --> 12:31.960 The expectation is that we are going to be shifting 12:31.960 --> 12:35.131 and executing a protocol of information and prevention 12:35.131 --> 12:37.935 for potential public healthcare emergencies 12:37.935 --> 12:40.848 across Puerto Rico so that whether it be by 12:40.848 --> 12:43.283 voicing it out, using the media, 12:43.283 --> 12:46.950 using any communication method that we have, 12:47.083 --> 12:49.387 fliers are a possibility as well, 12:49.387 --> 12:52.017 across Puerto Rico people can start seeing 12:52.017 --> 12:54.728 what some of the preventative steps 12:54.728 --> 12:58.895 that can be taken to avoid a public health emergency. 13:03.425 --> 13:07.592 The other expectation is establishing centers in the areas 13:08.822 --> 13:11.744 across Puerto Rico where there was more need, 13:11.744 --> 13:13.002 we've talked about this, 13:13.002 --> 13:16.660 the D.O.D. has established certain regions in Puerto Rico, 13:16.660 --> 13:18.602 particularly in the southeast and somewhere 13:18.602 --> 13:21.386 in the middle north of Puerto Rico, 13:21.386 --> 13:23.469 to have those communities 13:23.785 --> 13:27.576 have access to appropriate healthcare, as well. 13:27.576 --> 13:30.993 FEMA, as well as the government and other 13:31.921 --> 13:35.338 food delivery efforts, have been ongoing, 13:35.804 --> 13:39.208 and yesterday we've experienced a significant hike 13:39.208 --> 13:40.958 in terms of delivery, 13:41.977 --> 13:45.060 delivery missions across Puerto Rico. 13:45.913 --> 13:48.496 Just to give you a comparative, 13:49.264 --> 13:52.597 the day before we had 61 total missions, 13:54.172 --> 13:58.255 yesterday we had 126 missions across Puerto Rico, 13:58.619 --> 14:01.815 and we still don't have the data points 14:01.815 --> 14:05.982 for the Red Cross, we should increase that number as well, 14:06.086 --> 14:08.927 so just to give you a sense, again, 14:08.927 --> 14:10.927 FEMA has been working on 14:12.321 --> 14:14.013 empowering those regional areas that 14:14.013 --> 14:15.163 (speech drowned out by audio distortion) 14:15.163 --> 14:16.947 missions to (speech drowned out by audio distortion) 14:16.947 --> 14:21.114 Puerto Rico, Departamento de la Familia had 46 missions, 14:23.344 --> 14:26.344 the Office of the First Lady had 14, 14:27.366 --> 14:29.949 other RSA pickups represent 47, 14:31.447 --> 14:35.280 and other voluntary groups with the assistance 14:35.770 --> 14:39.103 of the central government have nine, so, 14:39.178 --> 14:42.074 there is an enhancement in the distribution 14:42.074 --> 14:44.924 of water and food across Puerto Rico, 14:44.924 --> 14:46.924 and in addition to that, 14:46.934 --> 14:50.125 we're working on the areas where food will be cooked 14:50.125 --> 14:52.875 and delivered across Puerto Rico. 14:54.819 --> 14:58.986 In telecoms, we inform that now we are at 43.32% 15:00.374 --> 15:04.124 in Puerto Rico, so that has increased, again, 15:04.877 --> 15:08.544 significantly from about 25% a week ago 15:09.912 --> 15:14.079 to about 43.32%, and even more meaningful than 15:14.901 --> 15:18.635 the 20% hike or increase is the distribution 15:18.635 --> 15:22.084 of the points, which has been enabled by putting 15:22.084 --> 15:26.167 SAT COWs, temporary antennas in Ponce, Aguadilla, 15:26.832 --> 15:30.999 Arecibo, Humacao, Rio Grande, Manati, Mayaguez, and Cayey, 15:31.735 --> 15:34.735 Quebradillas, and Luquillo, as well. 15:35.657 --> 15:37.763 So, just to give you a sense, 15:37.763 --> 15:39.930 within the last five days, 15:40.324 --> 15:42.182 those SAT COWs have empowered 15:42.182 --> 15:44.141 more than a million phone calls 15:44.141 --> 15:47.808 and more than 3.5 million text conversations 15:48.923 --> 15:52.673 that weren't possible without those SAT COWs, 15:53.048 --> 15:57.215 so, communication is being empowered using these SAT COWs 15:57.533 --> 15:59.128 in regions of Puerto Rico 15:59.128 --> 16:02.211 that did not have that communication. 16:02.850 --> 16:06.017 The expectations are that within today 16:06.767 --> 16:09.897 we will have SAT COWs in Vega Alta and Rincon, 16:09.897 --> 16:13.719 within the week, finish all of the SAT COWs and have 16:13.719 --> 16:17.219 at least 45% coverage in Puerto Rico, 16:18.125 --> 16:22.292 and within the month, surpass a 60% coverage in Puerto Rico. 16:23.648 --> 16:27.099 So, communication is being established, and again, 16:27.099 --> 16:29.414 the critical point is that it's distributed 16:29.414 --> 16:32.071 to different sides of the area and it's not only 16:32.071 --> 16:34.988 a metropolitan area in context now. 16:35.989 --> 16:38.274 In terms of natural resources and the environment, 16:38.274 --> 16:42.441 five locations have been coordinated to manage biowaste 16:44.806 --> 16:48.389 in Puerto Rico, Utado, Culebra and Vieques, 16:49.632 --> 16:52.333 Loiza, (speech drowned out by audio distortion), and Lares, 16:52.333 --> 16:56.500 with Utuado and Lares already having done some of the work, 16:58.700 --> 17:02.331 Culebra and Vieques, the assets were deployed, 17:02.331 --> 17:06.498 and Loiza and Adjuntas are working on being executed today. 17:08.333 --> 17:11.166 In terms of the shelter situation, 17:11.557 --> 17:15.390 we've reduced the number of refugees to 8,802, 17:16.792 --> 17:20.542 and we have 135 shelters open in Puerto Rico. 17:21.150 --> 17:24.400 The objective of our Housing Department 17:25.324 --> 17:28.824 is to keep on consolidating those shelters 17:29.000 --> 17:32.595 so that we can start thinking about the potential 17:32.595 --> 17:35.142 of open schools on a regional level, 17:35.142 --> 17:37.263 a conversation I will have today with our 17:37.263 --> 17:40.369 Secretary of Education to start laying out the foundation 17:40.369 --> 17:43.029 for opening schools and so forth. 17:43.029 --> 17:46.204 In terms of ports, we report that yesterday we had, 17:46.204 --> 17:50.037 we're reporting 900 containers that were being 17:50.107 --> 17:53.357 distributed, again, as for perspective, 17:55.079 --> 17:59.062 a week ago it was 450, two weeks ago it was zero, 17:59.062 --> 18:01.979 so now containers are moving at the 18:02.888 --> 18:07.055 normal level, at 1400 in Puerto Rico on every day, 18:10.089 --> 18:13.749 so, the expectations there continue to be that 18:13.749 --> 18:16.191 within the week we can restore our operations 18:16.191 --> 18:17.780 to some cruise liners, 18:17.780 --> 18:21.018 operations in Aguadilla to Jet Blue, United, and Spirit, 18:21.018 --> 18:24.016 and within the month, having complete normalcy in the 18:24.016 --> 18:27.266 Luis Munoz Marin International Airport. 18:28.687 --> 18:30.333 In terms of aqueducts, 18:30.333 --> 18:33.173 we report that now we are at a 48.2% 18:33.173 --> 18:35.094 of the people in Puerto Rico, 18:35.094 --> 18:38.158 of the clients having access to water, 18:38.158 --> 18:42.325 this is an increase from 45% yesterday and then, 18:44.316 --> 18:47.818 and again, the expectation is that we will continue 18:47.818 --> 18:50.666 on seeing increases, maybe unstable increases, 18:50.666 --> 18:52.770 due to the generators and so forth, 18:52.770 --> 18:55.416 but increases nonetheless, so that within a week, 18:55.416 --> 18:57.973 we can have 60% of the people with service, 18:57.973 --> 18:59.349 and within a couple of weeks, 18:59.349 --> 19:03.190 we can have 80% of the people with service, as well. 19:03.190 --> 19:05.857 Energy, we report that 8.6% 19:09.276 --> 19:11.609 of the clients have service, 19:12.583 --> 19:14.916 yesterday several hospitals, 19:15.791 --> 19:19.791 (speaking in foreign language), 19:24.728 --> 19:28.895 have been powered, (speaking in foreign language), 19:30.065 --> 19:33.347 the collesium in Arecibo, several Walmart, Sam's, 19:33.347 --> 19:37.065 and supermarkets have been powered as well in 19:37.065 --> 19:41.148 the Arecibo region, so, 24 hospitals have energy, 19:43.314 --> 19:46.387 of the 63 that are being assisted with the 19:46.387 --> 19:50.076 logistical loops set forth by FEMA so that they can get 19:50.076 --> 19:53.743 their energies and diesel, and diesel needs. 19:54.744 --> 19:57.128 So, within the week, we expect to be at, 19:57.128 --> 20:01.295 at least 10% of the clients having access to energy, 20:02.795 --> 20:05.628 that we can empower Costa Sur and 20:06.115 --> 20:08.126 (speaking in foreign language) to that much needed 20:08.126 --> 20:10.945 generation to critical infrastructure in Ponce 20:10.945 --> 20:13.725 and in nearby areas, and again, within the month, 20:13.725 --> 20:17.725 25% of the clients having access to energy. 20:20.836 --> 20:25.003 In terms of our roads, AMA-Metrobus now are operating 20:25.887 --> 20:28.220 at 75% of their routes, 20:28.302 --> 20:31.442 this is a significant jump from 50% that we were reporting 20:31.442 --> 20:35.609 yesterday, so the expectations that we have for the week 20:36.356 --> 20:38.856 are already being implemented. 20:39.332 --> 20:42.941 We have over 90 post offices that are working 20:42.941 --> 20:45.024 in Puerto Rico right now, 20:47.192 --> 20:50.942 so people can certainly go to those and work. 20:53.163 --> 20:57.246 On another topic, the subcommittee will be seeing 20:59.374 --> 21:02.620 some legislation today that does impact Puerto Rico, 21:02.620 --> 21:05.317 particularly on the airship front, 21:05.317 --> 21:08.062 I would like to thank all of those that have helped 21:08.062 --> 21:12.229 in this effort, particularly Frente por Puerto Rico, 21:13.387 --> 21:17.470 which was composed of people from private sector, 21:17.528 --> 21:21.695 all walks of political backgrounds to make sure that 21:21.724 --> 21:24.755 we can have a consistent message in Washington, 21:24.755 --> 21:28.117 and perhaps today, the first results of that effort 21:28.117 --> 21:30.837 will be seen, so we'll be very vigilant, 21:30.837 --> 21:31.670 but my, 21:33.498 --> 21:36.280 again, my gratefulness to ex-governors, 21:36.280 --> 21:40.447 ex-leaders from all parties that have collaborated 21:40.627 --> 21:43.558 to make this effort as well as the private sector, 21:43.558 --> 21:46.518 non-for profit sector, and everybody else that has been 21:46.518 --> 21:48.351 a part of this effort. 21:48.861 --> 21:53.028 So, with that, I will finish my remarks and just state that 21:53.629 --> 21:56.625 although we're still in a face of emergency, 21:56.625 --> 22:00.721 transitioning to establishing some components of normalcy, 22:00.721 --> 22:03.220 that's why we've reduced the curfew, 22:03.220 --> 22:06.004 that's why we're looking forward to establishing a path 22:06.004 --> 22:08.965 to reducing the, should start seeing, 22:08.965 --> 22:12.354 having this ability to when we and how we can 22:12.354 --> 22:14.134 open schools in Puerto Rico, 22:14.134 --> 22:17.551 and those will be new additional comments 22:19.045 --> 22:22.059 that we'll be making in the next couple of weeks, 22:22.059 --> 22:25.505 to see how we can continue on establishing normalcy 22:25.505 --> 22:29.459 and again, this effort is only possible with a united 22:29.459 --> 22:33.150 front and (speech drowned out by audio distortion) 22:33.150 --> 22:35.965 establishment, the D.O.D. and the federal government, 22:35.965 --> 22:37.491 FEMA, the National Guard, 22:37.491 --> 22:40.233 and municipalities working together to make sure 22:40.233 --> 22:43.566 that we get things done for Puerto Rico. 22:43.904 --> 22:46.334 Alejandro will make some statements 22:46.334 --> 22:49.001 on actions that FEMA have taken. 22:50.833 --> 22:54.907 - Thank you, good morning, Governor and lieutenant. 22:54.907 --> 22:57.412 The governor covered most of the areas that 22:57.412 --> 22:58.861 we need to update, 22:58.861 --> 23:01.526 so I'll touch base in monetary distribution, 23:01.526 --> 23:05.693 fuel distribution, water distribution, communities, 23:07.504 --> 23:11.671 and also (speech drowned out by audio distortion). 23:12.360 --> 23:15.044 The governor mentioned that all the missions 23:15.044 --> 23:17.134 have been completed, as indicated, 23:17.134 --> 23:20.301 100 missions were completed yesterday. 23:21.021 --> 23:23.714 (speech drowned out by audio distortion) 23:23.714 --> 23:26.361 and water (speech drowned out by audio distortion), 23:26.361 --> 23:28.362 so just to see what we are distributing, 23:28.362 --> 23:32.529 (speech drowned out by audio distortion), 23:32.724 --> 23:35.724 many, many entities are providing us 23:35.837 --> 23:39.026 to port with (speech drowned out by audio distortion), 23:39.026 --> 23:39.909 meat and with water 23:39.909 --> 23:41.583 (speech drowned out by audio distortion). 23:41.583 --> 23:43.067 Just in terms of what we would 23:43.067 --> 23:45.112 (speech drowned out by audio distortion), 23:45.112 --> 23:47.862 47 municipalities pick up 125,000 23:48.027 --> 23:50.719 (speech drowned out by audio distortion) 23:50.719 --> 23:52.469 and 162,000 meals are 23:52.886 --> 23:54.763 (speech drowned out by audio distortion) 23:54.763 --> 23:56.180 in certain areas, 23:56.291 --> 23:58.791 and in the last 24 hours also, 24:00.828 --> 24:04.745 we distributed 400,000 meals and 190,000 liters 24:06.562 --> 24:08.519 (speech drowned out by audio distortion) 24:08.519 --> 24:10.265 are also in route to certain areas, so, 24:10.265 --> 24:13.265 food and water is moving very quick, 24:14.023 --> 24:16.322 we distribute to every state in every areas, 24:16.322 --> 24:18.070 municipalities are picking up, 24:18.070 --> 24:21.737 we are disbursing them to them, for example, 24:21.882 --> 24:26.049 35,000 meals and 71,000 liters of water were distributed 24:26.737 --> 24:30.237 to seven municipalities across the island, 24:30.269 --> 24:34.269 (speaking in foreign language), 24:35.699 --> 24:36.819 but at the same time, 24:36.819 --> 24:39.792 47 municipalities went to our reorganized state 24:39.792 --> 24:42.296 and they were asked to pick up quantities, so, 24:42.296 --> 24:45.169 this is a good effort that is now implemented 24:45.169 --> 24:48.555 along with the support of the Department of Housing, 24:48.555 --> 24:50.582 (speech drowned out by audio distortion), 24:50.582 --> 24:52.371 the children, Lions Club, Feeding Task Force, 24:52.371 --> 24:54.842 Salvation Army, Department of Defense, 24:54.842 --> 24:57.471 and many, many other entities that are providing 24:57.471 --> 25:01.193 food and water and other commodities across the island 25:01.193 --> 25:05.360 in the over 100 missions that the governor mentioned. 25:05.983 --> 25:08.483 Related to water distribution, 25:09.082 --> 25:11.082 yesterday we distributed 25:11.124 --> 25:12.529 (speech drowned out by audio distortion) 25:12.529 --> 25:16.060 thousand water to hospitals, dialysis centers, 25:16.060 --> 25:18.393 airports, and elderly homes, 25:19.318 --> 25:21.155 and that has been distributed across the island, 25:21.155 --> 25:25.238 Caguas, Bayamon, Aguadilla, Ponce, and Naranjito. 25:25.743 --> 25:27.059 In terms of fuel distribution, 25:27.059 --> 25:29.080 our priority continues hospitals, 25:29.080 --> 25:30.997 elderly home, and water 25:31.041 --> 25:33.874 (speech drowned out by audio distortion) facilities. 25:33.874 --> 25:38.041 Yesterday, we provided fuel to six medical facilities, 25:38.778 --> 25:42.945 and today, another seven hospitals will be refueled 25:42.955 --> 25:44.872 with additional diesel. 25:46.574 --> 25:50.324 In terms of power restoration and generation, 25:51.073 --> 25:53.926 generators, the Corps of Engineers have been able 25:53.926 --> 25:57.509 to install 30 generators across the island, 25:58.645 --> 26:01.849 and they have six to seven more in process, 26:01.849 --> 26:04.349 just that they were explaining 26:05.443 --> 26:08.860 the situation and they how process work assessments, 26:08.860 --> 26:13.027 the Corps of Engineers conducted already 130 assessments 26:13.276 --> 26:16.152 of generator needs across the island, 26:16.152 --> 26:18.880 and many of those assessments resulted in that the 26:18.880 --> 26:21.380 Corps of Engineers was able to 26:23.384 --> 26:24.217 restore or 26:26.049 --> 26:28.469 repair, that's the word, I'm sorry, 26:28.469 --> 26:30.450 to repair many of those generators. 26:30.450 --> 26:33.158 Some of those generators also needed some diesel, 26:33.158 --> 26:36.427 so, we're installing generators, but at the same time, 26:36.427 --> 26:39.376 they are fixing or repairing those generators, 26:39.376 --> 26:40.623 which is a good thing, 26:40.623 --> 26:43.703 and it may not show us a generator installment, 26:43.703 --> 26:47.399 but it was a positive action that was conducted, 26:47.399 --> 26:50.567 and to remind that those generators are 26:50.567 --> 26:53.484 large capacity, from 250 kilowatts, 26:54.357 --> 26:56.302 (speech drowned out by audio distortion) kilowatts, 26:56.302 --> 26:58.375 so, it requires a process for the installation 26:58.375 --> 27:00.659 in terms of safety and other matters. 27:00.659 --> 27:04.826 We also have 140 city generators ready to go on island 27:06.182 --> 27:10.265 to be installed on any facility that may require, 27:10.929 --> 27:15.012 and we have an additional 304 generators en route 27:15.482 --> 27:18.815 that will also be installed if necessary 27:18.863 --> 27:21.530 in other facilities as required. 27:23.658 --> 27:27.825 In terms of applications for the program individual 27:29.270 --> 27:32.168 assistance, assistance for families, 27:32.168 --> 27:35.335 yesterday we had 103,000 applications. 27:36.397 --> 27:40.564 This morning we had 143,000 applications or registration. 27:41.939 --> 27:45.677 That shows that even without the lack of communications, 27:45.677 --> 27:49.032 we're able to reach to many municipalities, 27:49.032 --> 27:52.141 our teams are going with the tablets and are able 27:52.141 --> 27:55.576 to reach the people, reach the communities, 27:55.576 --> 27:58.861 the shelters, and get those registrations, 27:58.861 --> 28:02.656 because in one day we were able to increase 40,000 28:02.656 --> 28:06.039 applications, and those families soon will start 28:06.039 --> 28:09.227 receiving initial assistance from FEMA, 28:09.227 --> 28:12.370 so, that's good news also about the progress 28:12.370 --> 28:15.047 that we're seeing in many communities. 28:15.047 --> 28:17.620 In terms of the isolated communities, 28:17.620 --> 28:19.481 I mentioned yesterday that we were going 28:19.481 --> 28:21.053 to create a task force, 28:21.053 --> 28:23.808 and that task force is already working, 28:23.808 --> 28:27.225 and we have identified the specific areas 28:27.871 --> 28:30.397 for those isolated communities where they need 28:30.397 --> 28:33.695 special attention, and the areas are in debris, 28:33.695 --> 28:37.265 commodities, medical, fuel, communications, 28:37.265 --> 28:40.348 information collection, and security. 28:41.444 --> 28:43.256 So, that task force is working 28:43.256 --> 28:46.205 how to address those specific areas, 28:46.205 --> 28:50.372 and the municipalities that we have identified as that, 28:50.396 --> 28:53.313 for that special task force are 13. 28:53.928 --> 28:56.845 Maricao, Utuado, Las Marias, Lares, 28:58.233 --> 29:01.150 Alhuntas, Jayuya, Florida, Corozal, 29:03.446 --> 29:07.613 Ciales, Barranquitas, Villalba, Yauco, and Orocovis, 29:07.953 --> 29:11.870 those municipalities will be addressed directly 29:12.193 --> 29:14.953 with this task force in the areas that I mentioned 29:14.953 --> 29:18.611 earlier, with the specific actions with this report 29:18.611 --> 29:22.058 of the Department of Defense and all their assets 29:22.058 --> 29:24.504 to make sure that we address all those 29:24.504 --> 29:27.004 needs in those specific areas. 29:27.906 --> 29:31.472 In terms of the roofing and the plastic sheeting 29:31.472 --> 29:34.055 for the roofs, as of yesterday, 29:34.368 --> 29:36.527 we have distributed already close 29:36.527 --> 29:40.220 to 10,000 plastic sheeting to the municipalities 29:40.220 --> 29:43.894 and to different communities around the island. 29:43.894 --> 29:46.113 At the same time, the other part of that 29:46.113 --> 29:49.498 Army Corps of Engineers that will do the installation 29:49.498 --> 29:51.998 of the more permanent roofing, 29:52.104 --> 29:55.778 the ones that we are distributing are more lighter plastic 29:55.778 --> 29:59.528 that, at least sort of to cover homes, roofs, 30:00.334 --> 30:02.199 but the other installation that the 30:02.199 --> 30:06.113 Corps of Engineers already started is a more permanent fix, 30:06.113 --> 30:10.280 it's still temporary, but they are already working 30:10.384 --> 30:14.294 in progress with that, so we're doing both things, 30:14.294 --> 30:18.461 and over 10,000 rolls have been distributed as of yesterday. 30:19.980 --> 30:22.639 And the last item that I have is that 30:22.639 --> 30:25.722 we are starting a recruiting process, 30:26.184 --> 30:28.839 a very aggressive recruiting process. 30:28.839 --> 30:32.740 We expect to hire, just to start, close to 1,000 people, 30:32.740 --> 30:34.151 and at the same time, 30:34.151 --> 30:36.535 we're gonna be going to the municipalities, 30:36.535 --> 30:39.157 because then we will also need to hire at the 30:39.157 --> 30:42.575 municipal level to help us with the municipal operations, 30:42.575 --> 30:45.658 our center for staff will provide you 30:45.812 --> 30:47.979 with the specific details, 30:48.049 --> 30:50.132 but the place to apply is 30:52.975 --> 30:55.975 FEMA-workforcecaribbean@FMA.dhs.gov, 31:01.607 --> 31:04.311 we'll give you the specific details after this 31:04.311 --> 31:07.208 press conference so you can also announce it, 31:07.208 --> 31:10.628 but we're starting the recruiting process and we expect 31:10.628 --> 31:14.400 to hire, just at the beginning, close to 1,000 people. 31:14.400 --> 31:15.233 Thank you. 31:16.685 --> 31:18.426 - Thank you, the governor and I will give 31:18.426 --> 31:20.265 a briefing in Spanish, as well. 31:20.265 --> 31:24.182 (speaking in foreign language) 41:59.935 --> 42:04.102 - [Reporter] (speaking in foreign language) 42:05.775 --> 42:07.515 - (speaking in foreign language) 42:07.515 --> 42:11.682 - [Reporter] (speaking in foreign language) 42:15.232 --> 42:19.315 - (speaking in foreign language) 43:43.275 --> 43:45.850 - [Woman] One question from the outlet NPR. 43:45.850 --> 43:48.007 - [Reporter] Governor, thanks for doing these briefings. 43:48.007 --> 43:50.826 You mentioned working on opening schools again. 43:50.826 --> 43:51.826 - Oh, sorry. 43:52.058 --> 43:54.308 - [Reporter] You mentioned working on opening schools again. 43:54.308 --> 43:56.723 Can you say a bit more about their status now, 43:56.723 --> 43:58.509 (speech drowned out by audio distortion) 43:58.509 --> 44:00.481 you have a sense of when they might open? 44:00.481 --> 44:03.035 - Yeah, so, today I have a meeting with the Secretary, 44:03.035 --> 44:04.864 she has been doing a damage assessment 44:04.864 --> 44:06.947 on some of these schools, 44:09.413 --> 44:12.746 and of course we have still 135 shelters 44:13.089 --> 44:14.887 that are working that are schools, 44:14.887 --> 44:16.137 so the initial, 44:17.648 --> 44:20.416 at least, the initial vision for this is that 44:20.416 --> 44:23.382 we can start regionally opening up schools 44:23.382 --> 44:27.549 and obviously, focally, as we determine which schools 44:28.444 --> 44:30.170 have been damaged and can't be used, 44:30.170 --> 44:32.074 and those that can be used, 44:32.074 --> 44:36.049 there is water being flown to many of these schools 44:36.049 --> 44:37.758 so they can operate, and of course, 44:37.758 --> 44:41.852 the necessity to have some sort of generator in some 44:41.852 --> 44:43.410 of the schools, but really, 44:43.410 --> 44:46.098 the right limiting step is making sure that we have water 44:46.098 --> 44:47.924 and that there is capability 44:47.924 --> 44:50.591 of making food in those schools. 44:51.309 --> 44:55.476 I will have a clearer picture of that after today, 44:55.650 --> 44:59.460 but certainly, I would say a silver lining within this 44:59.460 --> 45:01.967 is that even though we're still in the emergency phase, 45:01.967 --> 45:03.403 we're already looking forward 45:03.403 --> 45:06.570 to establishing some path to normalcy, 45:06.829 --> 45:09.811 particularly for our children so that they can continue 45:09.811 --> 45:12.959 on studying, establish a normal routine, 45:12.959 --> 45:15.290 and then we can continue on progressing 45:15.290 --> 45:18.421 on the emergency and stability fronts. 45:18.421 --> 45:20.127 - [Woman] (speaking in foreign language) 45:20.127 --> 45:21.346 - [Reporter] (speaking in foreign language) 45:21.346 --> 45:22.857 - (speaking in foreign language) 45:22.857 --> 45:27.024 - [Reporter] (speaking in foreign language) 45:49.047 --> 45:53.130 - (speaking in foreign language) 46:32.750 --> 46:34.897 So I'll say it in English as well, 46:34.897 --> 46:36.637 with regards to some of the expressions 46:36.637 --> 46:39.144 and some of the comments the President has made, 46:39.144 --> 46:42.468 I'm concerned only with actions and not words, 46:42.468 --> 46:44.917 right, so I'm concerned with getting the people 46:44.917 --> 46:46.702 of Puerto Rico what they need. 46:46.702 --> 46:49.651 So long as the people of Puerto Rico get what they need, 46:49.651 --> 46:52.651 I will be recognizing those efforts, 46:53.717 --> 46:56.375 and it is important that they continue on doing so, 46:56.375 --> 46:59.943 and it is important that we can continue on working 46:59.943 --> 47:02.443 on this united front together. 47:02.519 --> 47:05.269 As far as the comments made about 47:05.801 --> 47:07.634 wiping the debt clean, 47:09.096 --> 47:11.414 that is the opinion of the President, 47:11.414 --> 47:14.414 Puerto Rico is already involved in a 47:17.260 --> 47:20.211 judicial front, right here in Puerto Rico, 47:20.211 --> 47:23.160 so, I cannot make any expressions as the Title III 47:23.160 --> 47:25.231 component, which most of you know, 47:25.231 --> 47:28.898 so, those are his opinions, his expressions, 47:29.527 --> 47:31.135 he's made them clear, 47:31.135 --> 47:33.413 the government of Puerto Rico is currently involved 47:33.413 --> 47:35.746 in the tribunals to iron out 47:36.107 --> 47:37.676 that situation through Title III. 47:37.676 --> 47:40.093 - [Woman] The New York Times. 47:40.572 --> 47:42.667 - [Reporter] Governor, could you walk us through a bit 47:42.667 --> 47:45.860 about the major factors that led to the increase 47:45.860 --> 47:48.224 in the official death toll yesterday? 47:48.224 --> 47:49.952 - Yes. - 'Cause it was mentioned 47:49.952 --> 47:53.092 in the morning when President Trump was visiting 47:53.092 --> 47:56.274 and corrected at the end, I just want to, 47:56.274 --> 47:57.886 if you could run us through some of the. 47:57.886 --> 48:02.053 - Right, so, about two days ago, about 48 hours ago, 48:02.771 --> 48:06.938 we had been seeing that not a lot of data was coming from, 48:09.465 --> 48:12.584 that would increase the death toll in Puerto Rico. 48:12.584 --> 48:15.334 We were sort of stabilized at 16, 48:16.071 --> 48:17.549 at that one juncture, 48:17.549 --> 48:19.382 and so I commissioned, 48:19.465 --> 48:22.465 on his observation, our Secretary of 48:23.855 --> 48:27.688 Department of Security, an in-field commander, 48:27.715 --> 48:29.465 to initiate an effort 48:31.019 --> 48:33.852 to communicate with the hospitals, 48:33.890 --> 48:37.062 communicate with the ICF in Puerto Rico, 48:37.062 --> 48:40.188 so that we can get all of the information about 48:40.188 --> 48:44.355 the death that have occurred in Puerto Rico in the past 48:46.030 --> 48:47.363 couple of weeks. 48:47.440 --> 48:50.493 That means direct deaths and indirect deaths. 48:50.493 --> 48:53.446 So, we didn't have that data prior to that, 48:53.446 --> 48:56.696 we didn't have anything to inform that. 48:57.879 --> 49:00.629 We got that report later tonight, 49:02.721 --> 49:06.217 later last night, as I was gonna brief the press on 49:06.217 --> 49:07.634 our meeting with, 49:08.653 --> 49:09.840 with the President, 49:09.840 --> 49:11.159 I decided instead of 49:11.159 --> 49:12.921 (speech drowned out by audio distortion) 49:12.921 --> 49:13.921 essentially, 49:14.829 --> 49:18.704 minutes after I got it I told the people of Puerto Rico 49:18.704 --> 49:20.544 what those results were. 49:20.544 --> 49:24.711 Just to give you a simple breakdown of those results, 49:28.299 --> 49:32.216 around 20 of those were deaths directly related 49:32.922 --> 49:37.089 to the storm itself, so it was either drowning, mudslides, 49:39.375 --> 49:43.542 breaking, in terms of the infrastructure that these people 49:44.181 --> 49:48.348 had, and (speech drowned out by audio distortion), 49:48.934 --> 49:49.767 that 49:50.808 --> 49:53.880 death (speech drowned out by audio distortion). 49:53.880 --> 49:56.565 The other sort of way I break it down is 49:56.565 --> 49:57.732 incidents that 49:58.529 --> 50:00.696 occurred during the storm, 50:00.971 --> 50:04.971 but they were related to other instances such as 50:05.431 --> 50:08.264 elderly person of 95 years old and 50:11.133 --> 50:15.189 had certain conditions, medical conditions, he passed away. 50:15.189 --> 50:19.356 Other people that passed away due to heart attack or 50:20.516 --> 50:22.901 some other medical condition, 50:22.901 --> 50:25.234 so that's the second bucket. 50:25.464 --> 50:28.797 The third bucket is post-storm incidents 50:30.183 --> 50:31.766 that did not relate 50:34.252 --> 50:37.835 to something that was mechanical in nature, 50:38.401 --> 50:39.734 so, for example, 50:40.299 --> 50:43.799 two rescue workers got hit with a mudslide 50:44.810 --> 50:46.560 and they passed away. 50:46.629 --> 50:49.046 Two people committed suicide, 50:49.703 --> 50:53.786 and other considerations of that ilk, and lastly, 50:55.215 --> 50:57.822 events that either happened during the storm 50:57.822 --> 50:59.473 or after the (speech drowned out by audio distortion) 50:59.473 --> 51:01.415 that had to do with some mechanical 51:01.415 --> 51:03.498 were three by our counts. 51:03.691 --> 51:05.636 Many of them had already been accounted, 51:05.636 --> 51:09.636 I don't know, it was two or three of those that, 51:09.768 --> 51:11.851 because of power lossage, 51:12.923 --> 51:16.506 oxygen delivery service was not being able, 51:16.980 --> 51:20.174 was not able to be provided, and those people passed away. 51:20.174 --> 51:22.955 Again, this is the information that we have 51:22.955 --> 51:27.122 from the ICF and we were not able to aggregate that 51:28.556 --> 51:30.889 complete set of data before, 51:30.946 --> 51:34.008 when we had 16 we were getting sort of, 51:34.008 --> 51:37.841 we were getting little bits of certified data, 51:38.165 --> 51:41.727 but after yesterday's we have a more clear picture 51:41.727 --> 51:44.711 of what has occurred in terms of direct deaths 51:44.711 --> 51:47.360 due to the storm and indirect, as well. 51:47.360 --> 51:48.865 - [Woman] (speaking in foreign language) 51:48.865 --> 51:53.032 - [Reporter] (speaking in foreign language) 52:22.338 --> 52:26.421 - (speaking in foreign language) 52:49.360 --> 52:53.443 - (speaking in foreign language) 53:10.366 --> 53:14.533 - [Woman] (speaking in foreign language) 53:15.003 --> 53:16.716 - (speaking in foreign language) 53:16.716 --> 53:20.883 - [Reporter] (speaking in foreign language) 53:58.135 --> 54:02.218 - (speaking in foreign language) 55:54.269 --> 55:58.352 - (speaking in foreign language) 57:10.103 --> 57:12.182 - [Woman] (speaking in foreign language) 57:12.182 --> 57:16.349 - [Reporter] (speaking in foreign language) 58:03.344 --> 58:07.427 - (speaking in foreign language) 01:02:00.625 --> 01:02:02.961 - [Woman] (speaking in foreign language) 01:02:02.961 --> 01:02:07.128 - [Reporter] (speaking in foreign language) 01:02:43.770 --> 01:02:47.853 - (speaking in foreign language) 01:05:35.281 --> 01:05:37.257 - [Woman] (speaking in foreign language) 01:05:37.257 --> 01:05:41.424 - [Reporter] (speaking in foreign language) 01:05:58.890 --> 01:06:02.973 - (speaking in foreign language) 01:09:11.111 --> 01:09:13.499 - [Woman] (speaking in foreign language) 01:09:13.499 --> 01:09:17.666 - [Reporter] (speaking in foreign language) 01:10:23.905 --> 01:10:27.988 - (speaking in foreign language) 01:12:17.763 --> 01:12:20.506 - [Woman] (speaking in foreign language) 01:12:20.506 --> 01:12:23.345 - [Reporter] (speaking in foreign language) 01:12:23.345 --> 01:12:24.562 - (speaking in foreign language) 01:12:24.562 --> 01:12:28.729 - [Reporter] (speaking in foreign language) 01:13:06.305 --> 01:13:10.388 - (speaking in foreign language) 01:14:57.995 --> 01:15:02.162 - [Woman] (speaking in foreign language)
